Northern UPND condemns diversion of CDF

United Party for National Development (UPND) Northern province Information and Publicity Secretary Edward Musonda has condemned the decision by councils to divert Constituency Development Funds (CDF) to buy graders and other equipment in the nation.

In a press statement to ZANIS in Kasama today Mr Musonda said the diversion is wrong and an attack on government’s decentralization policy.
He said the move made by some local authorities in the nation should stop as the CDF funds are meant to supplement developmental programmes that are not debated by parliament.

Mr Musonda noted that for councils to temper with the funds is tantamount to misapplication of tax payers money which should not be allowed.

He pointed out that councils obtain grants and collect revenue from levies and rates and grabbing funds from constituencies which have no sources of income is stealing development from poor people.

The UPND Information Publicity Secretary said the grabbing of CDF funds can also be described as expanding gap of poverty between the privileged councils and the un privileged poor people in constituencies.

Mr Musonda also said CDF funds were created to help undertakings within constituencies to supplement the mainstreaming funding on projects in rural areas and it is prudent that councils spend such funds for intended projects than diverting to other obligations of the councils.

He added that councils should find money to buy graders and road equipment than to use CDF funds.

  1. What are the graders/road equipment for? I thought they are meant to improve the road network for these poor people to easily move their inputs and produce. I don’t understand this man.

  2. @Nostradamus. Musonda has been an official in each and every political party formed in Zambia since parties began- an opportunist to boot!

  3. What politics are the UPND playing? It was just lat week we heard here on LT that the CDF fund in Southern province will be used for purchasing graders and all the UPND supporters praised this move, but what I have failed to understand is why it is a misuse of money when the CDF fund is used to by graders in Northern Province. You see how childish these guys are…they are kids in politics……I feel sorry for UPND and HH in that they lack political strategy.

Lets take it that Edward Musonda those are his personal disgruntled views: YOU Publicity Secretary Edward Musonda, Please can you be mindful in your grumbling. You end up discrediting the good effort made by the same people to come together and in Southern Province to buy the same graders that YOU in the NORTH think is misappropriation of funds. I have a lot of respect for the those guys who took initiative in Southern Province to improve the road network, it was a good thing. and I do not think there is anything wrong for the Northern people to also buy the graders. Let me say humbly shame on you. My vote is slowly getting to UPND but please do not give us a wrong impression.

  7. UPND is a sick. they cannot tell the difference between the left and the right side. In southern province they are buying graders, in northern province they are condemning the same act in southern province. What a future leadership. Full of dunderheads
