The Government has maintained that they have created 195 000 jobs since 2011. In a media statement signed by Deputy Minister of Information and Broadcasting Mwansa Kapeya and in response to the Jesuit Centre for Theological Reflection, (JCTR), that Government has not created 195 000 jobs, the Deputy Minister urged the JCTR to be objective and give credit when, and where it is due, as opposed to wholesale criticism of the Government.

STATEMENT BY HON. MWANSA KAPEYA, MP, DEPUTY MINISTER OF INFORMATION AD BROADCASTING SERVICES ON INSINUATIONS BY THE JCTR THAT THE PF GOVERNMENT HAS NOT CREATED ANY JOBS SINCE COMING INTO OFFICE IN 2011
The Patriotic Front Government has continued to make steady progress in job creation with over 195,000 jobs having been created in various sectors since coming into office in 2011.
The sectoral breakdown of the jobs is as follows:
Central Government 9,716; Local Government 5,257 and private sector 24,098 jobs. A further 5,510 new jobs have been actualized through the Zambia Development Agency (ZDA) pledged investment as well as 5,858 new jobs have been approved for recruitment in the newly created districts around the country.
Furthermore, jobs created in the parastatal sector totalled 29,305 while those created in arts were 116,000 with real GDP having grown by 7.3% in 2012 compared with 6.8% in 2011.
It is therefore surprising that the Jesuit Centre for Theological Reflection, (JCTR), for reasons best known to itself, has chosen to underplay the foregoing and other landmark achievements this Government has, and continues to score in uplifting the welfare of the Zambian people as espoused in its Party Manifesto.
JCTR is a well placed and well respected organization which we least expect to misguide the public on important national issues as reported in the media where its National Coordinator Mr Leonard Chiti is quoted as saying all the 195,000 have been created in the arts industry and that this is of little impact on poverty alleviation and elimination.
This is untrue and unfortunate and we wonder what criteria JCTR used to arrive at this assertion.
I wish to state, however, that this Government is under no illusion about the enormity of the developmental challenges it inherited from the previous Government. But it remains resolute, as demonstrated thus far, in creating a better Zambia for all by putting in place a conducive environment for sustainable economic growth, job and wealth creation.
It is therefore expected of JCTR, as one of the leading civil society organisations in the country, to be objective and give credit when, and where it is due, as opposed to wholesale criticism of the Government.
Hon. Mwansa Kapeya, MP
DEPUTY MINISTER OF INFORMATION AND BROADCASTING SERVICES
4th April, 2013

May be they have created
We cant see them you Mwansa.
This is the selfsame statement the young immature and inexperienced PA George Chellah issued a few months ago…these guys are so lazy that they can not even put the meat on it. Its still as vague as before a carbon copy to be precise…a further 5,510 new jobs have been actualized through the ZDA?Jobs created in arts were 116,000?
when you replace old employees with new ones that is not job creation .If you are arguing to JCTR statement tell us the total number of workers who were in formal employment before PF came in to power and the current one then we see if it will come to that figure you are claiming. Stop dreaming sir where change is people themselves will see and no need to blow the trumpet
At last somebody are the POST Newspaper have put on their moral cap and realized that is is wrong to just be releasing press statements in the name of Somebody who is in Hospital.
That is some progress and please Mr Sakeni get well soon
116,000 jobs created in arts…. please help me
A member of the Kola Foundation thieves. Liars…
Appreciated that GRZ has created 195,000 jobs. Indicators on the ground unfortunately do not seem to support this. With such a ‘large’ number of jobs (almost 50%) of the 400,000 we had before should translate into increased demand for goods and services. Our roads would be crammed, health facilities would be bursting, hospitality industry would be booming etc. This is the point JCTR are trying to make. 195,000 jobs and no discernible economic activity increase? Government needs to be more convincing than just placing feeble and unresearched ‘Press Releases’. Rollup your sleeves guyz and stop dreaming!

Out of the so called 195,000 jobs the private sector which is supposed to be the engine that creates job created 27,000 when the economy is growing at 7% of GDP.
The number just do not add up. This really means the 7% growth is fake as goods and services can not be created without jobs since Zambia is a labour intensive economy especially that the jobs would have been created in mining, agriculture or construction.
This has exposed Central Statistics of Zambia in that the the GDP growth figures are now seriously questionable
Otherwise tell me this was supposed to be released on April fools day

