Luapula province minister Benson Kapaya says the absence of key personnel in Councils is frustrating government developmental efforts.

Brigadier General Kapaya says no meaningful development can be achieved in the absence of key staff such as the Director of Engineering as well as the Social and Physical Planner among other key positions in the councils.

He observed that most of the Councils in Luapula province and probably elsewhere in Zambia lack the services of qualified personnel for most key positions.

He said engineering services and the effective social and physical planning are an integral component of the development process especially for rural districts like Nchelenge that are in dire need of infrastructure.

Brig.Genl Kapaya who is also Chienge Member of Parliament however said the government through the Ministry of Local Government and Housing is working tirelessly to ensure that local authorities are adequately staffed.

The Provincial minister who was accompanied by Home Affairs Deputy Minister Nickson Chilangwa was speaking this afternoon when he visited the commercial plots sold by the council on the shores of Mweru Lake in Nchelenge district.

Earlier, Nchelenge District Council Secretary Mulowa Sishumba told the Provincial Minister that the poor staffing levels and the absence of key personnel in strategic positions was hindering development.

Mr. Sishumba said the local authority does not have a Director of Engineering and the Deputy and also lacks the services of the Social and Physical planner saying this was detrimental to development efforts by the council.

He observed that in order for the local authority to effectively plan and execute its mandates, its engineering and planning capabilities cannot be compromised.

Meanwhile, Luapula Province minister general Benson Kapaya has directed the Nchelenge District administration to immediately submit an execution plan to crop the stray dogs at the islands of Kilwa and Chisenga.

Unconfirmed reports reaching ZANIS in Nchelenge suggest that a child was recently attacked and eaten alive by the stray dogs at Isokowe Island on Mweru.

PF asks High Court to block Charles Kakoma from filing nomination

PF LOSING candidate in the Zambezi West Parliamentary election Christabel Ngimbu has asked the Lusaka High Court to stop United Party for National Development’s Charles Kakoma from filing nominations scheduled for August 12 due to alleged electoral malpractices that characterised his election in 2011.

But High Court Judge Judy Mulongoti has set August 11 as the date to rule on whether Mr Kakoma can file nominations.

In her application, Ms Ngimbu is requesting the High Court to reinforce the Supreme Court judgment which advised petitioners to ask the High Court to write a report outlining the malpractices to the Electoral Commission of Zambia (ECZ) to bar Mr Kakoma from contesting elections for five years and eventual prosecution by the Director of Public Prosecutions.

Despite being party to the proceedings, the ECZ has refused to argue the matter because it is an impartial body.

In 2011, Ms Ngimbu lost the election to Mr Kakoma and petitioned the outcome but the High Court upheld the election of Mr Kakoma, prompting Ms Ngimbu to appeal to the Supreme Court, which nullified the election on grounds that Mr Kakoma donated a pay phone to a school, an act that amounted to corruption.

Meanwhile, the Patriotic Front (PF) in Mangango has assured that it will give President Sata a golden jubilee present by winning the Mangango seat.

Kaoma district chairperson George Papama said the people in Mangango are impressed with the government because it is working to deliver on its promises.

“We will not let the people down and we will ensure that President Sata gets a golden jubilee present, no wonder our campaign is issue-based and not finger-pointing. The party in Kaoma wants a member of parliament from our party so that development can flourish,” he said.

Mr Papama was speaking at a campaign rally at Mangango Primary School grounds yesterday.

In attendance at the rally was Vice President Guy Scott who is in the area to drum up support for PF candidate Lyambai Lingweshi in the August 19 by-election.

The Mangango seat fell vacant after the Supreme Court nullified the election of MMD’s Robert Chiseke.
And Dr Scott said his Government will remain committed to taking development close to the people.

And PF Mangango campaign manager Obvious Mwaliteta urged the electorate in Mangango not to be deceived by some opposition political parties who have nothing to offer.

