RB answers Sata over housing decision

President Rupiah Banda says his decision to write off residential purchase prices of some parastatal houses would not be rescinded.

President Banda said this in response to Patrotic Front(PF)President Michael Sata’s letter to him arguing that there was no legal provision to back the Head of State ‘s decision to write off the residential purchase prices for some parastatal houses.

The President said his position on that matter was very clear as he would not rescind his decision which he made following numerous petitions from tenants who pleaded with him to write off their debts on properties which have been outstanding for the past 10 years.

This is contained in statement made available to ZANIS in Lusaka today by Special Assistant to the President for Press and Public Relations, Dickson Jere.

President Banda said the situation remained the same saying the houses belonged to the sitting tenants as per his presidential announcement of APRIL,16 2011.

The President stated that all tenants who have benefited from his decision, paid part of the money towards the total purchase price and were since struggling for many years to complete their payments hence it was illogical for Sata to suggest that those who paid in full for the houses should be refunded.

President Banda further said Sata should wait until he became President for him to reverse the decision and compel the poor Zambians to pay back the remaining balances on their houses adding that he could either seek legal redress in the courts of law over the matter.

And the President has reiterated his earlier position that he would not be responding to Sata’s letters which were distributed to the press before they reached his office.

President Banda said Sata should learn a bit of communication courtesy that letters were not supposed to be circulated to the media before they reached the intended recipient.

The President made an announcement on April 16, this year that debts on some parastatal houses across the country be written off.

The money that was used to purchase mandamandaz and mobile clinics shud have been invested in the housing sector, then give pipo a 10 to 15 year period to pay for them, zed wud have definately made great progress. Now back to square one. By the way, why does the govt seem to be at peace with ghetoz like chibolya, mulenga, sinya, zambia, zaire etc where the vast majority of zedians reside???? You know sooner than later these may die of hunger or indeed other preventable ailments, so you decide to buy them manda mandaz. Eeeiish!!!!

It cannot be for Sata and Kabimba only to own two houses each but every Zambian.If Sata is moral and he should return the 2 houses he benefited from the same program under the Chiluba era which he costed him ZK 10,000 each.

    • Empowerment does not imply that you get houses without paying for them. What does this enable you to do? The next thing you will find is that the people who cannot pay for the houses will end up failing to pay utility bills, and these houses eventually become derelict.

    • Just where do you get your fantasy figures? The president is wrong to be writing off debt owed by individuals on houses. This is why parastatal companies are not competitive, you cannot just write off assests based on someone’s irrational order. If you owe tax, and are not able to pay, will the president write that off as well? If not why not? Empowerment does not mean getting things for free, rather it implies having an enabling environment for people to economically prosper. The presidential order is clearly Kaponyanomics.

  10. Amos Malupenga wrote the letter by using Michael Sata as a shield. The idea is just to see RB make a mistake by saying something inappropriate and then use it to hammer him hard. Deep down they know that its something positive to have given those houses to the tenants. Some of these people have been waiting for benefits for more than 12 years. The best the President could have done was to give them houses. Others will disagree and that is fine.

Also sent letters to The Post asking the media if it can speak for them to the nation. Mr. Mmembe knows it is the best thing to do for these distressed suffering people. But he is supporting Sata and has to disagree with any positive measures coming from the government. Many people in UPND agree that RB did good to give out the houses. I guess its election year and people will think otherwise. I am sure Sata & HH given the position could have done the same

  12. The Post has young people coming in to be true journalist but it appears they have joined the institution at a very bad heated time for Zambia. The institution has lost many talents in the last few years due to frustrations, such being told how to bend rules, not being paid on time and many more internal conflicts. There are too many employees from the M’membe family tree. Most people are scared to say anything – as you do not know who will report you to the boss. If one supports RB or HH it becomes a living hell working for the Post. Mr. Mmembe appears to be loosing his mind day after day and I fear where The Post is heading.

  23. I am impressed with the entire process that has occurred so far. Politics aside, this is what it means to make Government accountable and to the credit of RB, having government be responsive. I strongly applaud Michael Sata for his initiative to consistently write to the Government and question certain decisions taken, that is what is needed and I also feel that the reason most of these issues find their way into the media’s hands is because it provides an additional layer of transparency that forces Government to respond. The role of the media is crucial in these settings and this trend should continue if we really want to know how the Government is truly addressing issues raised.

If so,  why should the president have the power to give away government properties without a parliamentary vote? I thought this is abuse of power in a democratic nation.     The policy of empowering sitting tenants is not peculiar to zambia. The practice world over is to give sitting tenants first priority when a property is up for sale.I feel the act of empowering these pipo shud not be opposed but rather the procedure of writing off their debts. i wud expect you to question the motive of such a gesture in an election year and not opposing the idea of empowering them.another issue i wud expect u to raise is whether the govt is making enough effort by puting deliberate policies to address the housing shortage in our urban areas across the country

How about those who have never being tenants, how they being empowered to buy houses? I find your argument shallow but I understand. If the government gave specific incentives to  every Zambian to buy homes,I would call that empowerment. This is just cheap politics and has nothing to do with empowerment.

