
The Auditor General’s Office has released the latest report on Parastatal Bodies for the financial year ended December 31,2012 with financial irregularities totally over one trillion Kwacha.
Public Relations Officer, Ellen Chikale says the report shows an overall tone of poor performance owing to internal control lapses.
Ms. Chikale says this means that the institution lacks a strategic direction, has inadequate checks and balances and disregards the legislation that established it.
This is contained in a statement issued in Lusaka on Thursday.
She says other issues highlighted include poor management of contracts, poor financial performance, poor infrastructure management and poor management of pension funds.
The Report examines a number of parastatals and government funded institutions that include the Citizens Economic Empowerment Commission, Electoral Commission of Zambia, The Judiciary, The University of Zambia, Times Printpak Zambia Limited and Indeni.
Others are the Nitrogen Chemicals of Zambia, National Airports Corporation Limited, Zambia Railways Limited, Zambia Development Agency, National Pension Scheme Authority, Zambia Wildlife Authority and ZSIC Group of Companies among others.
The major issues raised in this report are lack of strategic plans, failure to produce financial statements and failure to constitute boards of directors.
In addition, the Report also mentions 21 statutory and parastatal bodies that had not produced audited financial statements on the accounts for the financial year ended 31st December 2012.
Ms. Chikale says the institutions include the Coffee Board of Zambia, Cotton Board of Zambia, Livestock Development Trust, Cotton Development Trust and Nitrogen Chemicals of Zambia.
Mpulungu Harbour, Citizens Economic Empowerment Commission, Zambia Environmental Management Agency, National Housing Authority and Times Printpak are also on the list.
Others are the Zambia National Broadcasting Corporation, Zambia Printing Company, Zambia Institute of Mass Communication Trust and the Hotel and Tourism Training Institute.
The Zambia Postal Services Corporation, Mukuba Hotel, Development Bank of Zambia, ZAMCAPITAL, Lusaka Trust Hospital and the Zambia Education Publishing House also did not produce audited financial statements.

By Virtue of being born zambia, you have a recessive gene, an adverse one I must add that is corrupt, will tempt you to steal, is corrupt.

Herve Renard plays down links to Morocco coach position
Sochaux coach Herve Renard has distanced himself from reports he could become the next coach of Morocco.
Morocco are seeking to install a permanent replacement for Rashid Taoussi, who was sacked last year.
The Atlas Lions are believed to want 45-year-old Renard, who won the 2012 Africa Cup of Nations with Zambia.
However, Renard told BBC Sport: “At the moment I am in France and my first priority is to stay in Europe – at Sochaux or to move to a better team.”

Ba lusaka times, it would more helpful if you would categorize the misappropriated amounts per company in your reporting.
The problem is that the government employs cadres instead of qualified people, what do cadres know about internal controls and strategic management . Pitful.

Only a Zambian who has never been part of recycled politicians and gone to school with a visible record can correct and reverse this corruption syndrome. Late president Levy Mwanawasa who went to school and visible record of his achievement almost made it had it not been for the tragedy of death. A fresh start and new politics is the main agenda for Zambia and Zambians.
Now that the AG’s report is out what happens ? Does it just end there ( mismanagement of scarce resources ) ?

It is reports like these that make us oppose the reformation of INDECO rebranded by SATA as IDECO. Mr Sata’s IDECO would operate the same way as the current parastatals or even same as former INDECO. The similarities are that they are all parastatals where a head of state effectively appoints or rewards their cadres with or without any form of experience except that of “cadrerism” manners. The other one is creation of employment for one’s relatives in these so called parastatals. This is happening under the man of “action “ who promised zero tolerance to corruption. We will save a great deal of tax payers’ money by not embarking on failed practices.
You actually make it appear so easy along with your presentation but I in finding this topic to be actually something that I believe I would never understand. It sort of feels too complex and extremely wide for me. I’m having a look ahead to your subsequent post, I’ll try to get the grasp of it!