PF chairperson for elections Sylvia Masebo urged the people of Mangango to vote for the PF because it is the only party that has answers to the problems the electorate in Mangango are facing such as water, poor road infrastructure, empowerment funds to start up projects and to have the area electrified.

And Mr Lingweshi said he is determined to deliver Mangango from poverty once voted as MP.

Zambia U17 rout Botswana to advance

Zambia Under-17 this evening beat Botswana Under-17 5-0 away in Gaborone to advance to the final round of 2015 CAF Under-17 cup qualifiers.

A second brace by Patson Daka was the highlight of the match at the UB Stadium to see Zambia advance 6-0 on aggregate.

Zambia took a 2-0 halftime lead thanks to goals from Enock Mwepu in the 29th minute and Pumulo Siwanga in the 40th minute.

Daka was on target in the 82nd minute and in stoppage time before Garry Mwelwa added Zambia’s fifth goal shortly thereafter.

Zambia host Uganda on September 13 before travelling to Kampala for the final leg on September 27.

Uganda qualified to the final round after a 3-2 away win over Rwanda today to advance 7-2 on aggregate.

Winner in the final round will qualifier for next years finals in Niger.

Zambia has never qualified for the CAF Under-17 Cup.

Power’s fire power cut in Mine Police hunt

Power Dynamos have suffered a blow ahead of Saturdays FAZ Super Division trip to Chililabombwe following injury to a key player.

Striker Jimmy Ndhlovu will miss Power’s FAZ Super Division Week 18 game against Konkola Mine Police due to a foot injury.

Ndhlovu is Power’s top scorer in the league with nine goals and is tied at the top of the log with Ronald Kampamba, Jackson Mwanza and Roderick Kabwe.

The striker last weekend scored a brace in Power’s 5-1 home win over promoted Indeni to score his second brace of the season.

Ndhlovu is currently on loan at Power for the 2014 season.

Nyambe defies Zesco United recall from Power

Defender Nyambe Mulenga has defied his recall to Zesco United and has continued to train at Power Dynamos.

Zesco today recalled Nyambe halfway through his season-long to Power after initially rejecting him from their plans for the 2014 season at the start of 2014.

Nyambe rebounded at Power with impressive fashion over the last 17 games for the third placed side.

Injuries and inconsistent performances in defence at Zesco have forced the second placed club from Ndola to recall Nyambe.

But it was business as usual for Nyambe at Power on Friday where he has continued to train with his adopted club mates at Arthur Davies Stadium in Kitwe.

However, Power’s technical bench refused to discuss his presence saying it was an administrative issue.

Meanwhile, Power secretary Ricky Mamfunda said he was aware that Nyambe was still at Arthur Davies.

“That clause is there in the contract where they (Zesco) reserve the right to recall the player,” Mamfunda said and declining to go beyond that.

Mamfunda added that despite Nyambe’s presence at Power, he is ineligible to play in Saturday’s FAZ Super Division game away to Konkola Mine Police.

Matero man blames police for his impotence

49 year old man of Matero Township in Lusaka this morning repeatedly broke down before the Legal and Justice Sector Reform Commission when he narrated how he allegedly lost his potency due to police torture.
The petitioner submitted to the Commission that a named police officer at Matero Police Station tortured him resulting in him losing his potency.

Sealled Katwamba, a retrenchee failed to hold his emotions when he narrated how a police officer he had differed with in a personal matter implicated him in an aggravated robbery case.He said he was brutality manhandled and tortured at Matero police station.

Mr. Katyamba told the Commission that he was tortured and forced to accept that he committed the crime which he did after he could not handle the pain and was later admitted to the University Teaching Hospital where he spent months to recover.He disclosed that upon being discharged from the hospital the police officers re-arrested him but that he was only saved by lawyers from the Legal Resources Foundation who took the case to court where he was compensated K10 million (old currency) which he said was not worth his lost potency.

The petitioner who has a speech impairment (stammers) disclosed that because of too much torture to his private parts he can no longer have children.