Mr. Sata has said if the president feels fit to write off debts for those who have failed to pay for 10 years then he should also compensate those who have paid off their mortgages to address equality. Otherwise he is advocating laziness – avoid payments and the govt will pay as long as you vote for me should not be the way. RB should have looked at the core reason why they have failed to pay for 10 years. Is it a matter of them not having jobs that the govt took away or is that they have intentionally refused to pay? In any market driven economy you should never give away anything for nothing. RB should at least understand that having studied history of economics (not real economics if you get a gist)

The more pertinent question is, why did the President not give houses to all the sitting tenants in council and government houses if the intention was to relieve them of suffering and empower them across the whole country? Why only those in former mine houses currently under the care of MUKUBA Pensions scheme? Work that one out. It is a no brainer.

    • So what is wrong with winning elections? In any case I think you are patronising the electorate to think that they vote because of what ‘sweetener’ they are given. In UK for example, every election year budget contains Tax cuts and increased allowances. There are 3 classes of voters my friend. There are die-hard party cadres who come rain or high water, will never change their vote. There are indifferent voters who don’t care who wins and there are ‘issues based’ voters. You cannot agree on ALL issues but one may pick ONE important issue to base their choice on.

  42. I want to know which houses in question on the Copperbelt that the President’s decision is targeting. I believe that ZCCM houses were offered for sale to sitting tenants by the then President Kafupi Chiluba. All ZCCM paid for the houses at the time when ZCCM was sold to foreign investors and unless I am wrong on this one, the sitting tenants had part of their terminal benefits deducted for the purposes of subdivisions and subsequent processing of certificate of titles. So as far as I understand this, no sitting tenant is owing the govnt but the govnt has failed to finish processing the titles for all. So which houses is the President referring to???

  46. Your Exelence RB this is a very Good move indeed. But I would like to express the unfaireness that was done to all sitting tenants, widows and orphans who where evicted by personnel from the ministry of works and supply last year in about October from thier flats along Buluwe Road in Nyumbayanga. These flats were immediately shared among the same officers and are marked for sale to them. I Know it was very difficult for these farmilies to have gone through a series of Zambian Courts for more than fourteen years. I am appealing to you Sir, to as well look into this matter. We had tried to talk to Mike Mulongoti then Minister, he never bothered. One Zambia One Nation.

    • They could not pay because some died, leaving families in the houses. Others spent their redundancy money on other things that perhaps were priority. Others, did not have enough redundancy payments to match the value of the property AFTER the councils upped the rates. There are many reasons of course and some it was just their carelessness but these are the issues that led Father Bwalya to campaign for Change Zambia remember? He was fed up of officiating at funerals of ‘people dying of depression’ now he should welcome this gesture, unlike his uncle!

    Do not forget that the petition was brought to the attention of the President last year by Dr Chiluba! If the President had acted then, he would have bee rash, since he had just been in office for a short while. He travelled to Ndola and last year he promised the people in Itawa flats that he would consider their request. He comes to a decision and you smell a rat? Surely, should politicians stop governing just because electiona are around the corner? Besides, the Electoral code limits certain activities ONLY in the 3 months to elections. Banks write off loans of those customers whose loans seem unlikely to be paid. I have never heard Stanchart saying “Since we are writing off loans for so much, we also will pay back all those who successfully finished paying their loans.” Such thinking is only possible in PF.

The housing deficit is said to run in the hundreds of thousands.One survey put it at 2million units.On the copperbelt it is not uncommon to find houses in what used to be upmarket neighbourhoods like nkana west and parklands,housing 2 or three families in a single unit.with garages converted into flats of some kind.The picture in the high density areas is worse.What should be excitin us is not RB’s rehashing of FTJ’s 15year old housing policy,that incidently led to the colapse of all municiple authorities,but a scheme to build hunderds of thousands of cheap and affordable housing units..Does the mmd hav a coherrent housing policy?do the pf and upnd for that matter?Thats the question.

If we had a caring government those people would not have waited this long for their benefits which they would have used to pay their balances on the houses. What people on the copperbelt need are good tax systems that would see up to 5% of profits made from copper go into specific development projects on the copperbelt where Copper comes from. What worries me though about RB’s directive to Mukuba Pension Scheme is that it could cripple the pension scheme,as FTJ crippled the councils.How does he intend to help out the pension scheme if his directive to them results in a less than healthy financial position.My dad worked on the mines for more than 35 years and is a recipient to the fund.I would hate for him to be inconvinienced because of of the unthought acts of our president.

Ask sata how he acquired property in Avondale and many places in Lusaka including his current residence. Ask Kabimba how after working for the council he managed two good houses in plash lusaka suburbs. I had the misfortune of watching a programme called ‘Police Academy UK’ and was very saddened to see the Zambian Assistant Police Commissioner unable to ‘turn left’ on parade – he turned right; says it all really; Assistant Police Commissioner cannot tell left from right! We are simply sub-standard in our approaches to issues and in the quality of leaders that we have!

    President Banda further said Sata should wait until he became President for him to reverse the decision and compel the poor Zambians to pay back the remaining balances on their houses adding that he could either seek legal redress in the courts of law over the matter.

    And the President has reiterated his earlier position that he would not be responding to Sata’s letters which were distributed to the press before they reached his office.

Let those that got subsidised houses vote for RB but if you are a hard worker living in your own house in some compound or suburb or you are in a rented house don’t vote for him. Coming to ‘Police Academy UK’, I cringed every time I watched it. Why did they send Assistant Police Commissioner Nawa to come and embarrass himself like that?
