Auditor General Clarifies Appointment of Grant Thornton

The Office of the Auditor General has clarified that the appointment of Grant Thornton and Chartered Accountants to audit the Road Development Agency (RDA) followed a transparent and competitive procurement process in line with the Public Finance Management Act and the Public Audit Act.

Acting Auditor General Ron Mwambwa said in a statement to the media that the law allows the Office to subcontract registered private audit firms affiliated with the Zambia Institute of Chartered Accountants (ZICA) when it faces resource or time constraints in conducting statutory audits.

Mwambwa explained that Grant Thornton was appointed in September 2024 to audit the RDA’s financial statements for the period ending December 31, 2024, up to 2026.

He said the firm was selected through a competitive bidding process involving several private audit firms and was among those subcontracted to support audits of statutory institutions.

Mwambwa also clarified that obtaining external confirmations during audits is a routine and internationally recognized procedure used to verify financial information.

He said the process involves obtaining written confirmation from third parties to validate account balances and ensure the accuracy of financial statements in line with International Standards on Auditing.

Mwambwa emphasized that such procedures should not be interpreted as attempts to demand payments from creditors but are part of standard audit verification processes.