When asked whether he has ever been to UTH for a medical check up to see if his potency could be restore, Mr. Katyamba cried further saying he does not want to see the hospital because of the psychological effects it has on him.

Commissioner Emily Sikazwe calmed the petitioner down while her colleagues and members of the public who were in attendance looked solemn with others almost breaking down in sympathy.

Mr Katyamba disclosed that the two police officers who were involved in his case were transferred to Kafue and Kitwe and that no disciplinary action was taken against them.

And Mr. Katyamba said the Anti-Corruption Commission should be part of police officers at roadblocks to curb corruption.

Commenting on the matter, Commissioner Geoffrey Sakulanda noted that despite Mr Katyamba’s case having been addressed by the courts the Human Rights Commission should be informed so that action can be taken against the police officers in their individual capacities for violating human rights.

Meanwhile, a former Employee of the Human Rights Commission has disclosed that the Commission has no capacity to carry out its mandate of preventing human rights violations and following up cases.Speaking when he made his submission before the Fredrick Chomba led commission, Samuel Kasanka disclosed that the Human Rights Commission has no presence in most districts and that it was faced with the challenge of inadequate funding and low staffing levels.

Mr. Kasanka noted that due to its failure to discharge its duties to the expectation of the people, Zambians have lost confidence in the Commission.
He further submitted that the Human Rights Commission was aware that the Law enforcement agencies use torture to force suspects to confess which he said was a violation of human rights.

VJ urges Zambians to put aside differences and celebrate jubilee

Veteran politician Vernon Mwaanga has called on Zambians to set aside their political grievances and participate in the golden jubilee celebrations.
Dr Mwaanga says any grievances that people might have should not affect Zambia’s 50 years of independence celebrations on October 24.

Speaking during radio Phoenix’s Let the people talk programme in Lusaka today, Dr Mwaaanga said those with grievances should find a different platform where they could be addressed.

He said there is need for the country to develop capacity to deal with conflict resolution within and among the people.

Dr. Mwaanga who was recently bestowed with a doctorate of philosophy in conflict resolution by the Copperbelt University encouraged Zambians to exhibit tolerance and to respect each other’s opinion.

Dr. Mwaanga has also urged Zambians to continue working hard adding that it was the only way in which Zambia could achieve economic development.
He said the efforts that started years ago must continue even after 50 years of independence.

The veteran politician said the hard work rendered now won’t only exhibit continuous progress in the country but will also benefit generations to come.

Meanwhile, Dr. Mwaanga has emphasized the need for Zambia to monitor all the major entry border points of the country so as to look out for any possible cases of Ebola.

Dr. Mwaanga further said the country should be sufficiently alert in case of any signs of Ebola which is a deadly disease and has broken out in some parts of West Africa claiming several lives.

Construction of 1.8 billion US dollar North West Railway to commence soon

Prospects to construct the first phase of the 1.8 billion US dollar North West railway line to link Northwestern province to the Copperbelt have gained momentum.

This follows the completion of feasibility studies by engineers engaged by North West rail, a company owned by former vice president Enoch Kavindele who is financing the project.

The engineers who have held meetings with mining companies in Solwezi told Northwestern province permanent secretary Amos Malupenga that the alignment of rail line has already started.

And Mr Kavindele told Mr Malupenga that his company is happy with the response from mining companies about the rail line project.

And Mr. Malupenga told the delegation that government stands ready to support the project adding that the rail line will reduce dependence on roads for transportation of heavy goods.

Zambia Under-17 this evening continues their campaign for a place at the 2015 Niger CAF Under-17 Championship when they face Botswana away in Gaborone.

The Chris Kaunda coached Junior Chipolopolo heads into the final leg enjoying a slender 1-0 lead over Botswana recorded on July 20 in Lusaka.

The winner between Zambia and Botswana will advance to the final qualifying round in September to face winner of the Uganda versus Rwanda tie for a place at next year’s finals in Niger.

