Teta asks PF leader Sata to punish Kambwili for tribal remarks

LOCAL Government and Housing Minister Benny Tetamashimba has asked Patriotic Front (PF) president Michael Sata to discipline his Roan Member of Parliament Chishimba Kambwili for insulting the people of North-Western province during a public rally in Kitwe.

But Mr Sata said yesterday that according to rules of natural justice, he would allow that Mr Kambwili be heard before he could issue a comprehensive comment.

During the rally, Mr Kambwili blamed the people of Luanshya for having voted for Labour and Social Security Deputy Minister Simon Kachimba as Member of Parliament for the area, saying he knew a lot of well meaning and successful Luvales but not Mr Kachimba.

In his letter dated May 4, 2009 addressed to Mr Sata and copied to President Banda, the chairpersons for the Lunda Lubanza, Likumbi Lyamize, Ukusefya Pa Ng’wena and Nsakwa Yaba Kaonde ceremonies, Mr Tetamashimba said that as a person from North-Western Province, he expected the PF president to discipline his member for tribal remarks.

“As a person who originates from North-Western Province and to other Luvales, Lundas and Kaondes and all other tribes there, I want to know what you as president of the PF will do to punish Mr Kambwili and if you do not do that, we shall take it that your tribe where Kambwili comes from hates the people from the North-Western Province,” Mr Tetamashimba’s letter reads.

He said that the people of North-Western Province would defend themselves against tribes that insulted them.

Mr Tetamashimba, who is MMD spokesperson, said that the people of North-Western Province would also punish the leaders of parties that tolerated such ideas by ensuring that their parties were non-existent in the province.

“As North-Western Province we believe in One Zambia One Nation,” he said.

In his letter dated May 6 2009 to Mr Tetamashimba, Mr Sata said that it was important that Mr Kambwili was accorded an opportunity to be heard.

“I am unable to comment on your allegations against Mr Kambwili. Natural justice demands that the accused be heard; I am therefore referring your letter to Mr Kambwili for comment. On receipt of his comment I will be at liberty to reply to your letter,” read Mr Sata’s letter.

Speaking in an interview, Mr Sata said that he had in fact expected Mr Kachimba and not Mr Tetamashimba to complain if he fel t insulted by Mr Kambwili.

He said it was wrong for people to survive on tribalism noting that if Mr Kambwili made a mistake, then he did so as an individual and not collectively or as somebody from a particular province.[quote]

“I would have rather expected a complaint from Mr Kachimba but the point is I do not see the reason why people should survive on tribalism,” Mr Sata said.

And Mr Kambwili yesterday said he did not insult the Luvale-speaking people but that he only criticised Mr Kachimba as an individual.

Mr Kamwili said he was not a tribalist as some people had branded him and indicated that the erroneous impression arose from what he termed as incorrect media report.

He said while at the PF rally in Kitwe at the weekend, he said most Luvales he had met were intelligent and propagated progressive ideas unlike Mr Kachimba who was also of the same tribe.

Mr Kambwili said that he had also said that the people in Luanshya were suffering because they voted for Mr Kachimba who was not giving correct advice on the mines.

“I said that I know a lot of Luvales who are successful and well meaning in society but that Mr Kachimba was not among them. He has continued praising the Chinese mine managers instead of questioning the slave wages they are paying Zambians,” he said.

Mr Kambwili said Bembas and Luvales were one people who came from the Kola kingdom in the present day Democratic Republic of Congo (DRC) and that there was no way he could insult his own brothers and sisters.

Copperbelt teachers resolve to go on strike

Teachers on the Copperbelt province have given government up to Friday this week to conclude negotiations for salary increments and improved conditions of service, failure to which they will not report for work when schools reopen next Monday.

The teachers have vowed that prolonged negotiations for better wages and conditions of services would not be entertained because the prevailing economic situation in the country was seriously affecting the teachers who have for a long time been subjected to low wages.

Copperbelt Basic Education Teachers Union of Zambia, BETUZ, director of finance, Shadreck Chipamila, said teachers have resolved not to work until their concerns are addressed.

Mr. Chipamila said the low wages for teachers’ have turned them into destitutes as they can not afford the cost of basis food items due to increased cost of living.

He observed that the cost of living has continued to rise hence the need for an upward adjustment on teachers’ salaries for them to afford basic necessities for their families.

And Mr. Chipamila appealed to government to increase the allocation for household and car loan funds to ensure that more teachers access funds.

He said currently the allocation is too little to cater for the high number of teachers in the province.

