Mwense Council in need of more workers

Mwense district council has appealed to the ministry of local government to employ more council workers to enable the local authority run the local authority effectively.

Speaking when the Deputy Minister for Local Government and Housing in charge of administration Forrie Tembo visited the district, Council Chairman Willie Mumba said the council is facing a lot of challenges because of poor staffing levels.

Mr Mumba said shortage of man power has contributed to poor service delivery by the local authority in the district.

He named some of the departments with critical shortage of staff as works and development which only has a director of works and finance and the treasurer.

Others are administration, which has no committee clerks and the planning department which has no district planner and National Rural Water and Supply (NRWSS) focal point person.

Mr Mumba appealed to the minister to ensure that the vacancies are filled up if the local authority is to carry out its works diligently.

And in a related development, the Ministry of Local Government and Housing has been called upon to harmonize salary scales and improve conditions of service for local government workers.

Mr Mumba said currently, council administration is facing a lot of challenges because salaries have not been reconciled.

He wondered why council secretaries in various parts of the country could have different salaries despite doing the same type of work.

Mr Mumba further said it is sad to note that some junior council workers get paid as low as K200, 000 while senior officers are getting huge allowances.

  2. Yes because all grade twos have been given top GRZ jobs hence manpower shortages.All Kisingas have moved to Lusaka near plot one waiting for appointments from Ukwa.

  3. As long as the graduates keep trekking abroad, the grade twos will continue ruining the country and burying money underground. Just continue weeping from abroad

  6. How can Lusaka be recruiting workers for mwense council? Honour the ba64 under empower the local communities and set mwense free!

  7. Mr Council Chairman Mumba, are you sure you need an increase in numbers of personnel or improved workmanship through a motivated, well trained and equipped manpower? It is not always numbers sir.

  8. Very Very true. i was in mwense from 16th to 24th April. sure the situation is terrible. especially at the clinic called the district hospital. At this clinic called hospital only one nurse in night shift is assigned to Mann all the patients in four (4) sections not fit to called wards. (male, female, children and labour section). I witnessed a guard prescribing medicine to a patient basing on the experience the guard has on the complaint of the patient. It is horrible to some extent you cant imagine you are in Zambia. the 8 days i was at this clinic called district hospital i never saw the doctor seeing the patients. Only a poor nurse trying to perform some TB JOSHUA miracles on hopeless patients.
    Can powers that be please check on MWENSE DISTRICT.

You see, government will never harmonise salary scales for reasons best know to themselves coz such undertaking cant take years. i appears to me that development is still very far coz firstly we don’t value education and secondly we don’t care about retaining educated people in rural areas. if mwense should have well schooled people government need to harmonize salary scales with a reasonable rural hardship allowance to encourage people to work from rural areas. failure to harmonize salaries will make even decentralization a flop. we should admire how neighbouring countries administer their local governance system.

  10. Who would agree to work for a rural council that pays poorly and inconsistent resulting in arrears for 12 months

  11. At improving the small districts. This were Unwanted should have lifted his sleeves and not talk abt Itezi and chirundu. I mourn the northern and luapula provinces. Govt needs face it,.

It takes an intelectual to tell the government what is happening in the rural areas like mwense.I URGE the govt ,to promote this kind man chairman mumba to a ministerial post like local govt minister to speak for the people and advise the govt.He seem to be a sensible man .Pass this message to the pesident.These are the people we need in the cabinet.
