Prison Care and Counselling Association (PRISCCA) has called for constitutional clause that will allow conjugal rights for prisoners.
Association Executive Director Godfrey Malembeka, says there is need to review the prison laws and consider conjugal rights of inmates.
Mr. Malembeka made the call during an exclusive interview with ZANIS in Lusaka yesterday.
He noted that most divorces are jumpstarted by lack of conjugal rights by spouses of prisoners both men and women who fail to wait for their partners to finish their jail sentences.
Mr Malembeka stressed that, once conjugal right to prisoners is allowed, it will reduce HIV/ AIDS cases in prisons in that some people enter prisons negative but leave the premises HIV positive.
He further explained that due to lack of conjugal rights, inmates resort to having anal sex hence the increase of anal sex cases which are a leading driver of HIV/AIDS in prisons.
“I know how inmates sexually harass each other that’s why am in support of conjugal rights in prisons,” He said said.
Mr. Malembeka urged the government to build facilities in which prisoners can get visits from their spouses and enjoy their conjugal rights.

You are missing the point; its not sex for sex but sex for life…HIV is real in prisons, you steal chickens and jailed for 4 years only to come out with HIV because some sex staved guy raped you time and again…the are many cases like this, nobody deserves a death threatening disease to be passed on in an unfair manner…
Prison is meant to deny offenders of their social life and sex is included. I thought hh showed these inmates how to use their hands.
@Prince you are 100percent correct! A nation is judged by the way it treats its prisoners. We need to show more humanity to this section of society. It is wrong to treat prisoners in a manner which ultimately sees them being turned into animals that anally rape each other. Ba Mwisho ba Malembeka has worked with prisoners and knows that this evil is occuring. Some of you chaps could one day end up in the cells so don’t think these things don’t apply to you.

In developed nations conjugal rights to prisoners are allowed and this must be adopted here.

When you cold bloodedly commit a crime it means you are prepared to lose your freedom and spend time in a prison cell. If the govt is going to allow you to have sex with your wife/girlfriend while incarcerated, then you are not being punished for the crime, you are being rewarded. While you are in prison the tax payer is further being punished by paying for your prison accommodation, food, security.

He has a good point. The only thing is there is more that require to be in order in prisons, if its prisons he is concerned about. Things like congestion, cleanliness & hygiene, availability of toilets etc.

Even in countries which are developed prisons are there. What has that got to do with leadership.
Do current facilities allow for privacy? Where do they have sex from in the current state? The thugs with no wife visitations will rape all the men that had wives visit. No sane woman would risk sex in a Zambian prison with little or no privacy. You risk being raped by the mob waiting outside the door. In developed countries prisons have very good facilities that also allow for privacy.

Read the article again. He has clearly said allow sex in prison to avoid divorces. This simply means that spouses will be allowed to visit the inmates for the sole purpose of the coitus act.

Yes, but he is saying the absence of conjugal rights is also responsible for the spread of HIV/AIDS. At the end of the day society suffers. So, the question is can we reduce this scourge from prisoners and ex-prisoners by allowing conjugal visits.

Worthy debate, considering the crimes that prisoners are locked up for…. Rape, men molesting young boys, defilement etc. I can see an inmate imprisoned for beastiality asking to have some privacy when his sheep (ewe) is brought to come and visit him in jail.

Personally i have never been convicted of a crime and arrested but surely most of the above comments are disappointing, Those of you who are busy saying denial of conjugal rights is part of the punishment. Wait till you get arrested then your neighbor starts sleeping with your wife?……The point is not all who are arrested truly deserve to be there-, even if the case were so that should not be basis for dissolving marriages- God forbid. We are all potential prisoners either rightly convicted or wrongly so, we should never cheat ourselves that we will change things when we taste prison, Only a mediocre character would think so. You have missed he point of correctional detention altogether. Remember some of these offenders are sex offenders and wife abusers… the list goes on, so feeding them more sex will never help. Mediocrity would be to think HIV and AIDS in prison will reduce because a caged sex offender or indeed others of such poor character are allowed to have sex. Absurd!!!!

If you are in prison you are a prisoner therefore you have no rights other than food bed space and a clean toilet. Conjugal rights that is going too far some things because of your actions must be deprived sorry.

Punishment is not to enjoy but to feel the pain. If punishment is enjoyed is cease to be punishment. People are punished to deprive some rights from them. So sex is one of those rights which are deprived.

@kalok get your facts in order. Sex is not a physiological need, like food or water. You cannot die because of sex starvation. Many people live happily in their old age without sex. Prisoners need better living conditions than sex. Less overcrowding and good sanitation. This guy goes to visit prisons and all he saw were sexually starved prisoners? Mr Malembeka’s girlfriend is in prison, it sounds like. How can one work up and think of such things. Next it will be sex in Church, Sex in Hospital. What kind of thinking is this. Where are we going. What about people jailed for defilement, more sex for them?. Please think. This is disgusting to say the least. people go to visit with abapongoshi, parents, children etc. Can you imagine seeking permission from the children at wait for me, in need to have conjugal whatever before we return home. Rights, Rights, Rights. Eventually we shall ask for the right to receive without input. To be seen to be working some just opt to open their mouths without first thinking over what they want to communicate. Like someone has said that others are in jail because of abuse of the right to sex, can you see it right also to give them sex as the corrective measure? Prison warder wanted, qualifications:
1. Grade 12 certificate with two credits in any subject as a minimum
2. Ability to supervise sex will be an added advantage
3. The warder shall ensure that all prisoners who register for sex get ready and take a shower an hour ahead of the visitors’ arrival.
I think allowing Such services in Prison is not a solution. Mind you, its not everyone who has a wife.Imagine a prisoner with a wife having sex in prison and goes to tell the other who is starved and has no wife how much he has enjoyed and feel relieved. Then what will come to the mind of the other? Is it not sodomy to the vulnerable? I can agree with bloggers who are saying; these NGOs need to advocate for Cleanliness, spacious cells and enough recreation facilities so that inmates should not focus on thinking about sex. Its like a situation in the communities without recreation, the only thing young ones think of is indulging in alcohol and drug abuse.
Since sex isn’t a spectator activity, I wonder how authorities will go about managing scheduled conjugal visits when they already have challenges managing social visits. Is there anywhere in the world were it’s being done?