This is true and real!!!
lies lies lies lies lies its donchi kubeba all the way
fact or fiction, these jobs seem to exist only on paper and not among our relatives or ourselves.
Yes this was suppose to come on the f.o.o.l.s day 1st April and not today. 195,000 jobs no bwana maybe you need to remove the zeros so that it is only 195 jobs created.
THE FIGURES ARE ACTUALLY CORRECT. AND EMPLOYMENT IS EMPLOYMENT. SOME OF THESE EMPLOYED ARE JUST CLEANERS , SWEEPERS, CASUAL LABOURERS DOING MENIAL JOBS ETC. AND BY THE WAY THIS NUMBER 19500 IS A DROP IN THE OCEAN. PEOPLE SHOULD BE ENCOURAGED TO GO TO SCHOOL IN ORDER TO GET BETTER JOBS. THE GOVERNMENT SHOULD NOT ALSO BE RELUCTANT. THESE 19500 JOBS HAVE NOT MADE ANY BIG IMPACT.
There is no doubt some jobs have been created but the bone of contention is the high number of jobs created especially in “arts”. The obvious jobs created are in the creation of new districts although I am yet to know the names of the new District Commissioners. What do they mean by “arts”? Is it arts as in drawing or what animal is it?
Zambian GDP is fake because it is not supported by real money. Production of minerals does take place yes but the money from the sale of these minerals is banked abroad. Therefore the so called GDP is ‘abroad’. That is where the jobs are created. Definately not in Zambia.
Please do not call jobs created in GRZ employement. IT IS CONSUPTION and does not add any value to our economy.
PF may have created some jobs but not 195,000……The figure is on the higher side
The Emperor’s New Clothes!
Jobs from the declaration of new districts!!! Is that how you are going to create Jobs you Bemba’s ? Do you really understand how to grow an economy? This is what I call Job creation by decree!!! Where does this nonsense ever end? Sata is a ruler not a leader. I wonder if PF even understand the difference!!! Awe Sure mwe Bantu!!!
could this be the mwansa kapeya the one who used to be called paper bag chola..just asking..he used to be a good comedian…could this be part of comedy or real…
where are the jobs created..?is he physically challenged..?looks like PK Chishala..is he also..b…a?
With a 2010 population around 13.1 million growing 2.8% per annum, there needs to be around 366,800 new jobs created per year just to maintain the same level of unemployment as before PF took over.
He was even serious when making this statement. How much tax have they realised from the arts jobs so far?
Dont listen to him because he is doing ifwabukaya. If he says for Sata’s friends and family,we will definately agree.
you fire people and appoint new people and you say you have created jobs like the boards you where desolving when you just came into power
While what i keep is reading are generalisations…cant they give a detailed break down of the jobs the government says it has created…unlike giving unsubstantiated information…what i know is that yes some jobs have been created..bt i doubt if the number reaches 19500….for a long time our country has had just over 4000 in formal employment…how posible is it that just after a year and some months we have created close to 2000 jobs…if its truly the case…then we are heading for greater days as a country
Only?? Most jobs have been created for pensioners and the youth are still suffering, what a bunch of muppets!!
Mwansa kapaye just like all pf member is a joker. Pf have realised that itS easier said than done. More more money, mOre jobs and less less tax was just a campaign gimmick to win votes from gullible zambian period.
Employing more civil servants is not job creation but increase in public expenditure. You can effectively talk of job creation when there is increase in production.
Bricklayer, in one breath you condemn the Bembas and in another you use their language, “Awe sure mwe bantu.” You send conflicting statements.
They have created these jobs by creating new districts, road projects eg LINK ZAMBIA 8000,taking over ZAMTEL and Zambia Railways and employ new people who are working with pro chirwa to improve Zambia railways, construction of new staduim in Mongu, hosting Zone 6 games also created employment among other projects.I think want the government should tell us , is how many jobs created are fulltime, parttime or contract basis out of the 195000 jobs.
This sounds like a cliché but look at what happens even in the USA. The govt releases figures of how many jobs were created but there is little or no impact on turning the economy/recession around.
Much as I question the authenticity of these figures I give the govt the benefit of doubt especially that the figures are being released for the first time in the history of the country.
On the other hand, govt through the MoF had started giving us info/statements on disbursed monies to various ministries for projects, emoluments, etc We no longer see them. Can this exercise be put back into public forum? We need to know how our money is being spent
Which jobs are they talking about when the Cairo, Freedom and Lumumba roads are flooded by vendors?
If you dont talk about what you have achieved then you you havent they have have created jobs in arts you may even have more if you start prducing your own films lots of people will have jobs now it is up to you to take this oppotunity rather than just complaining complainers dont create jobs for they are weak and confused i applaud this govt
pa zed paliba fiction and comedies. this the number 1 comedy of the year to date. in fact the truth is that about 100,000 jobs have been lost since jan 2012. children by their common sense (what more adults) know that there is no way CNP can create jobs except deputy ministerial jobs. the arithmetic adds as follows: (20 extra deputy ministers + 40 of their wives + 40 of their concubines) * 10 children each * 10 immediate relatives * 20 distance relatives and friends = 200,000 jobs created!!!!!!!!!!!!!!!! pf arithmetic. I am worried our children learning in Zambia under the pf syllabus will end up this way unless 2016 is cut short.
these are old stories of Kalulu and tortoes to the young generation, come on the ground and see no jobs maybe they are talking of their biggest cabinet in Africa?
That seems very untrue! We want details. How many jobs have been lost? and so on…. so we know the true gain.
Mwansa Kapeya analiutinama bozza everyday pa radio What sense can he produce now?
Yes they ve created Jobs, as a matter of fact one was created 2 days ago for my old friend and name sake Hon Daniel Munkombwe MP. And he’s laughing all the way to the Bank because ” All join Government to eat”!
They forgot to rebase the figure, somebody will be pruned for that embarrasing mistake!
Replacing of old retired employees is not creating jobs imwe ba PF. We are npt dull.
Tell us what jobs and were have they gone to?
Look at all the people in the picture. They all look miserable and ashamed of what the ifyabukaya man was saying.
The government has trully created more than 195,000 jobs, the problem is that about 180,000 are street vending jobs created by the reluctance to abolish street trading!
