Misappropriation of public funds is on the decline – Noyoo

Senanga District Commissioner Ikanuke Noyoo says government institutions have exercised prudence in the use of public resources under President Mwanawasa’s administration.

Speaking when Netherlands Ambassador to Zambia Eduard Middeldorp paid a courtesy call on him, Mr. Noyoo said the culture of misappropriating public funds was on the decline in most government spending agencies.

He said people were slowly becoming responsible when dealing with public funds mainly due to President Mwanawasa’s stance on abuse of public resources.

And Netherlands Ambassador to Zambia Edward Middeldorp said the donor community is impressed with government’s developmental agenda.

Mr. Middeldorp said government’s putting up of the Fifth National Development Plan (FNDP) was consistent with development and that it was only important to ensure resources trickle down to districts.

He is in Senanga to check on some projects and verify whether resources were filtering down to the lowest government functionaries at district level in some priority sectors.

LPM is hardly ever credited for this type of improvement.good governance is only possible with strong laws and an efficient judicial system which we are still struggling to comprehend let alone appreciate.Opposition parties are getting popular, winning seats in elections even when these parties themselves are undemocratic…their leadership imposed and not elected!!in such an environment how much success can LPM & MMD achieve ??

  2. it seems if you follow good governance to the last letter you’re destined to be unpopular and will be out of govt. at the next election!!Even the so-called erudite elite of Zambia are championing the ascension to power of individuals who have a blatant disregard for governance issues.if we are not careful we will have despots steering the boat named Zambia!!Good luck to those who have to live in it as others have the luxury of lifejackets in the diaspora !!

Govt resources are in the hands of few pipo like you who donot see the suffering of 80% of the entire population.I’M not Chiluba ‘s supporter at all but chiluba improved the road infrustructure, while this crued and self claim vision govt has failed to come up with targeable policies to help Zambians.Whether you like it or not possibilities are that Pf may rule this nation.your MMD is yesterday.

Do you know how much ZRA makes?You have forgotten slaries at BOZ?what happens to UN funds for our soldiers?Spending in Defence? scandals in health? please we beg you consult before you make such statements. Pensions?House rentals?telephone bills?weekend allowances? procurement procedures in Defence and everywhere! DC go and check our hospitals. when were the beddings washed? Mr President please see and listen, they are cheating you!

  5. You guys are unaware of the ”t-bone train” that to work for the goverment. The perks are unbelivable. Free full tank for jounior officers. Can you belive a $10,000 allawance expense each for seminars in livingstone. It sure is the t-bone expresse.
    If you don’t belive this find out more at the ministry of education in lusaka.

    imwe banthu please re-read the posts and only comment after you fully understand what’s posted. who told you that there is no misappropriation of funds in our government? cant you people re that there has been a decrees in this crimes since LPM took over?

  9. Am mauless.Feeling development is one issue,while Seeing development is the real fact.So where are we standing as Zambians?
    Can we see,or just read from the paper about development?
    Are we empowered in various sectors of the economy?Do we see improvement or feel it?
    Don’t we have eyes to see?
    Do we compare our rate of strategic development with other countries?
    Are we in control of our own resources?
    If we do then why complain? Kaya? AM in diasbora but i always see something being positive or negative?I cannot tell.

  10. we are having the so called control officers misappropriating funds day in day out! we have the audited reports suggesting their in increased misappropriations and thefts in govt, even when such were not recorded during Chiluba terms the tendence to steal was brought in by Chiluba. I feel so sad when i recall how the thieves decided to liquidate Zambia Airways, and the so many companies which bearly needed new leadership and less than 10bn kwacha. can u imangine Kenya Airways status is the status then that zambia Airways had.
