
ERB Executive Director, Silvestre Hibajene said ZESCO failed to achieve the eight KPI as outlined in the multiyear tariffs and agreed upon by both ZESCO and the ERB in 2007.
He said ZESCO scored 42% in the first quarter and 51% in the third quarter in the implementation of the KPI last year.
Mr. Hibajene said the eight KPI are intended to address areas of concern which includes quality service, institutional efficiency, metering, and staff productivity among others.
Mr. Hibajene said this at a media briefing during the assessment of ZESCO’s performance against set Key Performance Indicators (KPI) in Lusaka yesterday.
The Energy Regulation Board (ERB) has urged Zambia Electricity Supply corporation (ZESCO) is expected to meter its unmetered customers by 2010.
And Mr Hibajene, said ZESCO must meter all its customers since metering was important as it affects the cash flow of the utility company in cases where consumers use more power than they are paying for.
Mr. Hibajene said out of the targeted 31,680 un-metred new customers, from January to September last year , ZESCO only managed to clear 16420 customers.
He said ZESCO is working hard to meter its customers by 2010 as unmetered consumers sometimes pay more than they consume adding that metering also helps promotes efficiency practices among consumers who might not see the benefits of conserving power.

Very dull heads year in year out! Daft heads can not solve even simple problems. Prayers alone is not enough, you need to think. You only use 5% of your brains and pretend you can solve problem! Don’t rely on wrong and daft brains to solve your problems because they are daft.
If you have people like you who always contribute by say I no.1 or No.2 etc what calibre of people are these. They never make any positive contribution for others to learn from, never. Its people like you who have ruined Zed. Come on analyse issues, give suggestions etc. AND NOT JUST WRITING THAT YOU ARE NO.1 os so.

I fail to understand why ZESCO has failed to achieve the KPI goals when they have all the money they need to do so. Is it the brains that are lacking?
On the other hand, some of the most brilliant Zambians I know are holding top positions in ZESCO. We need a proper explanation from the management. Problem analysis is one thing but rectification is what is needed.

Bushe kanshi what is the root problem(s) at ZESCO…is it a management problem i.e lack of proper/competent leadership/management or are there sum techinical issues beyond people’s control???Someone with some insight on the issues kindly avail an explanation of some sort
Zesco never upgraded or built new generation stations probaly between 1980s and 2002. perhaps no much power was demand as most companies were sold off and closed down. between the said times zesco even exported power to other countries. until we started expreiencing economic boom from 2004, and with change of management zesco started current on going huge generation projects which is epected to ofset current power shortage in about 2010.
the economic boom here in mentioned also affected other industies( shortages of fuels Indeni alone could not manage to meet demands in the mines, individuals and private sector as most zedians owned cars. cement shortage was also eperienced. plse visit ze

Zesco has well qualified middle and lower managers but are frastrated and demolised by their top MMD cadre managers.Sisala is a cadre,so was Mwansa.The solution is to de-politicise Zesco and interference from govt.
There is a lot of mess in Zesco that needs serious attention ,no wonder this company`s performance has ever been unimpressive
The problem with ZESCO is the top management team which consists of MMD cadres, and members of the ‘family tree’. If we want ZESCO to perform, it must be allowed to work as a commercial entity. This will ensure quality services provided and accountability to the public. In addition, alongside ZESCO allow other investors in the sector so that they give ZESCO a run for their money. As it is Zambians are paying for services that are never delivered and if at all delivered, they are of the poorest quality. For instance, last year I could count the number of hours I had electricity in my flat and when I had it, I could only operate one electrical appliance at a given time.
My contribution to this debate therefore is that Sisala has nothing better to give ZESCO.Let him go. he has been busy buying estate in Kitwe. The guy practically owns the town! And Mr President! Please don’t crown a relative to run ZESCO!

Zesco’s poor performance can also be attributed to lack of competition,i remember,an electricity utility company from mozambique applied to supply electricity at a cheaper price to the easten part of Zambia,zesco protested to the govt and the company was turned down.As long as there no competition,i cant see much change with Zesco.

other than you everybody else is talking from a point of ignorance on the blog. The problem with ZESCO has nothing to do with management but political will to increase generation capacity over the years. Of all managing directors of ZESCO only Sisala has undertaken a rehabilitation and uprating exercise at our power stations. All past managers did not have caurage to do that for fear of public outcry as a result of load sheddings associated with upgardes of machines. As you may wish to know you cant repair an electrical machine while in circuit. Isolating a machine for repair means reduced capacity and loadshedding during the period of repair. it takes courage to do that.
I am glad to note that we now seem to have bloggers who are able to make sensible contributions.

