Zambia has changed for better-Magande

Finance and National Planning Minister Ng’andu Magande said Zambia has changed for the better and that her citizens are now able to invest in various sectors of the economy.

Mr. Magande was addressing Zambians based in Washington DC at a reception hosted by the Zambian Ambassador to the United States of America, Dr. Inonge Mbikusita-Lewanika.

Mr. Magande said Zambia’s economy was on track and that the country has registered positive economic growth over the last few years of the “New Deal” government governance.

He also said Zambia was no longer a debtor nation as the country had managed to reduce debt from $7.2 billion to $500,000.

The minister said that Zambia was now in a position to make its own decisions on how to develop because the donors could no longer instruct the government on what to do.

He urged Zambians living abroad to invest at home because of the good business opportunity that were in place.

The Minister also said he was happy with the 2008 World Bank/IMF Spring Meetings, which he was attending and described them as very positive.

“We have had very good discussions with the IMF and World Bank. I was proud to meet with members of the two institutions because of the good fiscal policy Zambia has pursued,” he said.

He said five years ago, it was difficult for Zambia to negotiate with the two institutions but due to disciplined fiscal management and debt record, Zambia was looked upon as a good partner in development.

He stated that Zambia’s reserves were currently over US$1 billion, adding that this was the highest figure the country had ever recorded.

The side meetings mainly centred on sectors such as energy and water, transport, agriculture, education, health and regional infrastructure.

Mr. Magande also disclosed that Zambia would produce a one million tonnes of copper by the year 2010.

Mr. Magande said the discoveries of new copper mines especially in the North-Western province would have an upward effect on the output of copper in the next two years.

He also stated that the Lumwana Copper Mine had employed to at least 10,000 Zambians who were unemployed.

Mr. Magande also pointed out that other rich minerals like nickel and uranium had been discovered in Zambia.

“The search for uranium in Zambia is part of an exploration that is raising new hopes for jobs and tax revenue,” he said.

He further told the audience that the Munali Nickel Project in Mazabuka district of Southern province was expected to produce over 900,000 tonnes of nickel in the next decade.

“Munali Nickel Project will produce about 8,500 tons per annum of nickel in concentrate from a 900,000 tons per annum underground mining operation involving straight forward extraction methods and conventional processing technology,” he explained.

Speaking at the same function, Bank of Zambia Deputy Governor for Operations, Denny Kalyalya said the Zambian economy has performed very well in the recent past.

Dr. Kalyalya said Zambia had recorded positive real Gross Domestic Product (GDP) growth and that inflation and interest rates had come down.

He noted that the unprecedented developments in inflation have been due to continued implementation of prudent monetary and fiscal policies, coupled with increased food supply.

He said Zambia had become an attractive country for foreign investors because of its sound economic performance

  2. it is extremely hard for most of us to understand what is happening in Zambia.There are no information kiosk’s, no investments website this makes investing back home quite a risk as not much is communicated to the world. Where do you even start? Govt needs to install institutions to look after investments made by Zambians living abroad.Websites indicating investment opportunities need to be operational. Alot of us have amased alot of wealth but we dont know how we can invest back home. We cant rely on relatives, we all know the end result.We want to invest but gives us security

  3. Do not be fooled into rushing to Zambia and investing your money. I have extensive experience with ZRA. These guys do not have guidelines to ensure that you can come into Zambia without being robbed by them at the point of entry.

    All GRZ ministers are empty of realistic systems that they should have put in place for Zambians abroad to use to invest in ZAmbia. They do not have any regard that you must be treated as favourably as say Indian, Chinese or S. african investors. They will charge you for everything that you want to bring in as capital equipment for your investment agenda. Foreigners have much more rights into Zambia than citizen investors. ZRA has brainless people who ..

  4. It is very impressive economic change for Zambia. Economic discipline is vital for development of a country. Chiluba and his clonies did’nt see this at all. I pray that a responsible government takes over from Mwanawasa, otherwise all the reserves Magande is talking about will evaporate within a week. Having reached these levels, the benefits must be made available to all Zambians through appropriate policies.

Further more, after being robbed by ZRA, you will not have any access to financial institutions that you can approach for your operating capital since all of them will want at least 6 months’ record of your time with them. ZRA and Zambian cabinet ministers are simply empty of working investment enhancing practices for citizens of Zambia from abroad. They are emersed in a cobweb of deceit and self-delusionary practices. They are a fraudsters.They love foreigners and any Zambian coming in to invest is simply shown walled up practices.