He also appealed to government to clear the outstanding fixed band housing allowances owed to teachers.

He suggested that government should also consider reverting to the fixed band housing allowance rate of K400, 000 as apposed to the current K100, 000.

Meanwhile, Mr. Chimapila has called on teachers on the Copperbelt to remain calm over their inability to receive medical services from medical providers due to non remittance of medical schemes by government as the problem is being addressed.

He said the union yesterday held a meeting in Ndola with the country manager in charge of medical schemes, who assured them that the problem will be addressed soon and teachers will start receiving medical services from providers.

HIV/AIDS continues to weaken Zambian’s economy, says Simbao

The donors’ Joint Financing Arrangement (JFA) yesterday handed over 14 vehicles bought at the cost of K4.6 billion to National HIV/AIDS/STI/TB Council (NAC).

And government says the HIV/AIDS epidemic has for a long time remained a challenge that could escalate and weaken the national economy if not properly addressed.

Speaking when he received the donation on half of NAC, Minister of Health Kapembwa Simbao said government will therefore ensure that it partners with the donor community to enhance service delivery in HIV/AIDS programmes.

Mr. Simbao said the vehicles will help health care providers to improve their coordination of work and assist the less privileged in communities.

He added that the gesture from JFA was a clear sign of the commitment which cooperating partners have for government’s development efforts, which includes the national response to HIV and AIDS.

He explained that despite the global economic crisis, there was need for other stakeholders to work closely with government and put in place measures that would reduce the wide spread of the epidemic.

Mr. Simbao noted that through having improved means of transport, care givers and their peer educators would be able to reach out to the remotest parts of the districts in sensitizing people against the pandemic.

The Minster said the vehicles would also assist Districts AIDS Task Force (DATF) in their respective monitoring and evaluation work intervention.

Mr. Simbao further expressed happiness that all the 72 districts have been covered with operation vehicles, adding that the vehicles would help in strengthening the decentralized multi sectoral HIV/AIDS response through out the country.

He thanked the donors for the donation and urged the beneficiaries not to misuse them but ensure that they saved the intended purpose of reaching out to people in different areas.

Nine of the 14 vehicles will be deployed to districts around the country while the five would be used by the national secretariat in Lusaka.

And JFA leader, Bill Nolan, said transport plays a vital role in the implementation of health related programmes in the country.

Mr. Nolan, who is also Irish Ambassador to Zambia, noted that HIV/AIDS was one of the diseases that have caught donors’ attention because of its devastating results to both government and its people.

Mr. Nolan has also affirmed continued donor support to the Zambian government in the fight against HIV/AIDS.

K280 million raised from the ZITF

Government has disclosed that a total of K280 million kwacha was realized from actual sales at the just ended Zimbabwe Trade Fair (ZITF).

Commerce Trade and Industry Deputy Minister Richard Taima further disclosed that an excess of K1 billion is still be realised in the on going negotiations.

Mr Taima who described the just ended Zimbabwe Trade Fair as a success and thanked the companies that took part in the trade fair said the exhibition will help Zambian companies gain enough exposure that they need in order to extend their businesses in neighboring Zimbabwe.

He has urged the private sector to continue working together with the government in order to enhance a private sector led development.

He thanked the Zimbabwean government for inviting the Republican President Rupiah Banda to grace the Fair which run from April 28 to May 2.

This is contained in a statement made available to yesterday by Commerce Trade and Industry Public Relations Officer Limpo Mulanwa.

Irish envoy underscores role of education in economic growth

Irish Ambassador to Zambia, Bill Nolan, says education is an important sector that should be well managed for the economic benefit of Zambia.

Mr. Nolan has since urged the Zambian government to prioritize the sector due its significant contributions to economic growth.

Mr. Nolan told journalists in Lusaka today that Ireland is among donor countries that will invest immensely in Zambia’s education sector to enable the country meet the Millennium Development Goal target which emphasizes on the need to achieve universal primary education.

He observed that education still remains a key component in finding lasting solutions to economic problems.

Meanwhile, Mr. Nolan disclosed that the donors joint Financing Arrangement, JFA, has put in place measures aimed at assisting families that have HIV/AIDS patients with common basic needs.

He said the assistance which will range from food stuffs to money will be given to vulnerable families, that are taking care of HIV/AIDS patients as way of supplementing the efforts of providing for the patients.

The Ambassador explained that the assistance will mainly be carried out in rural areas were people will be given the support fund on monthly basis.

Mr. Nolan, further, said JFA monthly support fund is also targeted at helping people access food, adding that hunger compounds the disease burden in HIV/AIDS affected households.

