The rural vs urban vote

It is a fresh and new week, pretty different from last week’s campaigns, energy and enthusiasm; at least Zambians had something on their minds that kept them away from their poverty. Zambia voted and a new president has been elected. Rupiah Bwezani Banda is Zambia’s fourth. Hate it or love it!

Yes the election is done and over with but there are a lot of issues that have come out in this election that merit our serious consideration.

Everybody agrees that this has been a tight race, very close. The voting patterns are not so different from what most us had predicted. Michael Sata claims his own along the line of rail plus the Northern and Luapula provinces, Hikainde gets his Southern province, Rupiah wins Eastern, Central Western and North Western provinces. Yes not so different from the 2006 election.

Notice how easy it was for any political strategist to predict the results or the voting pattern in a similar vein it doesn’t take a pundit to see that Zambians voted on regional lines. As expected the easterners went yako ni yako, the Northern and Luapula provinces went for their own Sata and the Southern province maintained their default voting pattern. Of course there may have been some who voted purely on competence but the dynamics of rural politics all point to regionalism in the voting pattern. This comrades is a very vicious reality. Regionalism or any form of tribalism is detrimental to national development and risks disturbing the much talked about peace that our beloved country enjoys.

From regionalism, another issue that has re-surfaced in this election is the divide between the rural and urban votes and this has been the trend in most African countries, talk of Kenya, Zimbabwe and now Zambia. In any given election that has taken place in the last 15 years, the urban population has gone for the opposition while the rural population has voted for the ruling party. This is the trend, did you notice? For me this shows that the urban population are not satisfied with the way the ruling party have been governing this country. The urban voters are not happy and this is a big failure on the part of government or the ruling party; they have lost the urban vote in three elections in not more than 10 years.

Fine, you can talk about the country having registered a 5% annual economic growth rate, having reduced inflation and so forth but the question is how that translates to the common man. The people in Kanyama and Mwanabombwe don’t care about the inflation; they don’t care about 5% economic growth, what is 5% economic growth when they are buying mealie meal at K50, 000.00 per bag? What is inflation below 10% when every time they get on a bus the fare is increased? All the much chorused economic gains the country has made don’t mean a thing if the average pay is K300, 000.00 per month and the minimum standard of living is rated at K1, 800, 000.00 if not even higher.

Education is illusive for many, the two universities cannot accommodate the demand and the available private schools are too expensive for the common man. Graduates have been reduced to corporate kaponyas moving around the streets of Cairo road and doing briefcase businesses. They are no jobs in Zambia. No jobs. Most of my colleagues some of whom are reading this article have been reduced to doing jobs abroad that they otherwise wouldn’t have done back home.

In my view, this explains the voting pattern visa-vies the divide between the urban and rural votes. Our colleagues in the rural areas don’t feel the pinch of a capitalist economy or is it that their conditions are subject to manipulation by fraudulent politicians? While the urban voters have access to LusakaTimes, the rural voters have to rely on government controlled media to know what is happening and the truth is that any media will only tell you what they want you to know. It’s really issues of information and the sugar. The dynamics of rural politics are very different from urban politics. In the rural areas it’s mostly what the chief says and who distributes the most sugar. I had visitors from Chipata a week before the elections and I took the time to ask them who they were going to vote for and they told ‘kaili amfumu anena kale’ in an apparent reference to an instruction given to them by the local chief to vote for Rupiah Banda.

Development is relative to the situation. What urban voters see as issues very differently from rural voters and that is one thing the MMD knows very well.

Moving on, the voting pattern also raises questions about capitalism. If you look at the Sata vote; you will realise that it is more of protest vote than anything. Sata has a very simple message; ‘I want to empower you economically’. Is it time for Africans to begin rethinking wealth distribution? Is it time we tried to regulate the economy more to spread wealth to everyone?

Sata’s message is not ideologically different from that of Robert Mugabe, they both are saying that it is time we Africans became a little selfish and enjoyed some economic power. Like the cliché saying goes’ who so ever has the money has the power’. If you give investors 3 years tax exemption then why don’t you do the same to the local investors? The truth is that Zambians are over taxed well over three times. Think about it! The government cries of not having money but one thing they don’t realise is that there is a huge informal sector out there which is not taxed. Why? Because the taxes are high so people don’t register their businesses? The best way to widen the tax base is to reduce tax and provide an environment that will help grow local industry. Then you will have more money to build school. Simple.