# 29 I agree with you. The problem is people rate ZESCO’s performance based on power outages they have experienced over the last 12 months. Power Rehabilitation Project was started at time Mwansa was MD but was more on paper. Sisala has been bold enough to channel money to the project to expedite the rehabilitation process. Competition is there from CEC and ZESCO has been successful in bidding for Lumwana and Kansanshi jobs whilst CEC only got the Chambeshi job. This goes to show that we have a working management in place.
The biggest problem that ZESCO is faced with like all parastatals is customers not wanting to pay for the services unless forced to. Those of us that have been
….contd.. fortunate to live abroad know that bills have to settled as soon as they are produced. It is a mindset which we become accustomed to. Zambians like free things and riding on other people forgetting that if ZESCO is to provide the service that is acceptable to everyone we must all honour our bills when they become due.
I am sure RB appreciates the strides made by Rodney and his boys that is why he has kept him at ZESCO. We may not appreciate the efforts made now but surely will in years to come. He is also determined to develop Itezhi-tezhi and Lower Kafue to add on to the already existing stations.
no 29 partly true but the credit should go to robson mwansa because he started the (power rehab project) PRP as it is called . sisala only came to finish it up from the implementation stage. I personally helped draft some of those reahabilitaion contracts 10 years ago but i must say we could have moved faster and done better than what is going on now. want it or not we need this load shedding in order to secure the future suplies and it is true you cant replace a piston with the engine running.

Two things, rehabilitation and uprating, the rehabilitation project was only on paper during Mwansa’s time while the uprating was non existatnce. Sisala moved these two projects to implementation including the uprating that dint exist.

What suprises me about Zesco is that over its more than 40 or so years of existence and i assume profitability they have to resort to foreign capital to implement such simple excersies as metering. if the top team is so good how can they allow a situation wehere all the money goes to GRZ and get nothing for enhancement of their service deliverly and life cycle cost? we sure must have an asset depreciation account where funds are kept to replace written off assets instead of going to France to borrow every time the assets reach their 0 residual value.I have never heard of a time when zesco reports on its profits
That managing director of Zesco,the man you call Sisala is full of nothing but incompetence. He behaves like the word incompetence started because of him.That organisation has so much potential to make huge profits,but because of Sisala and other incompetent colleagues of his,Zesco limps like no man,s business.And where do they get some of these characters and put them in important organisations like Zesco.Just chewing money ba mukukulu.
Why borrow to rehabilitate power units for which we have been bills since 1964? where is the money? are we counting profits before writting off costs? we must sure have top notch accountants at ZESCO if they are worth what they are paid . We never even see their quarterly trading returns where we can actually see if they are making a profit or we are just bank-rolling those hefty salaries (by zed stds) of their employees. we need to call our leaders to account for their actions.

The power deficit is 600MW,This much bigger than what the whole copperbelt consumes(400MW) at peak demand with the mines operating at full capacity.You can actually kill sisala and all the top management at ZESCO this deficit will still be their and even if you pour in all the money in the world,Civil works alone at Kafue lower will take not less that 2yrs.Zesco does declare profits of about $80m a year,this project alone is in excess of $4 billion dollars.If you assume Zesco suspend all other programs including payment of dividents and channelled all profits to this project how long will it take to complete.in what state would zesco be after suspending everythng for 1 project
# 37 At the moment it is cheaper to borrow abroad if you can or seek foreign capital in the long term. ZESCO has alot of money on paper – the last time i checked it was owed over K300 billion by GRZ, public and private customers.
It has almost exhausted its local borrowing capacities and the local banks are reluctant to extend further credit. Banking in Zambia is mostly for short term financing and not long term. ZESCO has tried to get round the non payment of bills problem by introducing pre-paid meters. This is a mamoth exercise which requires syncronisation of systems with would be vendors.
As for profits – well GRZ as sole owner of the company gets most of the profit to meet its
Zesco will never achieve those goals, with current work altitude.
…contd…other demands. It is an open secret that most ZESCO staff are disgruntled because of what they deem to be meagre salary increments where these have been given which in the last 6 yrs total about 20%.
This is far less what Celtel, ERB, BOZ and most banks have awarded to their staff over the same period.
its just impossible to borrow huge sums of money locally. Not even bank of zambia can have liquidity excess to lend out a billion dollars, our economy is just too small for such. This is why the govnt has enganged IFC for funding over expansions of generating capacity. Imagine CEC and TATA have to partner just to do a 40MW power station in Kabompo. Even after partnering they are still travelling around the world looking for funds what more 600MW and ZESCO?

point of correction Zesco Salaries are better than Celtel and almost equal to those at Bank of Zambia. Moreover, with Zesco employment is permanent save for a few casuals. At BOZ the entire management is contract based while with celtel everyone is on contract. ERB salaries are higher than all these although they are also contract based. The good thing is gratuity is higher, for BOZ iam i dont know about gratuity but for celtel its simply rubbish.
Engines,i blame both Sisala and the government. Because the experts adviced the government way back,that due to the growing demand of electricity in the mines and residential areas at some point the current power that is generatated and suplied across the country,will not be enough. But that important information fail on deaf ears that can not even be unblocked.People in the industries have had their production below capacity due to electricity problems.Ordinary Zambian citizens inconvinienced by the so called load shedding.And yet when they give the bills there is no consideration of the period when there is no power.Stealing from the poor Zambians.So we have incompetent people in government who employ their incompetent friends.