Construction of ultra modern stadium in Ndola begins

Construction works of the long awaited ultra modern stadium in Ndola has commenced with the Chinese contractor, Anhui Foreign Economic Construction Company, AFECC, assuring government that it will produce quality work at the site.

A Check at the stadium site yesterday found Chinese engineers and some government engineers carrying out some preliminary surveys.

Speaking in an interview with AFECC vice president, Hua Cheng Long, said the site is good and his group will do a good job.

Meanwhile, the Zambian government has handed over the stadium site to the Chinese contractor for them to begin the construction works expected to be completed in 26 months at a cost of US$65 million.

The construction of the over 40,000 seater stadium has been funded through a concession loan from the Chinese government to the people of Zambia.

Speaking when he handed over the certificates of duration of works and site possession to the contractor, Copperbelt Permanent Secretary, Villie Lombanya, thanked the Chinese contractor for finally commencing the construction works after the projected commencement stalled for a long time.

Mr. Lombanya said the Zambian people have anxiously waited for the commencement of the project and are glad that it has now commenced.

He urged Zambians, who will be recruited to work with the Chinese constructor, to work hard and emulate the Chinese hardworking culture.

He warned Zambian casual workers against the habit of absconding from work or pretend to be sick after being paid.

And AFECC vice president, Hua Cheng Long, said the good cooperation from the Zambian people will enhance success in the construction of the stadium.

He said his team was determined to work hard to accord Zambians to enjoy watching their beloved games from a comfortable stadium.

He wished the Zambian National Football Team well in their campaign for the 2010 World Cup qualifier in South Africa.

And Ministry of Sports, Youth and Child Development Director of Buildings, Whyteson Ngulube, who witnessed the site handover ceremony expressed happiness at the commencement of the stadium construction works.

New sports policy launched

Government has revised and launched the national sports council policy, which aim at enhancing and improving sports facilities in the country.

Minister of Youth, Sport and Child Development, Kenneth Chipungu, said the new sports policy shall endeavor to use sports as a tool to create awareness for mitigating the impact of HIV/AIDS infections among the youth.

Mr. Chipungu was speaking in Lusaka today when he launched the revised national sports council policy.

He said the sports policy will ensure that disabled children and the people infected with HIV/AIDS fully participated in the activities outlined by the new policy.

Mr. Chipungu said sports plays a significant role in a psychotically and spiritual life of a human being.

He said there was need to promote the participation of people with disability in sports.

He said the current environment of sports infrastructure in the country was not conducive for people with disabilities.

Mr. Chipungu however noted that it was sad that a number of athletes were using performance enhancement drugs when performing, noting that this was unprofessional and dangerous to health.

He stated that the policy will also endeavor to rehabilitate sportsmen and women that are found engaging in doping tendencies.

Meanwhile, Mr. Chipungu said he would expect the new policy implementers to ensure that sports improved in the county because the Zambian people were yearning for a change in the performance of sportsmen and women at both regional and international competitions.

Zesco United in Pot C For Thursdays Caf ACL Draws

Zesco United go into Thursday’s Caf African Champions League draws in Cairo seeded in pot three.

Eight teams will go into the lunchtime draws in Cairo and they are Etoile du Sahel (Tunisia), TP Mazembe(DR Congo), Al Hilal, El Merreikh (Both Sudan), Kano Pillars, Heartland (Both Nigeria), Monomotapa (Zimbabwe) and Zesco (Zambia).

The teams will be paired in in groups of four who will play each other on home and away basis in the mini-group phase that will run from July 17 to September 20 for four semifinal places ahead of the last four matches to be played in October.

According to Caf, all eight teams were seeded according to their performances in all Caf club competitions over the last five years on points calculated by continents football governing body.

In Pot A will be, as expected, led by 2007 African champions and two-time runners-up in the same competition Etoile du Sahel and joining them are El Merreikh on 59 and 22 points respectively.

The first team drawn from Pot A will lead group A and the other Group B.

Pot B will comprise of TP Mazembe and Al Hilal, both with 18 points, with the first team drawn going into Group A  while the other plays in Group B.

And so the possibility of the first-ever Sudan derby in the group stage of the African Champions League is likely.

Pot C will have Zesco, Pillars, Heartland and Monomotapa, all with no points, will be drawn to take each of the last two places in either Group A or B.

The match sequences will also be determined from the final draws at the same juncture.

Meanwhile, Etoile will be the only North African club in the competition for the first time since 1997 while their will be five group stage debutants.

