Final Draft Constitution ready by June 2013-kabimba

Justice Minister Winter Kabimba says the Final Draft of the National Constitution would be submitted to Government by the Technical Committee by June 2013.

Mr Kabimba in his policy statement presented to parliament today, said the First draft of the national constitution is currently undergoing debate at district and provincial levels throughout the country.

He said the Patriotic Front (PF) Administration is determined to deliver a people driven constitution which will be inclusive of all the views of the Zambian people.

He urged Zambians to be patience as they wait for the people driven national document which he said would embrace all the views of the citizens of this country.

Mr Kabimba also told the house that from November, 2011 to September 2012, the Technical Committee charged with the responsibility of coming up with a constitution which is going to stand a taste of time has spent a total cost of over K52 billion.

The Justice Minister also stated that the technical committee would use the total cost of K 115 billion in the whole exercise of coming up with the national constitution exclusive of the cost of holding the national referendum.

And on Judicial review, the Justice Minister told the house that government through the Ministry of Justice has embarked on a process of reviewing the judicial system in the country.

Mr Kabimba said government is determined to restore transparency in the judiciary in order to win the confidence of all the Zambian people.

He said a transparent judiciary is paramount in a democratic nation like Zambia and reiterated that it is the PF desire to ensure that this is achieved in line with its manifesto.

On law reforms, Mr Kabimba said government is currently carrying out research activities for example, the review of the Penal Code and the Criminal procedure Code.

Mr Kabimba also added that government would want to expand Zambia Institute of Advanced Legal Education (ZIALE) in order to accommodate students from other universities.

He said this would increase the number of lawyers in the country for smooth justice delivery for the Zambian people.

  1. PF guys are so illiterate that they can’t count even up to 90. June 2013 will be over 600 days since PF took over and promised to deliver to gullible Zambians within 90 days. Can someone advise them that we are well beyond 90, please!

  2. These guys dont even have shame it saying this. Weve had a series of fake deadlines and these chaps have the audacity ti give another one. These chaps should explain the prolonged programme, not just give out dates.

  4. Just copy the very modern document produced by the Quenians in their 2010 constitutional review.I heard its a wonderful document with great provisions.

  5. I think this constitution making process is a damn scam by our politicians and party in government to make money at the expense of poor majority Zambian people. Honestly for how long and how much money should be spend to work on this New Zambian constitution? MMD used same tactics to make money for them selves and the document failed to pass in parliament, now PF is using same tactics to steal money from tax-payers. Really ba PF Final document to be ready by June 2013? your promises said 90 days, and after June 2013, referendum on this same constitutional document would be required, can PF also tell the nation how much money would be spent on referendum? bafikala ni bakabwalala,chi Winter fake PF.

  7. Another 50billion to be gobbled until June with the amount remaining the same even under the rebased kwachas. wait these thieves are too cunning and steal with impunity.

  8. Sata and his pf govt.are schemers. They know that if the draft was presented now it won’t receive 3/4 approval with Parliament. Between now and June 2013 alot of MMD (and not UPND) parliamentarians will have defected after being bribed by the system and it will be easy for Michael and his governement not to pass laws they are uncomfortable with irrespective of porpular demand by Zambians. Most MMD parliamentarians are greedy for quick fix riches. I now agree that MMd like pf are corrupt and a disaster to democracy. Mumba Nevers, irrespective of being intelligent and wise, is in a very wrong party and they will finish him because mmd, like pf, is rotten. Sata claims to be allergic to corruption yet on the bigger hand he promotes it. He is the most tribal president Zambia has ever had.

  11. 90 days, then, weeks, months… Eventually, it will be years. Without it, what else (of substance) can they talk about?

Its really a shame that after all this time that has been wasted producing the constitution they are still dancing around it without tangible result, especially the issue of dual citizenship. if sata has failed let them go home and other people who can deliever issues based politics to Zambians be put in power.
