
Home Affairs minister Edgar Lungu has said his ministry had received queries from parents and guardians of female recruits expelled for getting pregnant while on training at Zambia police training colleges.
On December 3, 2011 at a pass out parade in Lilayi police training college, former Home Affairs Minister Kennedy Sakeni on December 3, 2011 was quoted as having ordered the police command to recall the 10 female recruits who were expelled for being pregnant while on training.
But Mr Lungu said the Government at the moment, had not come up with a policy to recall female recruits expelled for their disciplinary conduct as Cabinet had not sat to consider such a policy.
“In as much as it is important for the young women to be given another opportunity to go back to their respective colleges and complete their training, it must be born in mind that the misconduct by these young ladies infringed the rules and regulations of these security training institutions whose penalty attracts expulsion from training,” he said
Mr Lungu said authorities at the training colleges acted within the law by sending away the pregnant ladies as they could not cope with the training in their state because of strenuous nature.
The Minister said, not until Cabinet decided the way forward on the matter, the status-quo for the expelled pregnant ladies would remain the same.
He appealed to all recruits selected for police training to adhere to the rules and regulations guiding police training colleges to avoid falling in the same trap.
Mr Lungu said the Government expected the recruits to be professional officers at all times.
He said the recruits should observe discipline and be focused on sole purpose of training in view of highly competitive selection processes.
He implored police commanders at training colleges to ensure high standard of discipline prevailed both among recruits and instructors to produce qualified officers in the country.
Asked by journalists on reports of demonstrations in Mongu by some groupings, he said police in Western province were keeping vigil of any chaotic behaviour and would arrest those agitating for anarchy in the country.
Mr Lungu said people should always seek for dialogue and desist from engaging themselves into acts of violence instead of promoting dialogue with relevant authorities.
On the recent death of Ruth Mbandu, a student at National Institute for Public Administration who was brutally murdered in Lusaka’s Emmasdale Township, he said police should be allowed to carry out investigation thoroughly.
“The police should not leave any stone unturned. Let them do all investigations and should be allowed to work professionally. In my view, there are doing a good job to do investigations,” Mr Lungu said
On gayism, he said the reports of gayism would not be condoned in the country because the current republican constitution prohibited that and that Government would not allow it.
those same trainers and training commanders at these training institutes are the culprits who impregnates these recruits.
even if trainers are the culprits, the girls should know remember why they are at the institution. Unless its a case of rape. otherwise girls possess a lot of power when it comes to consensual sex outside marriage. u can easily instruct a man to wear the raincoat or stay out. Simple! :d

Govt is right!! Rules & regulations are there to protect the training school – to avoid trainees suffering miscarriages or any other labour related problems! After training, there are no prohibitions to getting pregnant as they can take maternity leave. So it’s in the interests of both the trainees & the training authority!! This is a non-issue, Sakeni should have sought advice from technocrats!! Avoid politicking for no reason!!
Recruits or trainees at these Training Institutions are all adults. Condoms should be suplied freely, especially that there are restrictions on movements for them to reach near by groceries or ‘tuntemba’.
Im waiting for the women movement to speak out and request for an inquiry in this so as to find out who impregnanted the girls. It may just turn out to be the same instructors
These girls are receiving training in ALL AREAS OF HUMAN ENDEAVOUR, and at least we’re seeing the results! Now, this is what happens when materialism and corruption become a norm. The trainers get sexual favours from these trainees or ask them for cash in exchange for marks. But there’s also generally this trend of female students wanting to look and dress like the working class, which they are not and can obviously not afford, so they turn to all sorts of mischief.

Who impregnated them? anyway these ladies are just not serious with the training how can one become pregnant while on training even if its the bosses/fellow recruits who may have had sex with these female recruits.they are not serious give chance to other ladies in their place.

Why would getting pregnant be termed indiscipline? Who said that you should not have right to have sex when training? what if you are married? This is ridiculous. In this day and age. What you need to realize is that many of these young recruits are raped and abused by the senior officers and their male counterparts. They need to be protected, and not be punished by the system. They should be allowed to go leave and finish the training later. Not expelled. That’s discrimination. Why haven’t you Sakeni up to now you have done anything to those men that impregnated young girls in Mongu? They need to be jailed for defilement.
Counterparts? Recruit ni Chinyama sanga fune mukazi. This is purely the instructors work no male recruits involved. Given the conditions at lilayi, its almost { almost} impossible for male recruit to involve themselves in sexual activities. Nimwambo if you are to complete, even if a woman shows interest and you like her, do it somewhere very far but for how long and how? As a recruit and as part of military training, you are not allowed to have sex during training,let alone falling pregnant.It is indiscipline to do that. Can you imagine what would happen to the institution if sex was allowed like in these other institutions? Focus would be lost completely.