Zesco, Monomotapa, Heartland (formerly Iwuanyanwu Nationale), El Merreikh, Pillars will all be making their group stage debuts.

Renard Summons CHAN Trio

Herve Renard has summoned three CHAN veterans excluding Power Dynamos left-winger Kennedy Mudenda as supplementary home-based personnel for Zambia’s 2010 African/World Cup Group C training camp that begins in Lusaka on Monday.

The trio called to supplement the seven home-based call-ups who go into camp on Monday in Lusaka including Zesco United midfielder William Njobvu.

Renard has also brought in the Zanaco midfield duo of Ignatius Lwipa and Henry Banda.

The trio is part of another 15 players call-up to help form a quorum for the locally based players training camp in Lusaka.

However, Mudenda who had an impressive CHAN outing as a substitute during the tournament held in Cote d‘Ivoire from February 22 to  March 8 has been overlooked for the training camp.

The seven players expected to travel to Johannesburg for Zambia’s final leg of training camp on May 17 where they will be joined by the foreign-based players are Power Dynamos defensive midfielder Francis Kasonde, Zanaco striker Given Singuluma plus the Green Buffaloes duo of defender Dennis Banda and goalkeeper Dave Kaumbwa.

Others are midfielder Jonas Sakuwaha, defenders Nyambe Mulenga and Hichani Himoonde all of Zesco United.

Transportation of Fertilizer to Kawambwa for the 2009 / 2010 Farming season starts

Kawambwa District has started receiving fertilizer for the 2009/2010
farming season.

District Agriculture Coordinator Henry Mugomba confirmed the
development to ZANIS in Kawambwa today.

Mr. Mugomba says the transportation of fertilizer to the area is being
undertaken by Nyiombo investment.

He says the delivery of the inputs started in April this year and so
far 2,760 x 50kg bags of urea and 2,760 x 50kg bags of D- Compound
fertilizers have been transported to the area.

Mr. Mugomba expressed happiness that the delivery of
fertilizer to the district has started very early this year as compared
to last year.

Mr. Mugomba said he is expecting some more of the commodity to be transported to Kawambwa
because the storage shed is large enough to accommodate more than
15,000 bags.

In a related development, Kawambwa District Marketing Cooperatives Officer
Kennedy Siyandi says seeds are also expected to be transported to the area
soon.

ZESCO Power blackout looms in Luangwa

ZESCO power supply is looming in Luangwa District as the District Plant has run out of diesel to run the generators creating fear amongst residents as this will paralyze a lot of operations including water supply.

Luangwa District ZESCO Manager, Nelson Chibwe disclosed to ZANIS that the plant has only remained with 630 litres of diesel which cannot even take a day.

Mr. Chibwe said management will try to ration the little fuel remaining for water supply to avoid people going to the crocodile infested Luangwa and Zambezi rivers to draw domestic water.

He said they were making all efforts with headquarters to bring in the required 35,000 litres which the district requires for supply.

Luangwa residents have appealed to ZESCO Headquarters to quickly consider sending the fuel consignment to the district before a lot of operations and lives are affected.

District Council Chairperson, Austin Bota told ZANIS that it was unfortunate that the plant has remained with very little fuel creating panic amongst residents and the ZESCO staff.

Councilor Bota said if the consignment does not come soon then a lot of operations will be affected in terms of water supply and at the clinic, especially the mortuary.

He appealed to Government to consider Luangwa amongst the Districts to benefit from the rural electrification programmes so that the issue of using generators is done away with.

urged Zambians to be patriotic and not politicize female boxer, Esther Phiri’s recent boxing wins.

Mwamba, who is also Esther’s trainer said in an interview in Lusaka today that Zambians should support the female boxing icon rather than criticize her wins.

He has also advised people who are critical of Esther recent victory to find other means of proving that the female boxer’s fights and victories were genuine.

Mwamba has also disclosed that Esther Phiri will on Monday next week go into the gym to start preparing for her next fight.

He explained that as a champion, Esther would go to the gym so that she can prepare for any future challenge.

And a Lusaka business woman Mwangala Lethbridge has offered Esther, another boxer Kennedy Kanyanta, and trainer Antony Mwamba a day to do their manicure, pedicure, hair salon, and massage as an appreciation for the recent victories in Kenya.

Mrs. Lethbridge is the Managing Director of Avocado Hair and Day Spa said she decided to do this to appreciate the team for bringing glory to the country.

There has been a lot criticism from the public on Esther’s victories, with many people questioning the authenticity of her recent opponent, Ratree Kreakae of Thailand.