Billy, when a country’s economy is growing u dont expect every citizen to see the fruits immidiately. infact its difficult for ordinary people to see. look at countries with strong economies in the region like SA some of its people are suffering, the dont have housing. some four years ago zambian were unable to get loans frm the bank but now people are accssing loans. thoz are indicators my bro. our miners are able to by japanese cars

  7. I urge all Zambians living abroad to invest in livingstone. It is not expensive and we need to invest more into livingstone in terms of fun activities before Zimbabwe rises again to steal our tourists after they where given to us. I urge all Zambians to invest heavily in livingstone to make it the ultimate tourist destination before Zimbabwe takes back its crown. The world cup is coming and if you invest in livingstone, we’ll see more tourists visiting livingstone like never before. South Africa has a high crime rate, Zimbabwe is uncertain, livingstone needs investment.

    ZRA just takes orders from govt. ZRA cannot just change the tax rates on a whim, it has to go through proper procedures and also has to be in connection with the Ministry of Finance and various govt bodies before making a decision of changing taxes. ZRA just collects the taxes, it cannot freely make a decision to change taxes, its not like BOZ which can freely change interest rates as it wishes. Fiscal policy takes longer to implement as opposed to Monetary policy. You cannot blame ZRA for just taking orders and doing there job. If the govt decides to give foreign investors 5 yrs tax free, ZRA just has to comply. Blaming ZRA for doing there job is just plain ignorant.

  9. There is still room for interest rates to come down. They are currently unrealistically too high. I do not however agree that Lumwana has employed 10,000 Zambians because there are a lot of foreigners and contractors working there.

We need an investment window which will direct us on where and how we can safely invest. it is true a lot of Zambians especially here in RSA have made some money and are investing in property and money markets, if only we could be guaranteed or inticed to invest in Zambia or that wealth could be in Zambia and not RSA.But since there is no such initiative investing back home is serious risky business.

I gather if you have been working or studing abroad for more than two years, you can bring all your household goods without paying a ngwee!! . NO tax… plus you can bring in two cars, one for you and your wife also no ngwee. Just get ‘some papers’ from ZRA and you can move the JHGB home to Lusaka.. just pay for transport!!!

  17. Kanshi whats the big deal about zambians abroad coming back home to invest? To start with 98% of them are living from hand to mouth, so what are they coming to invest? Their souls?? Secondly, the majority are unskilled, so they wont add value to the economy while most of the (very) few who are educated have been doing unskilled work (eg cleaning hotel rooms, driving taxis etc) abroad for so long that they have altogether lost their skills. The majority are too embarrased to come home because they will have nothing to show for all the years they have wasted abroad. Spare them the embarrassment pliz. Let them continue showing off in cyberspace where nobody can see how much they are suffering.

  18. #15 you are being so simplistic. But this is still the problem in Z. Driving a car translates to rich. In other neighbouring countries (not to mention the west, Asia, etc) just, a car (and not sunka) is a necessity. Unless for some high class categories of cars.

    Yes, Zambians living abroad must be given in fact more than equal opportunities as compared to foreigner investors. Mind you they are Zambians. This is what happens everywhere abroad. In fact Zambians would be better investors as it is their country.

  20. I concur with #19 i had lived out of the country for a long time and was fortunate to get a job as soon as i finished my studies. The first impressions of Zambia when i arrived were that it was full of unexposed citizens but i was wrong and am deeply sorry for that. I discovered that the years i spent outside delayed my progress despite completing my studies successfully. Most of my friends are now successful and building the nation. Investment is every where, places like Chilenje, Kabwata, Libala are being transformed my young and energetic entreprenuers who are contributing towards national development on a daily basis. Fellow Zambians, plz come back home there alot of oppotunities here.

This one is preaching “go to school to attain skills to start a business”. If Zambians continue to have an attitude that promotes entrepreneurship, the economy will surely grow.

  23. The minister’s talk is nothing new. That’s what all Zambian officials are entitled to say when they meet Zambians abroad. The main issue here is: when can we really get the IMF and World Bank off our backs for good? These are the two neo-colonial instruments that have brought unspeakable misery on millions of Zambians. Namibia and Botswana are doing fine without them and so can we.

