
Ministry of Information and Broadcasting Services Permanent Secretary Amos Malupenga has described former Information and Broadcasting Minister Lieutenant General Ronnie Shikapwasha as a blatant liar who has no shame and sense of appreciation for what the public deem to be the best.
Mr. Malupenga says Lt. Gen. Shikapwasha should be the last person to comment on the operations of the media in the country.
He alleged that when Lt. Gen. Shikapwasha was Minister of Information, he changed the public media to government controlled media at the expense of the public’s desire to know the truth and get what they deemed to be of their interest.
ZANIS reports that Mr. Malupenga was commenting on a statement attributed to the former minister where he alleged that the public media is worse than he left it during the Rupiah Banda regime.
But Mr. Malupenga said Gen. Shikapwasha’s complaints on the public media operations are baseless and lies.
He said the Movement for Multiparty Democracy (MMD) government had totally changed the image of ZNBC to an extent where it openly acted unprofessionally as it operated with instructions from government.
Mr. Malupenga stated that he has evidence which he is going to share with the new Director-General at ZNBC on how the former government instructed the public media in its operations.
He said this was meant to enlighten the new DG on what his ministry had discovered.
He further said it is clear that the former Minister and his Permanent Secretary Dr. Sam Phiri did give instructions especially on the editorial comments of the Zambia Daily Mail, the Times of Zambia and ZNBC to repeatedly broadcast events that where only of the ruling parties interest.
He said the said document was signed by the former PS Dr. Phiri confessing that the instructions were also given to the institutions on who to cover and whom to attack.
Mr. Malupenga, however, stated that since coming to power, the Patriotic Front government has tried to bring a balance in coverage by ensuring that all political parties are given a platform to air out their views without any interference.
He added that during Lt. Gen. Shikapwasha’s reign President Michael Sata was only given coverage during freelance Journalist Chanda Chimbas’ program unlike the current situation where opposition leaders are given coverage most of the times.
Mr. Malupenga also disclosed that the ZNBC board will be announced as soon as Parliament ratifies the names of people that have been submitted to cabinet for scrutiny.

For information of Malupenga, ever since he became PS in the Ministry of Information, many Zambians have switched off ZNBC and opted to view and listen to local and international independent TV & Radio Stations for genuine authentic news. Such newspapers as Daily Mail, Times of Zambia and The Post, which have been infested by crooks, have all been shunned and now join the scap of litter that has polluted our streets. The full message for Malupenga is that he is the biggest NOXIOUS WEED in the Ministry of Information. It is a pity that Chibamba Kanyama chose to commit suicide for being part of the mess in govt-controlled media institutions.

That kind of language coming from a PS is very surprising. Kaponya language should be avoided by people occupying government positions. Such raw language should only be used by the riff raff and not a PS. It is high time Zambian government office bearers were taught what to say and what not to say and not to use words anyhow as if they are high on dagga all the time.