Ahead of this game Kaunda has declared his team ready to face Botswana and said playing in the evening would not disadvantage his boys.

Zambia is attempting to qualify for CAF Under-17 Cup tournament for the first time ever.

Nkana beat Power to land Sitali

Super League champions Nkana have shrugged off competition from their Kitwe arch-rivals Power Dynamos to sign skilful midfielder Joseph Sitali.

Sitali, a well known Nkana fan, expressed interest in rejoining Power this month after leaving Lubumbashi club Don Bosco half way into his three-year contract with the Congolese side.

Nkana secretary Ken Mwansa confirmed on Friday that Sitali is now a Kalampa.

Details of the deal are scanty.

“Yes I can confirm that he has joined us, we managed to beat the deadline, we are now just waiting for his ITC,” Mwansa said.

“He expressed interest to come to the club even last year. Now he is our player after successful negotiations with our colleagues.”

Kondwani Mtonga to join Indian club

Chipolopolo and Zesco United midfielder Kondwani Mtonga is set to join Indian club Shilong Lajong F.C.

Zesco media officer Katebe Chengo revealed that Lajong has been courting Mtonga since April.

“Our team vice-captain Kondwani Mtonga is set to join Indian side Shilong on a six month loan after negotiations that started in April,” she said on Friday.

And Zesco have signed Tanzania international striker Juma Liuzio,17, from Mutibwa Sugar on a permanent deal.

The Ndola side has further extended Togolese defender Mathias Emmanuel’s loan deal from Mamelodi Sundowns for another six months.

Meanwhile, Zesco have recalled defender Nyambe Mulenga from Power Dynamos.

The club has also loaned striker Patrick Kabamba to Nchanga Rangers, forward Chileshe Kabwe to Indeni, defender Charles Siyingwa to Red Arrows, Chakwa Lungu to Lime Hotspurs, defender Perry Mubanga to Konkola Mine Police and Reuben Chansa to Konkola Blades.

ZCTU wants K4,000 PAYE exempt threshold in 2015

The Zambia Congress of Trade Unions (ZCTU) has proposed an upward adjustment in the Pay As You Earn (PAYE) exempt threshold from the current K3, 000 to K4, 000 in the 2015 National Budget in line with the escalating cost of living.

ZCTU has also challenged the government to adhere to the 1999 International Labour Organization (ILO) ruling over the wage freeze which it deems illegal.

Speaking during a media briefing in Lusaka this morning, ZCTU Secretary General, Roy Mwaba, said the union will do anything in its powers to ensure that the wage freeze is lifted in the 2015 National Budget.

Mr. Mwaba said that 90 percent of the total employment in the country is informal meaning that income for most workers has no social protection cover.

He added that the 2015 National Budget should have adequate allocations for improving personal emoluments to compensate for the loss of real earnings arising from the increasing cost of living in the country.

Mr Mwaba said that there should be adequate allocations to settle outstanding arrears on leave, travel benefits, repatriation and other outstanding allowances to correct the wage distortions that are offshoots of the harmonization measures.

And the ZCTU Secretary General has observed that following the high cost of accommodation in the country, government should also consider providing social housing for public service workers because accommodation continues to take up a big share of the workers’ income.

He said government should also streamline expenditure and improve tax administration measures, improving tax morality, regulating spending on infrastructure by formulating a national infrastructure plan.

Mr. Mwaba added that government should put in a place a comprehensive growth strategy anchored on internal resources mobilization and encouraging local entrepreneurship.

Patriotic Front (PF) candidate for Petauke Central Constituency Leonard Banda has died.Eastern Province PF Chairperson Attan Mwamba announced the death of Mr Banda who died on Thursday at Lusaka’s University Teaching Hospital (UTH).

Mr Banda was the one who petitioned the election of former Petauke Member of Parliament (MP) Dora Siliya which resulted in the Supreme Court nullifying her seat.The ruling party had re-adopted Mr Banda to contest the parliamentary seat.

