
Government has directed all local authorities countrywide to immediately take over all markets and bus stations.
And all councils have been directed to take an inventory of all market stalls and create a data base for traders by October 18, 2011.
Local Government, Housing, Early Education and Environmental Protection Minister Professor Nkandu Luo gave the directive at a press briefing in Lusaka on Tuesday.
Professor Luo says the policy measures aim at bringing sanity to the markets and bus stations.
Markets have in the past been run by political cadres and Associations.
The minister has also directed Councils to immediately stop issuing Car wash licenses.
And Professor Luo says she is still studying the report on the Lusaka City Council Lilayi Land scam.
She says findings will be presented to cabinet and later to the public.
Professor Luo has also announced that mayoral elections will be conducted this weekend.
Action time, we need a bit of tax or levy from these marketeers. Some of them make good money.

They should be charged an annual license fee. More money for govt. Bus operators must be charged a levy based on the fleet and size of buses. GBM buses and those that travel international must pay more!!! Hellooo

This is not true. MMD cadres still had a tight grip on these places, even in the so-called PF strongholds.

#30 Kakaka. Professor is an academic post. She is no longer a lecturer and she should just be referred to as Dr (if she has a PhD) Luo. The same applies to former lecturers who are masquerading as professors even when they are no longer teaching. It is just a stu.pi.d Zambian habit. Bill Clinton, or Obama dont go around calling themselves Professors. I left the University at Senior Lecturer rank one rank next to Associate Professor should I then go around calling myself Senior Lecturer? Does an ex CEO go around calling herself CEO? If she is still employed by an academic institution in that position OR has retired whilst holding that position then she can still be referred to as Prof (sometimes retired professors are given the title “Professor Emeritus” so that they maintain the title of Prof). Professorship is an academic title and is not like a doctorate. One ceases to use it upon termination of employment/contract. Otherwise, she reverts to simply Dr. Luo. But, of course, in Zambian circles, this is not the case.

Who is legally entitled to run markets and collect user fees? Are counsels supposed to be directed to collect these fees or is it their legal right to do so?
If there’s no law, anything happens. The next president or indeed the same incumbent president can wake up one morning and direct his minister to direct councils not to collect market user fees.

When our people hear the title “Professor” they think that the person is so intelligent that whatever comes out of their mouth is taken as gospel truth. “Professor” is an academic title – you do not need a PhD — that is why a Kyambalesa can be referred to as “Professor” by some gullible press — and he keeps quiet. There are a lot of Nobel Prize winners in the Sciences at Research Labs here – they are not referred to as “Professors” because these are not Academic Institutions. There is nothing like Zambian – this is Universal.

Pay attention to what #31,32,and 37 are saying. They are very right and you are dead wrong. Professor is simply a rank that you get after promotion from Senior Lecturer at a university. If you are promoted from Marketing Manager at Bongololo Limited Company to General Manager and you retire after some years, are you going to continue calling yourself General Mangager Kakana Phiri? Nkandu Luo is supposed to be addressed ad Dr. Luo and mot Professor Luo because she is no longer a lecturer at the university.