They may be struggling to make it but the fact that they’re hanging on in there just shows how much will power they have. A simple example: Israel ceased to be a nation when all the Jews were exiled around 600BC. If they had all forgotten about their roots, Israel would never have become a nation again in 1948! Even today, the Jews living outside Israel are more influential than those in Israel. And this is the paradigm a christian nation like us must follow. You wanna say what?!

It does not matter wether someone drives a taxi, as long as he or she can bring in the dollars back home there will be a difference made. Peter #15, my reference to one being allowed to bring in cars did not translate in bragging about cars, but give the cyber-audience additional infor or what the law stipulates when one is considering coming back home. Because if we are talk about zambians living abroad investing in Zambia, the more practical way is for one to come back and manage the ‘investment’. Alot of people will attest to the fact that it is difficult to manage a business remotely even with tele/video conference and emails.

  29. I work abroad and frequently go to Zambia. Zambia is on the right track. All we need is to avoid some elements to take over power and reverse the gains of this Sacrifice. Come 2030 Zambia will be a better country to live in and don’t be left behind. In the period I visit Zed, have used my time to create a landing space for myself and family before 2010.

  31. I know many Zambians whose lives have been shuttered by unending corruption in institutions after getting home. Getting a plot from those whose daily life is to fleece of money from new returnees is a tough task. Sometimes a simple plot can be found to have been sold to many buyers with a seller having vanished. This GRZ is a circus, and most citizens are birds ready to be taken. Why can’t this grz work on standards on land, its sale, and ensure that before anyone starts building, services are in place instead of making every settlement look like a war zone? Where did these grz fellows go to school?

  33. The kwacha is now trading at ZMK3,400 to US$1.
    The prices of goods in the shops are not declining with the kwacha gain.
    The above two elements, if no action is taken, Zambia will be an expensive country to live in.
    The good thing is that, this period will allow Zambians earning their money in ZMK have huge buying power overseas, priority being Machinery and production materials.
    Ba magande, Look into this issue. It is making it difficult for Zambians abroad to invest in Zambia due to hyper fluctuations.. Let us have it float around ZMK3,800-ZMK34,900.00 for easy budgeting and Export purposes. let us not kill our exports, both human and Products.

If they are any Zambians contemplating coming back, I would urge you to wait until after 2011 after a new govt has taken over because it might be another Raila Odinga who will smoke his way in state house using nothing but lies, deceit and false truths and blaming foreign investors. If a competent govt takes over, then you can come back but if its the person i’m thinking of who is going to smoke his way into state house, then its better to keep your money off shore.

    And can you tell us why you are negotiating mining contracts that stipulate the operator takes raw ore out of the country instead of adding as much value as we can by producing things like cables or pipes ???.   42. The last time Magande said the poor were not benefiting from the econonomic growth Zambia is attaining, I thought he was a reasoning man, I am so disappointed with him. He is just like ALL THE OTHERS… fake fake fake. I now see a big contradiction in him. Or is it beacuse his mansion in Chilanga, opposite mimosa turnoff is now complete and he thinks everyone has achieved that? What we want to see is investment in public goods… a city’s developemnt is recognised from its sky scrapers. Lusaka looks like a big village.

    You`ve raised good points about the lives some people abroad are leading but it would be wrong to categorise everyone by such description.Whether you like it or not,people that are abroad are exposed to alot other things that someone who`s based in Zambia isn`t.In bemba they say umwana ashyenda atasha nina ukunaya.
    Instead,we need to share information on how we can all better our lives.For example,someone in the US can easily set up a company and establish a good credit line which can enable them have some funds to invest in Zambia where the returns are enomous.
    My advice is that people based in Zambia and those abroad should not try to compete but complement each other.

    Magnde said the economy is booming. What he is trying to do is to get more Zambians to start more companies so they can demand the same office space you are talking about. The economy just started booming some two years ago, you cant expect miracles of skyscrapers and new airports. These things take time. The cant be skyscrapers if they are no companies to demand the office space, Magande is trying to get as many Zambians as he can to start as many companies as they can, then thats when you can start talking about skyscrapers because they’ll be companies to demand the same office space. Yes there are some who are not doing fine but there are also many who are in good jobs and they have investments in Zambia. And many abroad have had the opportunity of educating their children up to university level. But if they had remained in Zambia with UNZA and CBU being closed indefinitely every now and then their children would have been part of the huge army of kaponyas by now. Yes home is home and every Zambian abroad must invest in Zambia according to their ability, after all East or West, Home is Best.