Perhaps it’s time for Africans to begin implementing economic policies that favour us and not the west. Economic policies are models, there are other models, and Americans have their own models which has plunged them into the crises they are in. Why don’t we seek models we can benefit from? The thing is the current economic policies favour either foreigners or the rich few, nothing for a poor me living in Kabwata. There is need for us to seriously re-consider and find ways of creating an environment in which all Zambians can be wealthy. Maybe then, the urban voter will rejoice when they hear our economy has grown by 5%.

  1. Mr President Rupiah Bwezani Banda, please find a very healthy and energetic MAN IN THE MMD OR ELSEWHERE TO be the vice President of Zambia, please. I personally do not need Sata to have another chance of almost winning the Zambian Presidency since you are quite old now. I would like you to search carefully and not to be moved by those who campaigned for you only especially those with questionable reputation and records.Thank you all Zambians for making sure that Sata lost.To president HH,continue doing a noble cause for Zambia.No matter how the MMD copuy your mighty UPND manifesto, they will never succeed in implementing it because an uplifted material will never equal the original one.

  2. It would be good if Rupiah could appoint HH as his veep that way the man can get some experience as well as inpact his knowledge in helping develop the nation. I am not a fan of HH but hey we must give it to him he got over 300million votes that goes to show alot of people have faith in him.
    It would be good if Rupiah can do away with the likes of Mulongoti, tetamashimba even if the helped him win, they are good for nothings

I thought these rural dwellers were cultivating “soya” in their fields during elections? Or they still think there will be more sugar and mealie meal for distribution to them now that they have elected a president.

  5. You said it right, hate it or love it RB is president. Sata and Hakainde trashed their chances of ruling Zambia when they denied to pact. It’s not easy to remove an incumbent government, the opposition should have thought of that. But now we see splited votes all in favor of MMD. To Mr. Rupiah, don’t celebrate too much, please get to work and show us what you are made of!!!

It is electoral malpractice at it’s best;distribution of sugar,cooking oil,fertilizer,salt and many other things.We need to have an electoral body that is indepedent because the one run by gorvernment will always dance to their tune and besides they are also appointed by the same,so they will be loyal to their superios in order to protect their jobs.The observers were not suppose to declare the just ended elections free and fair because there were a lot of irregularities,if they had gone to all polling stations the declaration will be ok but as it is,it’s all nosense.Viva Sata Viva PF Mwamukolooooooooooooooooooooo!Pabwatoooooooooooooooooooooooo!

    what they should know is that the rulling party has all the powers to government resources eg government vehiclesand tax money instead of developing their village schools they buy them sugar,cooking oil and chitenges only lasting for few weeks.
    once they vote for them they come and enjoy until next elections.

  13. Everyone is a winner in these elections in the sense that there are several lessons to be learnt. There is nothing for the MMD to celebrate. They should endeavor to address most of the issues that the opposition raised. It is embarrassing for a Party in govt. to be given such a bruising by one Old Cycle Mata. Cycle Mata should revist his tactics and language. The PR language is full of violence, even if what he says identifies with the people. HH is pre-occupied with personally going to State House even without the UPDN. He is blinded by this desire. UPND is weaker than Mazoka left it. There is need for a convention to re-focus the will.

  18. The government wins in rural areas because of the following:
    – sugar handouts llike we saw by RB
    – one chitenge is to a villager is like a Pierre Cardin Suit, this we was as we during this election.
    – we saw how the rural community radios were ordered not carry any opposition message
    – RB bribed all chiefs and asked then to endorse him
    – RB reduced fertiliser by 75%
    All the above cannot be condened by towners thats why RB cannot win in town.

I am wondering why ECZ failed to take action various irregularities that characterised the 30th oct.presidential elections.Presiding officer in one of the constituencies in lusaka caught with premarked ballot papers and many more others taken officially B4 ECZ.No coment was made to the general public.I strongly feel ECZ’s failure to act on such issues leaves us in suspense. What does the Electoral code says to candidate of the the camp that is caught involved in this.Please zambians help in this may be all the issues were tabled in my absence.

But the fact remains that rural areas are have been used by MMD for manipulation of our humble villagers unless they are empored with knowledge in terms of education this will continue for a long time may be until the likes of vj, mbita and the other crooks pass on because these chaps will nver retire

    There’s probably a divide in types of economy. In rural areas, their economy is agricultural-based while in urba areas it is mainly based on going to work, a capitalist world. In villages, you wake up early to go to your field, knock off by midday and spend the rest of the day relaxing in your own house. In urban areas you spend the whole day at work to earn money for everything – accommodation, transport, schools etc. This money is never enough so people don’t have a life to talk about. In villages, people are happy when they have food, a bit of clothes, a bicycle etc. If anything they expect to get some of these from their children & relatives in urban areas.

