Sata’s u-turn on Barotseland agreement casts doubt on the PF’s fulfilment of promises-Mususu

Former Evangelical Fellowship of Zambia executive director Bishop Paul Mususu has charged President Michael Sata’s change of thought on the restoration of the Barotseland agreement casts doubt on whether the PF will fulfill most the promises they made during the campaigns.

Bishop Mususu says it is important for political leaders to live up to the promises they make during campaigns.

He says politics can only inspire the voters once politicians live up to the promises they make when asking voters to vote for them during campaigns.

Bishop Mususu says it is disappointing to note that the PF raised the hopes of the people of western province on the Barotseland agreement only to change its position.

He says it is a fact that the victory of the Patriotic Front in the 2011 elections can be partly attributed to the promise the party made on the Barotseland agreement.

Bishop Mususu says the leadership in the Patriotic Front government should ensure that corrective measures are made on the Barotseland agreement.

And Former Anti Voter Apathy Project (AVAP) Executive Director Bonnie Tembo says Dr. Rodger Chongwe should not be blamed for his commission’s recommendations to the Zambian government on the Mongu riots because he merely adhered to people’s wishes.

Speaking to Qfm exclusively, Mr. Tembo said it is not right to accuse Dr. Chongwe of applying his personal emotions in coming up with a report adding that his recommendations are a reflection of what the people of Barotseland want.

Mr. Tembo has since appealed to government to consider subjecting the matter to a national referendum so that Zambians can decide whether to have the Barotseland agreement of 1964 restored or not.

He has further implored government to avail the Rodger Chongwe commission of inquiry report to the public so that people can debate the matter from an informed point of view.

The Rodger Chongwe commission of inquiry has recommended for the restoration of Barotseland agreement of 1964,but President Michael Sata has categorically stated that he is reluctant to endorse the recommendations.

  2. I have never been in support of the whole “Barotseland agreement” thing but this has a negative image on how Sata handles things. Because if one says or does something, then turn around and changes it again surely even investors will be scared to deal with such personality

Zambia has been one country ever since why try brake it up now? and what will stop other tribes from wanting to brake free too. You are the one thats ignorant because you dont know me and you dont even know how much i know.

  3. the BA24 is not the reason sata won.how many votes did sata pick out in western province only mongu gave him good votes,a promise is not guaranteed,u can promise something and then turn around based on advise given by friends for example,the crucial thing is dont be in a hurry to promise this and that before you think of its repacation.PF used that has a trick to lure votes,pipo were tired also of the same MMD and their arogance in the way they were running govt.it was a shame.we pray for this govt to come up with formidable policies that will drive development.i would have voted for HH but the party has tainted itself becoz of it being confined to one region.all they want is to put a tonga president in state house.tribe will not bring development,its a system put in place.

  4. People of Western province are been hoodwinked that Western province is Barotseland. Yes restoration of the BA64 is as simple as allowing decentralisation thats so. The COI headed by Rodger Chongwe recommends seccession of Barotseland meaning Western province. How can that be. Please distinct Barotseland from Western province. That recommendation was suppose to come if the whole geographical area deemed as Barotseland was consulted. Have people from the other provinces affected accepted to the seccession. Dr Chongwe on this one you have failed your duties. Barotseland includes part of Copperbelt,Central North Western and Southern provinces, were these people consulted or you just want anarchy? I am Lozi too but would be reluctant to effect such recommendations. One Zambia One Nation.

    • Learn LOZI Country has Kafue river to the East as boundary. It has nothing to do with excess baggage.

  5. Considering the composition of the Rodger Chongwe Commission of Inquiry, I believe the report is worth reflection. Combined legal brains of the likes of Willa Mungomba, Chongwe, PF Minister of Justice, etc, should not be discarded. A referundum may endorse ‘independence’ of Barotseland should citizens reject BA64, which is the ONLY legal document making Western Province part of Zambia. Again citizens prefer to believe only what Sata SAID without cross checking with what the report has explained – Best way to keep anything from a Zambian is to put it in writing.

    • Sir I choose to differ with you there, Western province is NOT Barotseland. Barotseland is much bigger than that. It takes parts of Copperbelt,Central North Western and Southern provinces Sir. Have these other people accepted to that fact?

    • Kuya; stop blurrbing nonsense.! Barotseland is Western Province. Between 1890 and 1964 it was known as Barotseland Protectorate. After joining Northern Rhodesia on October 24 1964 it became to be known as Barotseland Province. In 1969 Kaunda abrogated the BA64 and changed the name to Western Province. What used to be the Western Province under Northern Rhodesia and Zambia now came to be called Copperbelt Province. The so called parts of CB, Northwestern, Southern Province you are refering to as having being part of Barotseland is nothing but your own rubbish you must have studied from Matero University.

  6. Sata got more than 200,000 votes in western province. He beat Banda by over 100,000 votes. What do you mean western did not vote for him

So, am i getting this right…you people want to restore the BA64 and lose the ‘ONE ZAMBIA ONE NATION’ motto right? & for a fact, i remember during the campaigns, SATA did not promise the restoration of the BA64, infact the PF issued a statement refuting such claims! and therefore there is no u-turn here! so am i the only one who remembers this??? & in addition, the people fighting for this did not vote for the party in power so whats their complaint!!???

  8. It appears as though some sections of society are trying to make political capital out of this old tribal issue regarding the BA64.

    The solutioin is simple, split Western Province into two, those who want to be associated with BA64 on one hand and others like Nkoyas who do not recognise the BA64 on the other.

    Job done.

    That is what the C.O.I. led by Dr Rodger Chongwe should have recommended to the President.

    The problem with this issue is that people are not coming out with possible solutions. We need answers and solutions to this simple matter so that debates should focus on developmental issues rather than who is right and who is wrong.

    You may be right to say the “barotseland agreement” was not the reason SATA won the elections.
    But Bishop Mususu remains right in pointing to Barotse as an example of the reasons for SATA winning elections because, just like the Baroste issue, SATA made many other promises which are turning out to be utter LIES.
    The Victory of PF in the elections was delivered on the basis of lies.
    Only a lier will deny and say this is not true.

  15. Sata is a liar according to a minimum standard of reasoning.He told lies in all provinces that he would reduce poverty but poverty is now on the increase.BA64 Sata told lies during his campaign his Barotseland.

    You may be right because in reality barotseland does not exist only by name and on paper. However, in Western Province, you will find many Nkoyas who have lived in that region for close to 800 years!.

    Your tribal mentality is what will ensure that this BA64 never sees the light of day. All 5 Presidents have rejected it so far so good and we are glad that wisdom and common sense has prevailed over Lozi tribalism.

    With Zambia winning the Afcon tournament, patriotism among Zambians has increased thereby eliminating any chances of splitting the country in favor of a small minority of greedy and tribal individuals.

    Some people want to put the blame on Sata and PF as though they are the ones that lied about the BA64.

    The BA64 itself is based on lies!

    Thanks for your comments, you might have clue. But how will Barotseland manage if separaeted from Zambia? There are no or few manufacturing industries and no clothing factory. Those aggitating for independence are short sighted. It will not work in terms of products produced in the area could not be marketed in neighbouring countries like Angola, DC etc Or do they want a state like Katanga in DC? Alas that Katanga is rich in minerals but can’t stand own its own.. If separeted from DC it can fall :(