Of course everyone is entitled to choose where they live and what they do, but i dont just get it when fellow Zambians just thrive in putting their own country down and being negaitive about anything good that is said about Zambia. A correction about this article, Magande was actually addressing Zambians employed by the World Bank and IMF based in DC who had been invited to this reception.     KAWAMBWA district commissioner, Wilbroad Mumba, has urged the Government to intervene in the issue of nonpayment of salaries for workers at Kawambwa Tea Company.
    Mr Mumba said in an interview that as a result of nonpayment of salaries to the workers, most of them had allegedly ended up dying prematurely.
    He said workers at the tea company had gone without salaries for close to three months now.

  67. This discussion about people living abroad lacks depth and understanding. A lot of people working abroad, yes, live from hand to mouth on a monthly basis. But there are two points that need to be made here. Firstly, these people just want a decent pay for an honest day’s work. They do not want to be wheeler dealing, like is the case in ZED. Secondly, most of these people have mortgages which they are paying off. By the time they retire some of these houses will be worth hundreds of US Dollars. On top that, they will have healthy pensions worth thousands of US Dollars per year, for life. You cannot make get all that by just working as a nurse in ZED. You would have to be corrupt.

  68. I meant to say these people’s house will be worth hundreds of thousands of dollars. In the UK it is not unusual to find Zambians with houses worth quarter of a million pounds. Most of my friends here in ZED call themselves businessmen but they still work as teachers and miners. That seems to be the only way to survive. As somebody said above, a job is a job as long as it pays the bills. Of course that does not apply in Zambia because it is not possible to make a living ‘wiping old people’s bums’ as somebody put it.

  69. People from other third world countries have been emigrating for decades. For us Zambians it is a new phenomena and natuarally those of us that have no way of leaving Zambia feel better thinking that the emigres are not doing as well. Somebody was boasting that they can jump onto a plane anytime they want to. Others were saying that miners can now buy Japanese cars. A Zambian nurse in the UK or USA can do all that without even thinking that it was a big deal. I have a lot of respect for Zambians who are working hard here in Zambia, but equally I salute all those who are trying hard under difficult circumstances abroad!

Secondly, most of our people have become illegal immigrants, they have over stayed their visitors visas and become illegal squatters. In the UK, these visas will eventually be converted to permanent residence. Cities like Sheffield are full decent, hard working, highly visible and very legal Zambian families.   85. US$1 billion seems to be alot of money by Zambian financial and economic standard. That amount is paltry, it’s not surprising that the last Government sold the mines and other good industry for a couple of millions of dollars. They did that coz they thought $10 million was alot money. Zambia did not pay off the US$7 billion debt as Magande wants people to believe. The debt was merely written off by virtue of goodwill from sympathetic Western Governments and Japan. As a nation we need to nurture a culture of hardwork and do away with nepotism and corruption if we are to develop. The point I wanted to make was that majority of Zambians living abroad, particularly the UK, are legally settled and NOT on minimum wage. Even some students who have graduated in highly sought-after areas, such as Engineering and Science, have been allowed to convert their visas to permanent residence and are in good jobs. I have very little knowledge of Zambians living illegally abroad, but I am sure there are many. Our economy is at the mercy of foreign donors and also of who occupies Plot 1. All the gains can be reversed overnight. Look at Zimbabwe.

  121. Do u know how much a taxi driver makes in the uk per week? Would this driver make the same kind of money as a taxi driver in zed?

  122. I knew it, that this is what you were going to talk about at that meeting so I really didn’t miss much. I am glad I went home and made good use of my time elsewhere. I am not sure that in Zambia I can be paid $65,000/annum as an Office Manager. How can I come back home really. Are you sure? But you know, I have been sending money back home to my relatives and in this way, I feel that I am contributing. I have also come back home each year. Zambia will always remain home. One day I will return not to work for anyone but perhaps establish my own business and then I will be able to contribute in one way or the other. Coming now, not sure my kids will make it educationwise. I will pass.
