PF councillors boycot Chishimba’s meeting

Patriotic Front Councillors in Kasama yesterday boycotted a meeting called by Kasama Central Member of Parliament Xavier Chishimba to discuss the disbursement of K260 million Constituency Development Fund (CDF) for 2006 and 2007 respectively.

The councillors, who included Kasama Mayor, Sebastian Chipope, maintained that they do not recognize Dr. Chishimba as MP because he was an expelled party member.

They said they had nothing to discuss with the embattled MP whom they accused of frustrating developmental programmes in the district.

The councillors said they would continue to uphold their party’s directive not to entertain Dr. Chishimba’s manoeuvres to win back support from PF members after his expulsion from the party.

But Dr. Chishimba dismissed his purported expulsion from the PF and vowed to continue executing his duties as Kasama Central Member of Parliament.

The MP described the councillors’ actions to shun his proposed meeting on the disbursement of CDF as retrogressive, and warned that they risked becoming irrelevant to the development of his constituency if they do not change their attitudes.

Dr Chishimba also accused the councillors of having vested interests in the allocations of resources to beneficiaries in his constituency, saying the clubs earmarked to benefit from the CDF were just formed a few weeks before the funds were aportined.

He further said he would go ahead and constitute a new committee to oversee the disbursement of the K260 million CDF which was lying idle in commercial banks in order to spearhead development in his constituency.

  2. Where, when and in what did Xaviour Chishimba get his Doctrate, or is it one of those folks get for having a friend who is a president of some bogus University in Malawi? I went to secondary school with him and I know he never went to university at least for his first degree.

    Xaviour Chishimba mudala, let other people work …mwali itaya imwe. Or better still, wait for another chance1 if it will ever come through.

    Can the chap be replaced the soonest so that work continues, lest we end up with a long chain of unnecessary confusions like these!

  4. The problem we have as Zambians is we fail to differentiate between party politics and development. Who is going to eat PF politics. Our politicians are selfish individuals who there to advance their agendas or used by party leaders. Xaviour is still MP until he is replaced as MP. That is why I left Zambia and live in the Western world where they know the difference between cheap party politics and development. Who is going to miss opportunities if the councillors boycott the meeting?

  8. Ba # 5 naimwe we don`t solve problems by runing away from them. the westerners worked for what they have and as Zambians we need to work for what we want to be PERIOD. Bad approach to problems ba Timbalife. Muka butuka nabana benu.

    As for Xaviour problems i feel late the ***** be expelled and get back to being ordinary citizens pantu they have turn politics into business ventures no wonder he could not resist the NCC invitation. Infact as for me the speaker is taking far long to effect the PF decision. CDF is for 2006/2007 where were U Chishimba? This is 2008. Of course he too busy seeking opportuinities from MMD.

  9. For how long are you going to continue politiking? Let us put politics aside and concentrate on developing the province. Kasama is not for PF alone, it is for others too.
    Any way what do you expect from PF councillors, they are just doing this under the influence of their Old Cobra (shadow local government minister). They should behave like the Lusaka fellows who think using their brains and not their stomaches.

  11. An MP remains in office until the speaker of the national assembly writes him to inform him that he is no longer an MP. The councillors’ action shows how ignorant they are.

  13. Though am always against unnecessary bye -elections and percieve them as a sheer waste of limited state funds, I think the behaviour of one saviour Chishimba has of late being so unbecoming that one would support people calling for his blood.
    By the way, who knew Chishimba prior to his election as MP for kasama?The answer is only a few in the NGO circles.Saviour chishimba’s behiaviour has not been up to expectation of a honarable MP-thats why even other parties like the MMD have clearly stated not having anything serious to do with this semi-educated guy puporting to be a PHD holder. There is alot of excitement and childishness being exihibited by xaviour chishimba, who normally lacks analysis of issue. anyway what do you expect of a fellow who do not even have a first degree? shame on you Xaviour for taking pride in an Honoray degree at such ayoung age.We all want those qualifications, but have to work for them-not just attending a workshop on HIV and you claim on. For old men who have shown special qualities in various diciplines like President mwanawasa,X-presidents Chiluba and kaunda, thats okay. at least we know the basis for them obtaining those qualifications. Your purported qualifications(PHD)though honoray and shameful for a young guy like you, your behaviour, conduct and analysis of issues-even your fluence in english do not match the qualifications you calim.You also imitate Mwansa kapwepwe in dressing yet your brain is miles away from his in terms of wisdon and intellectual capacity. Xaviour has also become a careless talker, and nothing substantial comes out of his spechees.The guy is out there purely for money.i wonder what meaningful contribution he can even make in the NCC.He sist there merely for puposes of sitting allowance.

  16. # 13you seem to be hiding from the facts.The councilors know that Chishimba will be expelled sooner than later so why work with someone you know will be leaving anyway? Working with Chishimba is tantamount to wasting time. He should do the honorable thing and give way. What is wrong with Zambians? we always want to argue even when we know it is not neccesary.YESSUS

It will be very interesting to have President Mugabe and Morgan Tsvangirai at the Lusaka summit.SADC must organize a good shona interpreter to deduct from Morgan Tsvangirai’s broken Grade seven English characterized with shona. With Morgan Tsvangirai’s serious natural communication deficiencies, it will be interesting to be pitched with the master of rhetoric Mugabe who Blair and Gordon fear to take on in debates.

  21. # 20 Wanzelu,to be frank with you my dear brother, I would not turn down an honaoray Degree if it is befitting my deeds, talks and qualities-in short if i deservingly got it.as you have seen from my examples of dr.Mwanawasa, dr.Chiluba nad dr.kaunda-all deservingly got it. But am against having a degree for the sake of it and worsse still lobbying for it like Xaviour.Please educate me(#20) if there is naything he has done at taht age to deserve it(honoray degree). People who have done great things and are appreciated are given such degrees and they are normally not young ones.the young study for them. Thanks my brother for asking for this clarification.

  22. #18 it is you that is hiding from facts. Untill the kasama seat is declared vacant Chisamba will continue to perform his duties as MP. The councillors’ boycott is not hurting Chishimba but the people that these councillors are representing. Are they saying the fund will not be disbursed untill Chishimba is expelled? When will that be and what happens to development in the mean time? Be serious! Zambia should learn to separate party issues from serious developmental issues.
