The PF councilor who recently hit headlines for running up a K10 million hotel bill on beers at Sheraton Hotel in Addis Ababa, Ethiopia has finally been suspended.
A meeting at LCC Friday afternoon resolved to suspend Councilor for Silwiza Ward in Northmead Chikutalo Nkhoma for bringing the name of the Council in disrepute.
Matero MP Miles Sampa confirmed that Mr. Nkhoma has been suspended for six months for his behavior in Ethiopia.
The LCC has set up an ad hoc disciplinary committee to analyse Mr Nkhoma’s case which resolve to slap him with a six month ban.
Mr Nkhoma is alleged to have accumulated an equivalent of K10 million on alcoholic beverages at Sheraton Hotel in a space of five days.
Foreign Affairs Minister Given Lubinda recently told Parliament that the Lusaka City Council (LCC) has since been ordered to refund the K10 million incurred by the Councilor.
The LCC is expected to settle the bill to the Addis Ababa Local Authority.
“On November 26 when the mission was informed, the accountant at the Zambian Embassy informed the town clerk and the mayor of the City of Lusaka of what had transpired with their official and asked for direction.”
Mr Lubinda said the Government had formally apologised to the Ethiopian Government and Sheraton Hotel management through the country’s mission in Addis Ababa.
Mr Nkhoma was part of a three-man delegation invited by an Addis Ababa authority to attend the commemoration of the 125th anniversary of the existence of the Ethiopian local authority.
“Despite the fact that the Addis Ababa Local Authority extended courtesies by paying for accommodation and meals for the Zambian delegation, Mr Nkhoma exceeded the given ceiling by US$2, 000,” the minister said
That’s not an issue 10 Million what about the Billions Sata is causing through by elections.
Indeed, Honesty and integrity are hallmarks for the gifted, too expensive for CHEAP PEOPLE.
Mr Minister, What is the point of suspending the councilor, is it the failure to pay……. or the moral decay and lack of integrity to which many PF leaders are culprits????……From an economics point of view ,what’s the opportunity cost of suspending him when the LCC is paying the K10million???? Why not have him pay or have him expelled or indeed arrested for obtaining goods by pecuniary advantage and false pretence? Hope he didn’t add bills from those crazy Addis prostitutes!!!

According to the Post: “Chikutano stated that this was his first-ever exposure. And he thought that all of the beers in the fridge were for free, and so he completely consumed them.”
So there was no dull moment. We can safely conclude that at the rate he drunk the liquor there was scarcely time for anything else. It was a nice leisure tour.
We have elevated a lot of things that are ordinary in other societies to luxury or special status. This is why our people get confused when they encounter things like that. I am aware that a lot of establishments will actually explain the implications of a room bar but alas – we usually only want to hear what we choose to listen to. I am sure the word “paid for” was a blur as the poor guy lavished the sight of the fully stocked fridge!!!
And even if we were happy to have such a inexperienced bonehead in city government, this excuses him drinking 200 beers a day when on official business representing the City of Lusaka, how?
This so-called man went on major bender and you really want us to believe that is OK and that he is just some kind of victim? Eish, no wonder Zambia never develops!

Amazing that people want to defend this fool by calling him a “poor guy” as if he were some kind of victim. Even if he had never seen a hotel mini-bar before only a child (or big time alcoholic!) would think it is OK to go on a business trip to represent the City of Lusaka and consume something like 200 beers a day ($2,000 / $2 per bottle / 5 days). Never mind what “posh” countries do – is that the kind of leadership you want?
Worse is that LCC is paying his bill with OUR tax money!!! He ran up the bill misrepresenting Lusaka so the money should be deducted from his future salary and allowances.

#6 and 9, you are very right; my first outing to such a hotel a couple of years ago ended in a similar manner, I thought all the beer in the fridge was for free and I ended up donating the beer to some friends.

The Councillor should not be suspended. He should be made to work for six months without pay to recover the K10M the City Council will pay to settle the Councillor’s stupid habit.
The first time he gets opportunity to represent his city, he spends all the time drinking. With the quantity he guzzled even with help from friends and prostitutes, he must have had very little time for the commemorations. The money must be recovered from his pay and he should be banned from travel.

Six months suspension with or without pay and allowances? This is a no-brainer why not sack him and let the people elect a new councillor, as its the people who are going to suffer most when he is suspended…any place of work you are fired or demoted only in Zambian politics. How big was the hotel room fridge to have so many beers? 20, 30, 100 beers? Of course you do not store whisky, gin or brandy is the fridge. How many beers this man consume per day? Six months suspension is not enough. He should be fired. But first, LCC should deduct from his pay check every months until the K10million is all paid back.
Thne he should be banned from working for any council in any capacity in Zambia.
That ought to teach him and any other other LCC employee a lesson.