Ealier this year Mr.Leonard Banda was subpoenaed to testify as a witness in  the Judge Evans Hamaundu led tribunal is investigating Justice Minister Wynter Kabimba of alleged abuse of abuse and breach of Oath of Secrecy.
Many people have expressed shock at the death of the Patriotic Front (PF)candidate.

“I am shocked with the death of Leonard Banda and I can’t believe it because on Wednesday around 22:00 hours he spoke on the phone where he promised to meet but around 03:00 hours Leonard passed on,” said losing PF candidate to the Mkaika seat Mustapher Banda.

The late Leonard Banda has been described as a foot soldier for the Patriot Front.

Court convicts three Barotse activists for publication of false news

The Kaoma magistrate court has convicted the three Barotseland activists three years each with hard labour for publication of false news with intent to cause fear or alarm to the public contrary to the laws of Zambia.

Magistrate Julius Malata convicted the trio today.
The magistrate said the case committed by the three activists Nayoto Mwenda 32, Boris Muziba 36 and Sikwibele Wasilota 33 was a misdemeanor but that their conduct during the court process was not good.

Magistrate Malata convicted the trio accordingly as the prosecution had proved its case beyond reasonable doubt.

Mr Malata said the court imposed serious punishment in order to deter future would be offenders adding that the trio did not show remorse even after being arrested by police officers.

He said Zambia was a unitary state that even included Western province and whether Zambian or non Zambian as long as the offence has been committed in Zambia everyone is amenable to the judicial system of the country.

Magistrate Malata said that he could not allow people committing offences with impunity whether Zambians or non Zambians adding that the three year sentence will be with effect from January 6, 2014.

But in mitigation, the trio maintained that the case be transferred to the common wealth court which is impartial as the matter was an international one.

Nayoto Mwenda said the matter cannot be tried by an illegal and biased Zambian court while Sikwibele Wasilota said the matter concerns two countries of Barotseland kingdom and Zambia hence the case be taken to an independent court.

However, Magistrate Malata said he has heard their mitigation adding that the matter committed was a serious one and sentenced the trio to three years each with hard labour.

He said that if they were not happy with the court’s outcome, the trio was free to appeal to the high court within 14 days.

Immediately after the verdict of the three Barotseland activists in a fully parked Kaoma magistrate court amidst tight police security, Barotseland sympathizers started crying while others were singing solidarity songs when the trio were being whisked away to Kaoma State prisons.

Fuel shortage in Nchelenge cripples government departments

The Ministry of Education, Science and Vocational Training and Early Education in Nchelenge says the shortage of fuel in the district has negatively impacted service delivery.

Education Standards Officer for General Inspection Jones Mwenya said the critical shortage of fuel that has rocked the district is hampering the delivery of quality services in the education sector.

In an interview with ZANIS in Nchelenge, Mr. Mwenya said his office has literally struggled to mobilize the movement of mock examination papers in the area because of the prolonged shortage of fuel.

He said the five months shortage of fuel is impeding the delivery of the quality service in the ministry of education and adversely affects the general performance of other line ministries in the area.

He observed that the ripple effects of the shortage of the commodity have reached alarming levels and has the potential to negate the social and economic gains that the government has posted if the situation is not harnessed.

Mr Mwenya lamented that the fuel crisis has made monitoring of the ongoing mock examinations difficult and that routine monitoring of the teacher performance and infrastructural development in the area has suffered a setback.

Nchelenge district in Luapula province has gone for five months without fuel forcing motorists and government departments to fetch the commodity from the neighbouring Kawambwa district.

He charged that the government should seriously engage both local and foreign investors to exploit the area’s energy sector and put up filling stations.

He argued that the acquisition of land for such investments must be eased up to stimulate investor confidence and advised the local authority to come up with an investment plan in the energy sector.

Mr. Mwenya also urged the government to consider the fuel shortage in the area as a security risk because of the proximity to the war prone Democratic Republic of Congo (DRC).
