Veep calls for speedy implementation of Lusaka development plan

Vice President, George Kunda, has called for the speedy implementation of the Comprehensive Lusaka Urban Development Plan to create a platform for increased local and foreign investments in the country.

Mr Kunda is of the view that once fully implemented the Plan would enable Lusaka compete favorably with other developed cities in the Southern African region and the world at large.

The Vice President said this when he opened the Japan International Cooperation Agency, JICA, Ministers sensitization workshop in Lusaka today.

Mr Kunda said there is need to expedite the implementation of the plan in order for Lusaka city to address the development challenges it is faced with.

He said the city is confronted with challenges of traffic congestion, poor drainage system, poor sanitation, illegal settlements, environmental degradation and inadequate land for housing and infrastructure development.

He said the Comprehensive Lusaka Urban Development Plan once implemented will focus on a number of priority projects for public investments that help boost investment in the city.

The Vice President said the plan would also play an important role in the development process of the Country as it will guide the development of provinces up to the year 2030 in line with the National Vision of Zambia achieving a middle income status by 2030.

Mr Kunda has since called for the proper planning of towns and cities with a view to facilitating economic development in the country.

At the same function, Local Government and Housing Minister, Benny Tetamashimba, said there is an urgent need to implement the plan as it will facilitate the smooth distribution of land for development.

He called on other ministries to budget for the projects contained in the development plan in a bid to foster development in the country.

And Japanese Ambassador to Zambia ,Hidto Mitamura, pledged his country’s continued support to the implementation of the development plan.

  3. I hope these challenges are addressed………. otherwise Zambia will look like India. What a misery India is!!! Mumbai in particular!!! Ok their Economy is doing fine but GOD the places are just so filthy.

    Just an example of decades of unplanned structures can become so difficult to remove when you let them grow. so even in good times it near impossible to get anywhere in terms to structure and planning.

  8. I propose that the 17 year old MMD GRZ should contact MMD/Zambian presidential hopeful Prof. C. Chirwa on issues relating to “challenges of traffic congestion, …, environmental degradation and inadequate land for housing and infrastructure development” in Lusaka City.

  12. Question: What is the government going to do to train up SMEs so they can serve as suppliers to FDI and maximize wealth retention and job creation?

    That would be the only reason to have these zones. Otherwise, make the entire country a Multi Functional Economic Zone, for Zambian businessness only.

  17. 14. Connie and 15. BRUDER L, president HH had a press conference yesterday where he discussed the 2009 National Budget in detail. So, I am using the report news about HH as a signature since I deem this fit. Otherwise, I believe that HH’s data is very important but I can’t understand why the Undereducate’s Imagebuilders have not displayed this serious news for Zambia in their newspapers and on their online resources.

  20. #22 Connie, true president HH knows whats best for Zambia but forces that have pledged to decampaign him to Zambians have done their job quite well. However, I believe that if the UPND are to own their own radio and TV community stations, Zambians can slowly realise that the POST and the Undereducate Sata are delaying Zambia’s progress. Im glad though that President RB Banda will be meeting HH, a thing that may help Zambia under President RB Administration which is struggling.

Is Japan going to help us on this issue or implementation of the Plan only?

  24. What is contained in this plan. Does someone on this blog know.

    I would be interested to know what’s been planned about the burgeoning shanty compounds. If we can’t relocate the dwellers, at least we must service them with clean piped water and sewerage services to improve sanitation. Mind you, it may be that the larger population of Lsk live in these deprived areas.

    Secondly, what is the future. Apart from arresting and slowing the current slide in quality of living, I would expect the plan to have steps to improve things. What are these planned steps? Is this Master plan open to public scrutiny?

    The questions raised are good. No doubt many of us have asked these questions.

    At this point my interest is to have the City Council answer them. Can we have Lt or some other media services provider go to Lsk City Council and ask them to demonstarte that they have what it takes.

    And why is that there seems to have been no city plan at work for several years. What exactly is the problem? Is it lack of planners, planning or implementation. Just what is the real problem?