Speaking in an interview after addressing MMD District, Constituency and ward Officials in Kafue at the weekend Mr. Chimembe stated that it will be dangerous to entrust this nation in wrong hands because some people have no agenda for this nation.

Mr. Chimembe said that those who were advocating for the impeachment of the president were just wasting their time because they have no agenda for this nation. He said the president has done nothing wrong for him to be impeached.

He said he was happy that the party is still strong in Kafue despite facing some challenges due to lack of communication. He said that he was happy by the high turn out of members at the meeting and the party in the district has resolved to bury their differences and forge ahead.

Mr. Chimembe said that the purpose of the meeting was to meet and work out a program to start reorganizing the party from the wards to the district level. He said the Area Member of Parliament Hon. Bradford Machila together with other councilors will start visiting all the wards in Kafue to implement programs which the MMD government has initiated.

He said elections at lower organs will start in July and the provincial leadership is just waiting for guidelines from Chairman for Elections Mr. Mike Mulongoti. He said the program of elections had to be suspended due to the death of the late President Dr. Levy Patrick Mwanawasa last year.

And Kafue Area Member Of Parliament Hon. Bradford Machila said that he was happy that the party in Kafue has resolved to work together and deliver development to the people. He said he will be going round to all the wards in his area to monitor all the projects which received constituency development funds (CDF).

Mr. Machila who is also Minister of Agriculture in-charge of Fisheries and Livestock said that the ruling party is still active in Kafue and it is foolish for somebody to think that the party does not exist. He said the party will scoop 2011 elections because it is the only party with the grass root.

And Kafue MMD District Chairman Mr. Goodson Sansakuwa has said that the party will discipline any one found campaigning now to be adopted for the 2011 elections.He said there is no time for campaigning because the incumbent is still in office.

Abnormally high voltage guts electrical appliances in Chinsali neighborhood

power-line Residents of Location Area in Chinsali District have threatened to take legal action against ZESCO after property worth millions of kwacha was gutted after a transformer developed a fault and supplied more voltage than the normal domestic supply to their residences and trading premises.

Scores of irate ZESCO power consumers stormed ZANIS offices to register their displeasure at the manner local ZESCO management is handling their crisis when they reported the matter saying the reception given to customers lacked a professional customer- service provider relationship.

They said this is the second time electrical and electronic household property has been burnt without any compensation. They accused ZESCO of gross negligence since they were aware of the faulty transformer which even last year caused damage to their valuables.

The irate residents, mostly civil servants and council workers lamented that deep freezers, computers, Hi-Fi machines and other valuables have been damaged beyond repair after a ZESCO power transformer developed a fault after 22 hours when the majority were fast asleep and started supplying abnormal power supply that ultimately damaged their valuable property.

Ms. Maggie Mwansa lamented that she was working on her laptop computer in the night when she heard a loud bang in the kitchen only to realize that her deep freezer had blown off .

And sources from the Police Camp told ZANIS that the entire camp which receives less than 200 volts in all the 28 houses experienced normal supply that particular night until the following morning when ZESCO workers disconnected the faulty transformer.

Efforts to get comment from the ZESCO manager failed as he referred all queries to their head office in Lusaka who by press time could not be reached.

NGP describes late Castro Chiluba as brilliant youth

The opposition New Generation Party (NGP) has described the death of second President Frederick Chiluba’s son, Castro, as a big blow to the party.

Castro, 33, died yesterday at the University Teaching Hospital (UTH) around 15:00hours after an illness. He was Dr. Chiluba’s fifth child.

Funeral was being held at Dr. Chiluba’s former wife Vera Tembo’s residence in Kabulonga.

NGP president, Cosmo Mumba told ZANIS in an interview in Lusaka today, that the late Castro has left a big gap in the party.

Mr. Mumba said the late Castro played a very important role and contributed greatly to the development of the party.

He said the late Castro would sadly be missed and remembered by the New Generation Party members.

Mr.Mumba said Castro was a very intelligent young man, who had brilliant ideas that have contributed effectively to making the opposition NGP what it is today.

He said the New Generation Party would always use the brilliant ideas that the late Castro has left.

He said the New Generation Party has since decided to suspend all party entertainment activities until after the funeral of Castro.

He has since asked the people of Zambia to come in large numbers and mourn together with the Chiluba family.

The New Generation Party leader said although the late Castro had offended a lot of people before apologizing to the nation, Zambians must not consider the past ways but the recent behavior.

Castro joined the New Generation Party about a year ago and served as deputy national secretary for six months and Youth Chairman for three months.
