Petroleum Committee which would be responsible for formulating policies relating to the exploration, development and production of petroleum in Zambia.
Four of the seven are cabinet ministers in line with the provisions of the petroleum, exploration and production Act of 2008.
Those appointed include Mines and Minerals Development Minister Maxwell Mwale, as Chairperson, while Energy and Water Development Minister Kenneth Konga has been appointed Vice Chairperson.
Others are Finance and National Planning Minister Situmbeko Musokotwane and Commerce, Trade and Industry Minister Felix Mutati who have been appointed as members of the committee.
Special Assistant to the President for Press and Public Relations, Dickson Jere confirmed the development in Lusaka today.
Mr. Jere said other committee members are Andrew Kamanga, an Energy Consultant, Guy Phiri of Engen Petroleum Zambia Limited and Bank of Zambia (BOZ) Governor Caleb Fundanga,
The appointments are with immediate effect.

It is a very important step by RB to appoint a Petroleum Committee which would be responsible for formulating policies relating to the exploration, development and production of petroleum in Zambia.
However, it must be appreciated that energy is a very viable, highly profitable business which if awarded to serious business minded entrepreneurs, Zambia would earn a lot of revenue from the sector and even help to pay off the Mobile Hospitals and 100 Hearses Loan, and maybe even fill up holes in the budget created by the K10bn MOH scandal, K925m Eastern Province roads scam, K2.5bn Teta scam and the Kawambwa and Northern province deals. So the committee should avoid being bogged down in red tape when deciding the way forward.
Is there an incentive attached to these appointments?

#12, Kwathukummawa, good point. energy is a very viable and highly profitable business which would highly benefit Zed. However, RB should have been helped to appoint people who are highly competent in energy related issues and who would devote most of their time to see to it that something worth writing home about is done. am not questiioning the calibre of people appointed, i respect them but these are people that have heavy responsibilities and heavily commited to be entrusted with such a task. I have no problems with monetary incentives but they just have to do a good job. we needed energy professionals on this committee.

# 13 good point but you are funny. I think this is a good move. but some of these appointees are already in other high profile commitments, e.g recent procurement board, are they going to manage 100%, why not also get DG BOZ involved, sharp deputy ministers e.t.c good move tho.

While iam nowhere near being an expert in this field,simple laymans logic can indicate that this committee is another waste of time and money.Simple geography will tell us where the vast oil resources are located,either in deserts to the north,polar regions or the high seas! Unless they tell me that this committee will explore extraction of fuel from say,jatropha, i don’t see any sense in it. Look at where Angola,Nigeria and now Ghana get their oil not to mention the Arab nations,please! I was old enough to remember a company called Placid oil in the 80’s & its oil exploration in Chama.Lets just concentrate on the minerals we know we have.

Shallow minded people will not see the need for a committe. Is it because it is RB who has formed it? Think beyond RB. Are you aware that we have been told that we have gas na oil in Zed? If you are, what should be the next thing for a sane person to do? Rather than just yapping you need to be analytical of the current energy situation in Zed, so that you weigh options between giving 700,000hectares of land to chinese investors for biofuels which will compete with food crops or you go for oil and gas which will result in alot of spinoffs.
Those who have already many allowances, more will be added to them. And those rural teachers and nurses who have no allowances, even the one Hardship allowance they have will not be paid. Amen. The idea is good. But what I do not understand in Zambia is why the same people fill up all the committees, commisions and boards! Are ther no other fresh brains in the country? There are more than 10,000 Zambian graduates in various fields. Why can’t we see new faces?
This team should also include the chiefs from the areas under prospection so that the income also goes to the local people to improve their lives BUT if it is in Ngoni land, not Njenge- Jere. He should be bypassed! (lol) Sorry, he is still in mourning.

We can’t just condemn for the sake of condemnation. If you have lived in a rural area you will understand why. Then Sata rants off about RB wanting to take people to the cemetary. Bwafya! Bwana RB this is a very specialised industry, you need to tread very carefully. For starters we can have some idea from neighbouring Angola or Libya before wasting money on this commitee. I can not think of a nation that has commissioned a new fuel refinery in recent times why?
How much money does RB want to dish out? These committees sit at the expense of national development. RB must be arrested for starting all these criminal enterprises he is concoting just to find a way to enrich his supporters. Not even oil producing nations have such committees. What is wrong with this guy?

These are done by specialists and people who can handle proper testing of the soils and rigging. You don’t format a white collar committee for exploration. If INDENI is even producing in exccess i dont think we have any problem in this sector. The problem will only come in when People start thinking its easy to import when zambia is far from all the ports. Import thru the pipeline will call for heavy recapitalisation of the line (TAZAMA) which needs substancial amounts. INDENI has been undergoing recapitalisation thats why you no longer hear o shutdowns. There a few selfish Oil companies who have always advocated for closure of refinery and enrich themselves with imports while the country will suffer. Think of it if you’re importing through Tanzania and theres war in that country what happens. Be ware of pipo with selfish motives. thats my advise.
