Patriotic Front Secretary General Wynter Kabimba has clarified that his appointment to the Zambia Wildlife Authority (ZAWA) board is for representation of the Ministry of Justice.
Mr. Kabimba who is also Justice Minister said that the appointment is not in his personal capacity, but that the position is for any representative from the Ministry of Justice as required by the law.
He said that this in effect means that other than the Minister, any personnel, such as the Attorney General, Permanent Secretary, and many others from the ministry, can sit on the board to represent the Ministry of Justice depending on the issues under deliberation, as well as the level of expertise and input needed at any given time.

Mr. Kabimba said that it will be worthwhile for all Zambians to rally behind the efforts being made by the Minister of Tourism Sylvia Masebo to address the many challenges at ZAWA, which are as a result of previous mismanagement.
The Minister of Justice is therefore pleased that his Ministry will render its much needed expertise in finding solutions to the problems at ZAWA by collaborating with the line ministry and at board level.
Mr. Kabimba said that in a statement made available to media news by PF Media and Publicity Director Chanda Mfula.
Among the stakeholders who have criticized Mr. Kabimba’s appointment to the ZAWA board are the Young African Leaders Initiative which has appealed to President Sata to reverse the decision of Tourism Minister Sylvia Masebo to appoint Mr. Kabimba as a member of the ZAWA board.
They have contended that the decision shows the highest degree of political patronage in the decision-making process.
But speaking during the announcement of the board, Masebo said Mr. Kabimba had been included to the board in order to influence the PF vision in ZAWA as he is a lawyer in wildlife policy and law.

Masebo was very specific about what Kabimba as a person and NOT the ministry representative was going to do on the board. These chaps have just seen that they have made a blunder and are trying to run away. They are a bunch of crooks who should not be taken for a word.

That’s why they appoint individuals to sit on their behalf and they are registered as such with the Registrar. He has been appointed in his personal capacity as a representative of the ministry. The records will show “Wynter Kabimba” as a member not “Ministry of Justice”! They should have appointed the PS as is the case on other parastatal boards.

Minister, you know both protocol and precedence. Send you Permanent Secretary to represent the Ministry of Justice. The outcry arises because you are a Minister (a politician) and not because you are Wynter Kabimba. No one would have raised an eyebrow if you were Permanent Secretary. Do the rigt thing; resign and send the Civil Servant (the Pemanent Secretary or any of the many Directors).
The Composition of Zambia Revenue Authority is as follows.
Secretary to the Treasury in the Ministry responsible for finance;
Permanent Secretary in the Ministry responsible for legal affairs;
Governor of the Bank of Zambia;
representative of the Law Association of Zambia;
three persons, each representing the Zambia Confederation of Chambers of Commerce
three persons, each representing the Zambia Confederation of Chambers of Commerce and Industry, the Zambia Institute of Certified Accountants and the Bankers’ Association of Zambia; and
two other members appointed by the Minister.

Gentlemen, there are so many statutory bodies anacted by acts of parliament apart from ZAWA. There is CEEC,ZDA,ZABS,Zambia weights and measures, ZTB. All these have their own Boards of Directors.And NONE of these have a minister as a board member. Only Permanent Secretaries.So Masebo and Kabimba should not take us for fools. we know the law as we are more learned than them. This another of many blunders yet they felel embarrased to reverse them.
This is not a satisfactory explanation. It is a mere excuse.
There are surely more qualified lawyers in the field of law Kabimba is qualified in.
If no one with this qualification currently works at Justice or related offices, employ one for the sole purpose of serving on the ZAWA Board. This is what job creation should do.

I may not have read the statute that governs appointments to Boards but the little I know is that the PS in any Ministry is the most key person to sit on the Boards of institutions under that Ministry; not the Minister.
Boards report to Ministers through the PS. By Kabimba sitting on a board he will be reporting to another Minister. What kind of non-sense in going in government. I know they are in a hurry to enrich themselves, there is need for protocol. The other issue is that the Minister will stifle genuine debate on the board. All he will be doing is ensuring that PF cadres get contracts, hunting licences etc.

Just watched Barack Obama’s inauguration speech. Such a breath of fresh air listening to him, makes a change from reading all the rubbish happening in Zambia. Citizens are being taken for granted and corruption being blatantly displayed in front of us. Then when we complain what is their response? Answer – i don’t care, like it or lump it. If you make a public statement they set the bulldog cops on you and you find yourself constantly behind bars. The country has really gone to the dogs!!
I understand the need for the legal counsel for ZAWA,. Ministries, in their nature, are part of government and MUST work as seamlessly as possible, to push the agenda of the part which in turn must reflect the needs of the nation. Appointing a fellow minister and arguably, a personal friend in my opinion does not just border on ;conflict of interest, it seems to blur the rules of the office she holds. If it must be so, the ministry of justice surely has some capable individual,male or female, that can sufficiently sit on that board; Mr. Kabimba should instead concern himself with his duty as Minister of Justice and delegate tasks so we can actually get some things done. But that’s wishful thinking on my part – we have substandard politicians constantly recycled since 1964.

The appointment of Kabimba to the ZAWA Board was designed to facilitate the siphoning of Govt money through sitting allowances. Even a Grade 7 pupil with knowledge of Civics can tell that the Ministry of Justice could have been best represented by its Permanent Secretary or Deputy Permanent Secretary – and NOT a Cabinet Minister. Besides, Masebo and Kabimba have been close personal/bedroom friends since the days when Kabimba was Lusaka’s Town Clerk and Masebo was Deputy Mayor. This is official plunder of tax payers money. This time around the PF has NO moral reason to talk about anti-corruption drive. They are a fleet of crooks.
