The PF’s true colours regarding the introduction of the new constitution are becoming more evident everyday. The latest delaying tactics are nothing short of comical. The statement by the Permanent Secretary in the Ministry of Justice claiming that the 10 copies of the draft constitution that were submitted to the Ministry have been lost, require one to completely suspend belief. In any normal country such an admission would be immediately followed by a resignation from public office and an apology to the nation.

The fact that nobody has been reshuffled or fired for losing such an important document confirms that this sorry and sad state of affairs has the full backing of the President who normally needs no prompting to fire civil servants. So we ask the question, why has no one been fired for losing such an important document?

We ask: why has no one in the PF simply requested that new copies be printed? It should by now be clear to any sane individual that the PF will do everything within their power legitimately or illegitimately to prevent Zambians from ushering in a people-driven constitution before the 2016 general elections. In fact, the President’s comments yesterday, instructing his officials to ignore constitution-making debates, pretty much confirms what we have always suspected.

One of the PF’s favourite new excuses for denying the people of Zambia what is rightfully due to them is that we need to prioritise development before a new constitution. They argue that people need roads, hospitals, clean water, schools and jobs before a new constitution can be enacted. What they fail to admit is that ordinary Zambians are lacking these things mainly because our current constitution gives too much power to politicians whose selfish aim is to retain power at any price. When politicians focus on enriching themselves, development suffers and so do the people.

The new constitution is intended to give more power to the people through the establishments of provincial parliaments that will be more directly accountable to local communities in order to ensure that national development is not selective or based on the tribe of the President in power or the party that the Member of Parliament in an area belongs to. Developing our country should not be a lottery awarded only to those who happen to support the party in power. We are all Zambians and therefore we are all entitled to development. Only a new constitution can guarantee this, not the false promises of a heartless party.

We urge all Zambians to do everything in their power to demand a people driven constitution that will reverse the years of incompetence that have seen the kwacha deteriorate to its lowest value in our nation’s history and that has forced ordinary Zambians to have to experience the chaos of panga-wielding cadres and illegal land grabbing without a single word of condemnation from our head of state, not even on his Facebook page. Let us collectively demand a new constitution with the unified cry:‘‘No Constitution No PF’’!!

    • We have a living constitution in place. So the new constitution is not a priority at all. We have a duty to develop this country and that is were our focus is. We shall not entertain detractors.

    • I watched HE president M.C Sata on ZNBC TV1 when he was disembarking from the Kenyan Airliner, he staggered to the point of falling down until saved by the ladder, otherwise, the man was falling down. Our leader is not in good health, so what he says could be as a result of the illness and the pressure from these useless PF MPs and useless Ministers.
      Please those that are very close to him MUST advise him on when to speak, what to speak and how to say it to the people.
      PLEASE I DON’T TAKE PRIDE INTO THE ILLNESS OF ANYONE, LET ALONE THE PRESIDENT NO. I HAVE DECIDED TO WRITE THIS PURELY TO HELP OTHER CRITIQUES WHEN JUDGE THE PRESIDENT’S COMMENTS. I HAVE NO ILL FEELING AGAINST HIM OR ANYOTHER PERSONS.
      But in case pipo think am being malicious, find the clip and watch it for yourselves.

    • WE NEED A ‘TAHIR SQUARE’ AND DECLARE A NO CONSTITUTION NO WORK CAMPAIGN!!! WAKE UP, GO TO TOWN AND SIT ON CAIRO ROAD, GREAT EAST ROAD AND THE WHOLE OF INDEPENDENCE AVENUE (STARTING FROM HIS GATE) WITH CAMP CHAIRS AND BRAAI STANDS CHILLING AND PLAYING MUSIC EVERYDAY!!!

  2. I don’t think we are going to wait any more. We need the document as soon as possible. We know power is sweet but put in mind that whatever goes up must come down and spoiling your base will one day force u to land on a thone ground. We want the new constitution shikilu.

  3. we are in trouble country men and women. monkeys have invaded the maize field, therefore expect no harvest for this(five year) season. but time can really cruise, just one and half years remaining. sata is very dull because he should have been laying a very good foundation for the take over by his son by doing a lot of good things but to the contrally. after 2016 the govt system must be swept cle…..an. even the witch craft much talked about by kabimba

  5. Can you the opposition and civil society get better organised and demand for the constitution in civilised and coordinated manner. Yapping in the newspapers and at political rallies will not deliver you anything.Gathering in synagogues, mosques and churches will not deliver.
    Are there any legal provisions that can be used? Has the government broken any of these by not giving you the constitution? If they have only broken the political promise you can only then take them on in 2016. If they have broken any legal provisions then get THE LEGAL MINDS in the country to get into the courts that can force Mr Sata to release the document. Other wise shut up and stop misleading us .