  27. #41. UK-Zed Observer, nice comments there. On #6 above, I wrote that “In general, there is no real news in this item” because we do not know what is contained in the Plan.

    However, we can try to deal with the presented problems by building decent accommodation in form of Gigantic flat which will have nicely done water and sanitation systems. After the construction of such is completed, people living in kwa-msisi and chibolya can be relocated to the flats on either offering them loans to buy their accomodation or to be renting.

  28. They should also look for a solution on the graveyards. since the HIV/AIDS pandemic, the mortality rate has grown to an alarming level which has deeply reflected on the graveyards. E.g. Leopards is now congested such that even remote paths are being used for graves, not to mention Chingwere which is a circus. This mess should be sorted out!:o):o):o):o)

  30. Here is my input. If you leave development to central government politicians, you get huge ego driven projects. These zones are no exception. Instead of making the economy friendly to SME’s they want to attract huge foreign corporations. It is all about prestige. Suharto in Indonesia did the same thing – the giant statutes and monuments are still referred to as Suharto’s Erections.

    Get the picture? Build infrastructure for Small and Medium Sized enterprises, the people who will employ most of the population and put them at the center of development policy.

  31. In my opinion i would request the council to come up with proper housing structures to present to people living in compounds & see if they can manage to build that for themselve within a certain time frame. I know not everyone will manage.

    Also provide simple ways in which these fellow poor Zedians can aquire title deeds on the lands they occupy,
    I feel that way you wont hurt them badly though i know that you will be faced with resistance in some way.

    I think that way you will be able to manage & try to pave way for proper housing structures.
    Of which those who cannot manage then you can take over that land.

    Veep is an educated man. I just hope that he will behave as an intellectual and not a politician. Brains are there for a purpose.

    We need more people who can objectively think thru things, analyse them and come up with sound recommendations that will help us.

    Lsk is in a mess because of politics and corruption. Seeing our presidency has so much power, we need the president to sort out corruption and politics of poverty. Hope RB has what it takes.

  50. Under a similar programme in dar-es-salaam the japs are widening major roads to allow for bus lanes in order to speed up traffic and building 6 fly over bridges and relocating some bus stations.l should think they have used tanzania as a guinea pig.

  52. Its important for all stakeholders including ordinary Zambians to have a look at the lsk plan and even comment on the proposed Lusaka Plan. At least I have had an opportunity to see it in one of the JICA stakeholders workshop. It looks quite impressive so far. Just to share a bit with interested bloggers it has a three tier objective to address 1. housing issues 2. water, sanitation and drainage 3. Transport system to decongest traffic in the CBD, creating an inner and outer ring roads passing around lilayi, chilenje area, airport, ngwerere, great north road down to lusaka west. Also creation of an outer ring road (about 60km radius) for from kafue connecting chongwe, chisamba, mumbwa etc.

When will Kasama – Luwingu Road be completed, after 30 yrs. I keep on wondering whether you do understand what development is all about, or is it just an empty word for you the govt? Try to wake up and get serious with the development of the whole country.

  55. I think the plan for Lusaka is a good move. Infrastructure development stimulates growth and infrastructure development is greatly needed in Lusaka.

    As for the economic zones which will be allocated for local and foreign investors, I think economic zones are a good idea as they stop the unplanned development of economic infrastructure.

    An example of this is the development of a miller in the same central business district where administrative activities are taking place us surely a hazard. We need to have certain areas which will be strictly for industry and certain areas for administrative purposes. The economic zones are welcome [tbc

    On the issue of HH and the budget, I don’t understand why HH would condemn the budget when many from the business community, farmers union and the international community have praised it. The budget is welcome as it focuses on diversification of the economy.

    Many people of whom the budget would affect directly (e.g manufacturers) have taken a liking to the budget so I don’t understand why HH would be against it. I also don’t take a liking to the continuing slander of Sata’s education credentials on this blog. Sure the man is not as educated as some of us but we do not know the reason.     I think with the kind of leaders we have, Zambia is too big for them to implement development. Now can you imagine had it not been for the Japanese, how was Lusaka going to be? (A sorry site)8->
