State maintains stance on PVT.

Government has maintained that it will not allow the use of the Parallel Vote Tabulation (PVT) in this year’s elections.

This is despite the Law Association of Zambia (LAZ) having clarified that the PVT is not illegal and that there is no piece of legislation that criminalizes it.

Chief Government spokesperson Lieutenant General Ronnie Shikapwasha has also accused the Post Newspapers for being behind the PVT debate saying the daily tabloid has plans to rig and announce PF leader Michael Sata as the winner in this year’s elections.

General Shikapwasha has observed that use of the PVT has potential to bring anarchy in the country a situation he says threatens the country,s stability.

But when reminded that the people calling for the PVT have made clear that they want to use the exercise for comparison purposes during compilation of results to ensure that there is transparency and that the MMD is also on record of having used PVT during the 2008 presidential elections, General Shikapwasha maintained that it is not possible to use it.

He said people advocating for the exercise have a hidden agenda which may cost Zambians.

And General Shikapwasha says he has not received any information from the Vice- president pertaining to the Barotseland Agreement Issue.

General Shikapwasha says he will only be able to give government stance on the matter after the Vice president has given him information on the matter.

He was responding to a question by QFM news on whether the issue of the Barotseland Agreement has been fully resolved following the submission of the report to the government by the Litunga through the Barotse Royal Establishment (BRE).

  2. Scandals within the electoral board of Zambia shows there is no part of it that is not touched by MMD.
    How can it be trusted?

    Only a PVT can show who is trustable.

    Who said the results of the PVT will produce a president?
    Is that job for the courts to give final rulings over?

    Ronnie is the biggest imbecile but tries to say he is right and others are wrong.
    This tool has more prophecies than T.B Joshua.

  3. This man is very dull. In fact, let me go out on a limb and say the whole govt is very dull for allowing this man to be their spokesperson. The man needs to quote the law making it illegal. If he has evidence against the post, he should present it to the police. Just because someone is taking advantage of a law does not make that law illegal

  4. PVT has no place in the election process, we have a recognised body the ECZ which conducts elections in Zambia. The LAZ only voiced an opinion which they are entitled to just like anyone else. Yes individuals can ‘try’ and tally votes but the ‘official’ count is the one from ECZ…Let us not table menus such as is evident in Cote d’ Ivoire. That can be contrasted with Zimbabwe were it was the ‘law’ to paste results outside each polling station even as the results went to a centralise process. Surely there is life beyond politics and the sooner we realise this the better.

  7. This debate although important does generate the required enthuthasim because it is basically a battle of wits and it has openly exposed the level of thinking of our leaders -very shallow!!! What do they think is the job of monitors/observers- it is to authenticate the results-period.Only a fool can be given such an important task and come out with no figures. OUR LEADERS ARE REALLY DULL.!!! GOD HELP US PSE!!!

  12. God help us! To have such leaders like Shikapwasha is a curse to zed. Does he think that we are so dull that we cant’ understand the good things that can come out of having PVT? If mmd is really democratic then there is no need for then to be scared of pvt which had been there all this long. Mind you Shikapwasha, you are not dealing with kids who cant’ think, there are so many interlectuals who can see through your lies…

  13. Election monitors have been doing that. The PVT body has no capacity to go in the rural areas just like in the past. No matter what system opposition brings as long as they remain fragmented wont change anything. MMD has done its party. The opposition will share the votes. Why vote for some one with an snake idol in an office. Sure sign of Satanism. How can you lead Christian. Christ’s picture nowhere near by. The devil has lost it again. The Lord has ordained RB for presidency. Mark my words. Dont waste our time with idisms. Bring your strategies on the platform dont advocate for anarchy. I love my country….Poverty has been brought by among others Sata who had the opportunity to advise Chiluba. Under Mwanawasa and RB poverty levels have reduced.

  14. The LAZ only gives an opinion of its understanding on a matter and not a ruling. In any case the LAZ of tday is so partisan it can not be relied any more.

    So LAZ (Lungu) has just given its opinion.

    Caution here; Stephen Lungu has always been in the habit of giving his own opinion in the name of LAZ.

  15. I personally pity Shikapwasha. He is a Christian and he is being forced to say things that he knows do not make sense. My advice is do not use PVT BUT apply PVT when tallying your votes and do not tell ECZ that you are also tallying the votes and lets see who will tell the truth at the end of the day.

  16. #5. Elections are conducted by ECZ. Nobody is disputing that fact. Election results are announced at each and every polling station by a Presiding Officer. If you, as election agent, has a cell phone, a pen/pencil and paper. All you need is to record what the PRESIDING OFFICER (ECZ) has announced. SMS the results to your Party team or whatever. As simple as that. Is that Illegal?

  17. Interesting about this call of vanity spearheaded by gold diggers is the fact that all involved and heading it are certified PF kaponyas unsophisticated by their daily rants. Their scheme is to try pull a crisis that plunges the country in turmoil hoping it delivers them a GNU through dispute resolution. Tough luck they are a legion of unsophisticated kaponyas doomed in their conspiracy. Per constitution, let them get acreditation from ECZ to perform what the law categorically article (76) of the constition say on elections. No country or constitution would offer an environment anarchy where every thug would enjoy the full rights preserved by the acredited only.

  19. I will conduct PVT in my house. What is illegal is announcing results before the presiding officer announces the results at a polling station. What happens after that is up to me and RB. I am 1005% sure that MMD will also conduct PVT

  22. wat can come out of Ronie? he thinks Zambians are all soldiers who can take orders without questions. I mean u ve to move my brother u are no longer a soldier but a minister in a govt. Govt is suppose to run by laws and not orders. Goodness with us civilians is that we dont just accept taking orders without asking that is even this time we are asking wat offence is there with PVT?   23. The guilt are always afraid. Why is Ronnie behaving like some uncivilised villager. LAZ is an authority on law and has cleasrly stated that there is no law which criminalises PVT. Gen Shikapwasha is senior citizen having reached the highest rank in ZAF should not try to silence pipo’s will. How does he accuse the Post to be spearheading the PVT. The Post is not the zambian pipo all they are doing to inform the readers the ill intentions of MMD.The more Ronnie insists that Govt will not allow PVT the more pipo will be determined to ensure that PVT is done. There nothing to hide. Wether Ronnie and his master whats it or not the masses will carry the day.Ronnie is sowing seeds of violence and he is going to reap violence. RB should be careful with some of his minister’s conduct.

  24. This is not about the government not wanting to use a PVT. It’s equally not whether Rupiah wants PVT or not but us, the ordinary Zambians. Now let me make it clear this to Rupiah and his followers that whether they like it or not, we will conduct PVT.

  25. Past events have revealed that those who aspire to lead LAZ often use the Association to propagate their own personal views. During the reign of Levy’s Presidency, Mr. Mwemba, as head of LAZ, criticised Mwanawasa on daily basis under the guise of LAZ – when in fact he was actually hell-bent to representing the views of UPND then. LAZ will only be respected if LAZ’s public statements had the mandate of the full Executive Board of the Association. After all, the best legal minds in Zambia are well known for their professional articulation of legal matters in the Courts of Law. Clients know better as to which Law firm will serve their interests well.