    • Wrong Observer! Shutting up is what Sata and friends want us to do. We have to keep on shouting and if nothing works continue until 2016 where the message in everyones mind will be clear and we will do the right thing.

    • No my brother. UPND folks tried and sponsored a motion in Parliament to force government to make a road map for constitution implementation. This failed lamentably. There is no avenue for civilized discourse in Zambia and what you call “yapping” just aggravates those citizens who are trying.

  6. The PF shouldn’t gamble with the constitution today. It has worked since independence but to mess around with the constitution now is suicide. We don’t care about any development in the absence of a people driven constitution. That is priority number one for Zambians today. We have been cheated over and over again that we have other more serious priorities than the constitution. Now we are cleverer and know that the priorities we are promised are not even given to us or dont satisfy us because of lack of a people driven constitution. At least when we had leaders who had some fear of the law like LPM, RB and yes even FTJ, there was some sanity, order and good governance but not with the current thug leadership. We have concluded that before anything else, we need our constitution.

  7. People Winter has not lost the document, PF believes Zambians can believe anything. Their basis for this messaging which so them into power, recall Winter told the nation that Sata was shocked to find himself at state house. the reason is simple, because they laid too much and they were sure their lies could not take them to state house. Once these lies worked, lies is what they leave on. Summer can never tell truth, for truth is not acceptable in PF.
    For instance they can not accept that the loans they are getting will reduce the green back in the economy on long term. They will argue based on now factor, which will go as the loan will bring more dollars in the economy for getting the repaying part.

  8. We must rise as Zambians and unite against this useless and brutal regime whose only aim is to prolong their stay in power. Their time is up and we, in whose hands power vests, must now rise and claim that which belongs to us. Egyptians have done it so can we. The time has come for every Zambian who loves this country to prepare to fight for what is right. Don’t think that it is impossible for us to claim what is ours. In fact, don’t be cheated that the security wings will stand with these thugs in government. All security wings in the country are on the side of the people. This will shock Sata and his tandem of thieves because the same chaps he is sending to instil fear in our citizens, are the same chaps who will turn against him and bundle him out of statehouse. These kinds of lies vindicate the notion that Zambia risks becoming a failed state under the PF.The PF came into power on the ticket of tonnes and tonnes of lies worse than those committed by MPs whose seats have been nullified by the PF compromised courts. It is in the public domain that the PF leader was referred to as being more corrupt than the word corruption. Is it not ironic that The DOC who told parliament that he would not proscute RD is now the leaf prosecutor of course under instruction from a corrupt politician. The constitution will only come out on his dead body. He has asked his useless MPS not to talk about the constitution which sent him to plot one.

  11. It’s no mere coincidence that Mr. Michael Chilufya Sata is a great friend of Mr. Robert Gabriel Mugabe. This man will still be around way beyond 2016! This is the reality we need not wean ourselves from.

  12. There is surely something that is being feared yesturday and today. KK did, Chiluba did it, Mwanawasa did it, Banda did it now Sata is doing it. Fearing something. Every constitution making process in Zambia had and had gobbled a lot of funds which vould have helped many areas of developmental concerns, but here we are, it all went into few people’s pockets! Its irrelevantly sunk costs! What did the former leaders fear then and what does Sata fear fear? There is too many unfinished projects in Africa, in Zambia too. Is the weather got any relevance to development? More civilisation and development is highly marked in cold regions of the planet, why is it so?! In our warm and hot regions its not so advanced, ever borrowing, misapplying, misuse, misappropriation. Constitution, where to?

  15. There is no need to force a democratically elected government to finalize the constitution making process. The previous governments acted irresponsibly by delaying the process. The present government is serious and willing to conclude this project. However, the opposition must stop deviating attention from infrastructure development. Patience is necessary.

    • Lord have mercy doctor! You either are not serious or you have a serious problem of logic for a doctor. Are you a doctor as in Ph.D. or what for real? You still believe in the PF lies even at your level of schooling? Man I shudder!

    • @Mr Dr, we know you draw your salary from plot 1. The PF should not be treated with kids’ gloves. We need to be militant and it will work. We want the constitution. The axis of evil men have taken us for granted.

  17. Electing this president was the worst mistake Zambians made. To those who have been abreast with Zambian politics from the time MCS was Governor of Lusaka province in the UNIP era, it was more than evident that the man lacks, within the spectrum of his virtue, some of the most key character traits that must be possessed by any leader that aspires for highest office; He is simply not a liberal person and therefore, he neither upholds nor respects any democratic values. With our hard-earned democracy still in its infancy, this presidency has killed every seed of democracy 10 times faster than we obtained it in 1991. If at this point he is this arrogant, wait until the run-up to 2016 elections and see the cunning snake that this man truly is. My greatest wish is that our people have learnt.

  18. The question that begs a sober answer is why did sata promised a new constitution in ninety day upon coming in power and constituted constitution commission at a collosal cost to the nation.
