
Lusaka based lawyer Rodger Chongwe says he hopes the people of western province will use the on-going constitution making process to make their demands known to the entire nation.
Mr. Chongwe has observed that the current draft constitution talks about devolution of authority through the formation of the central, provincial and district governments.
Mr. Chongwe has told QFM News that this concept is not different from the demands that the people of western province have been making.
He adds that the constitution making process should be seen as a tool that can help resolve problems in the western province.
The people of western province have been demanding for the restoration of Barotseland Agreement with the Barotseland freedom movement recently passing a resolution to secede from Zambia.
Meanwhile, the Technical Committee on drafting the constitution chairperson Annel Silungwe says the current constitution making process is most likely to yield positive results.
Justice Silungwe has observed that government has shown political will on the constitution making process, a situation he says gives a good indication for the country to have a new constitution.
Justice Silungwe tells QFM that he hopes government will also put in place a referendum commission that will facilitate for national referendum during which the people of Zambia will reach a consensus on the type of constitution to be adopted.
There been growing concerns from stakeholders on the lack of a legal framework that authenticates the on-going constitution making process.
However government has promised to introduce a bill to parliament that will see the establishment of an Act of parliament that will protect the constitution making process from political manipulation.

The constitution process is a hoodwinking one. Why give devolution to people who have not asked for it? The BA64 is not about devolution. And last time Lozis tried presenting their views to another similar conference with copies of the BA64, they were detained and their BA64 copies confiscated. This is child’s play. Not this time.
Mr Chongwe you went round Barotseland and you saw for yourself the mood of the people, do you think the people of Barotseland are fools? Never never never again. The people of Barotseland have tried to resolve this issue in a peaceful manner no one ever gave them an ear, they tried to present to the NCC their presentation was thrown out. I am sure Mr. Chongwe you know better as to what is going on now. Barotseland is gone, never to be part of Zambia.
