Government to control NGOs

Government has reiterated that it will continue to regulating the operations and activities of the Non Governmental Organizations (NGOs) as they were not capable of doing so on their own.

Luapula Province Acting Permanent Secretary (PS), Clement Siame, said this in reaction to calls made by the civil society to allow them regulate themselves.

This was during the official launch of the Zambia Council for Social Development (ZCSD) Provincial Liaison Organization held at Mansa Hotel in Mansa yesterday.

Mr. Siame noted that NGOs had not shown government any expertise to convince it that they could regulate themselves.

He said NGOs had no ability to regulate themselves and insisted that government would instead continue regulating them.

The acting PS however said government was committed to work with civil society and faith-based organisations to help resolve challenges that Zambia was faced with.

He said that ZCSD, through the Anti-Voter Apathy (AVAP), which is the provincial liaison organization, would enhance the relationship with government.

He observed that the launch carried important responsibilities to advance the vision and purpose of not only ZCSD but all the civil society organisations in Luapula province.

Mr. Siame also urged NGOs and civil society to partner with government for the benefit of the communities.

And speaking earlier at the same function, ZCSD representative, Nzindikilani Daka appealed to government to have the code of conduct done by civil society to assist in regulating themselves.

Mr. Daka explained that the revised copy of the NGO bill has not been availed to civil society for them to scrutinize the contents, saying the civil society organizations were not sure of whether their concerns had been addressed.

  5. This is by far the most absurd and nonsensical thing i have ever heard pouring out from a leader. It clearly portarys that some of these chaps are not power because of brains and ability but simply because someone somewhere lacked choice in making appointments. How can a normal person ever moot such an off target idea? I guess the chap is simply trying to get himself some meadia coverage after being through an eclipse. Ka Siame please try something else!!!1

  6. I dont know of any country that does not regulate NGOs. In the UK we have the Charities Act. NGOs should be regulated just like companys. You dont just exist and start collecting money from members and donors without a govt hand. What if you a terrorist organisation or an organisation promoting hate based on race and culture.

Frameworks within which players operate are essential in ensuring that their is a level playing field for all stakeholders. And “big-brother” needs to keep an eye on everyone to ensure they are playing fairly.

  8. zambian leaders are dim-witted and ignorant, first its illegal for students to rent a house, now they want to control NGO, doesnt he wonder why they call them NGOs, they embarass the nation no pride just power hungry. can we get some smart journalist who can actually make our leaders think twice before sayin anything. write articles on these lot on how dumb and they sound when they make stupid comments then may be they’ll stop or may they’ll just arrest the journalists for insulting a minister, LOL ONLY IN ZAMBIA. How sad, we need some intellectuals with brains not peanuts.

NGOS could be regulated just like any other organisation on condition that the people doing so are competent enough.It doesnt make sense to think of regulating an NGO just because you are a Minister after being appointed or voted in the office from Shangomo without any eduacation in your head. NGOS are suppose to assist or check the governance of the Country from the proffessional window and not midiocricy and incompetent one as proclaimed by the excited , dull and stupid Siame. Go to school and learn good governance before you become minister. The LPM mean well but certain ellements around him are useless.
