Litunga ready to discuss Barotse Agreement

THE Litunga of the Lozi people of Western Province is ready to engage the Government on issues surrounding the Barotse Agreement, provincial Minister Richard Mwapela has said.

Mr Mwapela said in a telephone interview from Mongu yesterday he had met the Litunga who advised the Government and the Barotse Royal Establishment (BRE) should discuss the matter.

He said the Government should constitute a commission of inquiry that should go round the province to collect views from the people and engage the BRE on the 1964 Barotse Agreement.

“I met the Litunga as provincial minister and he advised we should engage the BRE as Government. “The issue of cessation is out, but Government must constitute a commission of inquiry so that it can go round the province to collect views from the people,” he said.

And Chisamba Member of Parliament (MP) Moses Muteteka has advised his colleagues from Western Province to consult with the Litunga and the BRE in order to resolve the impasse over the Barotse Agreement.

Mr Muteteka said as representatives of the people of Western Province, the MPs should immediately seek audience with the Litunga so that the matter could be resolved.

“Just as a citizen I feel that the MPs from Western Province should immediately seek audience with the Litunga because they are elected representatives of the people of the province,” he said.

Mr Muteteka, who is Local Government and Housing Deputy Minister, said it was unfortunate that Patriotic Front leader Michael Sata was trying to use the agreement to gain political mileage.

He wondered why emotions around the Barotse Agreement were being stirred now, when the matter had long been closed.

Litunga does what the people want not what he feels is right because even Sir Mwanawina Liwanika was forced to sign that agreement by the people now his nephew has fallen in the same trap whether to side with his children or Gvtnt.   17. I think it would be a positive development to find out what the people of Western province really think on this issue instead of depending on a small numbers of extremists. I think the situation we have now is similar to the one that was occurring in Spain, where a few Basque extremists were agitating for independence by using violence when most Basque people were happy to be part of Spain. What am not sure about is whether or not Zambians originally from other parts of the country living in W province will also be able to air their views and whether people from W province resident in other parts of Zambia will also be able to give their opinions.

This money was kept in British treasury. Barotseland and northern Rhodesia were administered differently by the British.     1). The Cashew industry can successfully compete with copper, right policies and support services.
    check international markets and graph the two commodities

  30. kabulo Duncan @ 32 – Your ignorance defies belief. Anyway, I think they can talk and one of the issues should be to verify where the money (£78mill.) came from. My understanding is it came as royalties from the copper mines, in which case it rightly belongs to the Lamba who should then be compensated that amount with interest. Just cause they had no idea that someone else was receiving royalties from their minerals is immaterial.

  33. What is wrong with using cow dung for fuel? Surely it is more ecological than cutting down trees? Give people a chance to discuss the issue then move forward. I am sure there are many different opinions amongst the people of W province on this issue one of them being the Nkoya question. Insulting people is not going to take us anywhere. I am glad that the people of W province have repelled opportunists who wanted to jump on the BA to win votes without really understanding the issue at hand. Soon they will be Voting in Sudan for a sepperation of North and South. The sepperation of South has got the full backing of the international community. Sudan got independence before Zambia if i am not mistaken, so dont kid yourself that this can never happen in Zambia. There are parallels to be drawn here. The Litunga has offered an ‘Olive branch’ and is willing to resolve this issue amicably, so why shoot him down? You can not sweep a problem under the carpet, if this issue is not resolved, worse if one side feels seriously aggrieved, then it will come back to bite us where it hurts most.

For example, the Kikuyu community built and managed their own schools when their land was taken over by the British.   44. kabulo Duncan, a quick search on Google for Witwatersrand Native Labour Association does not include or mention Barotseland, only Northern Rhodesia is mentioned.
    However, I do know that a lot of people of Western Zambia which included a lot of non Lozis such as the Nkoya people went to work in the mines in RSA just to pay illegal “Hut Tax”. A lot of families were separated all because of the greed of one Litunga. The BRE were and still are the biggest sell outs in the whole of Africa.
    The Litunga had no right whatsoever to collect Hut Tax from villages that were not legally under his control. It is well documented that this was an illegal act but it was supported by the BSAC because they got illegal mineral rights from the Litunga at the time.

  45. Barotseland was not formally recognised as a protectorate as it was regarded as part of North Western Rhodesia. It was the joining of North Western Rhodesia and North Eastern Rhodesia that formed Northern Rhodesia which later became Zambia.
    At one point Godwin Lewanika even become leader of the Northern Rhodesia Congress. The point is that the Litunga was collecting illegal Hut Tax and therefore, nothing is owed to the BRE as some want to claim.
    If anything, the BRE must pay back all illegal hut taxes plus interest that were collected. It is for this reason that nobody supports the BA because it is based on lies, half-truths and more lies.

  47. There is a lot of misinformation about the 1964 Barotse agreement. It is merely a condition under which Barotseland; “A protectorate then” joined hands with Northern Rhodesia to form Zambia. It has nothing to do with borders outside the current day Western Province and it merely touches or focuses on rights to local admnistration within the perimiters per se.. There is therefore no need to dramatise the document and try to alienate the Lozi speaking people. Many members of the royal establishment including princeses are of Nkoya parentage among other tribes in Western Province. The agreement does also not lay claim or authority over resources outside the province. For those who may not know, the Barotse Royal Drummers, known as, “Mambete” are Nkoyas’ , the music played on the Nalikwandwa during the Kuomboka and Kufulehela is a mix of Nkoya and Luyana, so only the misguided will try to alienate the Nkoyas’ from the Lozis’ they are a fundamental part of the Lozis as other Lozis’ have indicated on this forum that Lozi is a composition of over 23 tribes in Western Province. The Nkoya Royal Drummers are more than happy to be a part of the BRE and will remain so and have always been going back hundred years. Divisive tactics will not work as information on the ground is that masses in Western Province stand united as they have suffered for too long. Other tribes in the province also have representation on the BRE through the Council of Chiefs and senior chiefs, e.g. the Mbundas’ have Mweene Kandala as their Chief and member of the BRE, there is Mwene Mutondo, Mwene Kahale, Mweene Chengele etc. all part of the BRE. There is misconception that the composition of the BRE is royal family only; Yetas” Mwanawinas’, Imwikos’ etc. no it is much bigger and broader than that. The Nkoya Royal Drums that are played at your traditional ceremony called Kuomboka were stolen from the Nkoya Royal Establishment some 150 years ago because when your Lozi forefathers arrived in Western Zambia from south of the Zambezi river they had no music of their own to play for their Leader so they decided to steal. That is the short story regarding the drums.

  63. THIS IS INTERESTING…. UH…… ALL LOZIS SHOULD NOT PRAY FOR DIVISION. WHEN BROTHERS ENGAGE INTO A FIGHT, OUTSIDERS TAKE ADVANTAGE.   64. THE BAROTSELAND AGREEMENT 1964