  39. So it is very easy to live a satisfied life in rural areas, while it takes a lot of money to make urban dwellers happy. What is needed is to have an economy that meets the needs of everyone, especially urban dwellers. In rural areas, paramount thing is food security. A govt that helps them with fertiliser etc is good enough. Give their children free education to G7, great. Buy their maize, good. Free mosquito nets, life cant get any better!! When their children get educated enough, they migrate to the urban areas and send back money and goods. Peace is also paramount to rural dwellers. No one wants to run into the bush due to war. So any peaceful Govt easily wins their hearts.

  48. Our SATA has no political strategy, if you go to monze and campaign in Bemba, or go Kasama and campaign in Nyanja then you are asking for disaster. Mr sata had campaign managers in western province by names of chilufya, Mulenga etc he did the same in other provinces, in his cabinate or central committee its the same scenarial save for guyscott and lubinda who are only there to maintain the kabwata and lsk central seats. Ba Sata get some advice from VJ before he dies rigging does not exist. you cant win with only the bemba vopte even if its the largest.

Number 29, Your concern is my concern, I keep wondering whether the reports of the electral malpractice that actually took place on the voting day engineered by Ruphia Banda and his sponsors and the MMD where falling on the deaf ears of the ECZ. I think the ECZ could not act on these activities because they were a party to the fraudulent activities and deciding on the same was a serious compromise on thier party. The ECZ are compromised and have ignored to comment and account to the stakeholders about the malpractices performed by the Ruphia Bands group.

  53. Yes it is difficult to remove the incumbent government especially in African countries where politics seems to be the best way of staying away from poverty since it is easy to steal. We will never declare you old and finished until you rule Zambia Mr.Sata. But find the best strategy to get this nonsence-called MMD out of the way and will of the people. We need to be reading such articles from LT time and again so that we can have healthy, progressive and more mature discussions with individuals within Zmabia and those abroad. Keep it up and I hope this is not a one off thing. Hats off to Malume Banda and please continue with Mwanawasa’s policies.

It is the taxes, duties and levies paid by the 683,000 for SATA that sustain the rural dwellers, fertilizer cannot be K50,000 or free without subsidies with compliments of the 683,000. PF wins a lot of rural votes in Northern and virtually the whole of Luapula. HH wins all the rural votes in Southern province. So MMD does not really have a monopoly of so-called “rural” votes in the same way that PF has a monopoly over the “Urban” votes of Lusaka and Copperbelt provinces.

I think we all need to understand that a number of stakeholders refused to participate on moral grounds due to the large and enormous allowances at the tax payers expense.   267. There is no such thing as Rural vs Urban vote. Are people saying Sata only got Urban votes? Isn’t Mpika mostly rural? And didn’t RB get lots of Urban votes too.

  268. You people gripe and complain, but are you willing to put yourself out there to make a difference. You should get involved yourself and change it if you don’t like it.

    Develop agriculture and feed the people when a man or woman does not have to worry about food and shelter then he can think and become educated. Once educated you can work to bring jobs to home and bring home all of those brilliant people who are now scattered around the world making other people rich instead of making Zambia rich.

  270. Mingeli Palata, I am not sure ‘Rural versus Urban vote’ is the best title 4 your well researched article. Rather ‘Political Parties stronghold Areas’ Irrespective of the locallity, people voted for the party/person whom they have frequently seen and/or heard about. And whose work, insignficant as it may be, gives them the hope of a better tomorrow. The vote distribution speaks 4 itself. All political parties ought 2 sell themselves with developmental projects in each and every province. Otherwise, Regionalism will soon rare its ugly head again. 2011 is just around the corner. A study of RB, MCS and GM votes assures me that Zambians can rise above tribal politics. It is a steeping stone, yes.

The biggest vice that has infested Zambia is the culture of dependency, where a whole village educates one child and when he gets a job in Lusaka they make his/her house a bank and a holiday resort. A paradym shift is what is needed first in the Zambians’ minds especially those in the rural areas who sleep and expect their children in town to send all they need for survival. Rural development should also be encouraged, then may be, may be that can help in waking up our rural folks

A fish rots from the head down the Japanese say, so a country will take on the characteristics of its leadership. Can someone also clarify why Uncle Rupiah is such a terrible choice for this time in Zambia’s history? Facts please. How did they rig the election? Facts please.
