I am in the dark – Kavindele

The Chairman of the North-Western Rail, the company that had its contract to build a rail-line from Chingola to Solwezi says he has not been notified about the contract being terminated.

Enoch Kavindele said there has been no correspondence from the government regarding the matter.

Communications and Transport Minister, Dora Siliya on Friday announced that the government has terminated the contract.

But Mr. Kavindele who is also the former Vice President told ZNBC News, that he is not aware of the latest turn of events.

He said his men are still on site carrying out work on the project and are capable of doing a good job.

Ms. Siliya said the contract was rerminated in the public interest because the project has taken too long.

She said the contractor was issued with the permit to construct a rail-line in 2005.

Once completed, the rail line is expected to connect Chingola and Solwezi to Angola’s Jimbe border.

  1. GRZ concetrate on tarring the road to Chavuma so that we can start extracting the oil you claim you have found. Leave EK with his project and support it; after all it was his idea.

  4. Again this kavindele and his team what competence has he in constructing such delicate structures as railway,I hope proper geotechnics and rail dynamics are in place,cause that is basic requirement.
    Am pretty sure the works are shoddy,hence the delay,cause there is no zambian that can claim experience when it comes to rail constructing because no such works have been performed in zambia since the days of KK.

    To my understanding Kavindele is in the business of sourcing for financiers whom he then partners with,(called venture capitalism),partners then bear the risk and are responsible for the technical expertise,i bet foreign in this case,Kavindele then gets a cut for bringing these guys some business,similar to what some what the likes Elias Mpondela did with phoniex contracters.

    If this was some muzungu,say Mac O’donell going on about this your likes would have been excited,POOR SOD!

  6. Give Kavindele a job please. Your single Dora Silly is simply thinking foreign companies are more competent than our own people. Even Zambia National Service can construct that short rail line. When are we going to promote our own people and stop jealous and envy?

  7. Its so sad to hear that locals are still being victimized when it comes to setting up businesses. I thought Kavindele was waiting for an EIA from the GRZ controlled Environmental Council of Zambia. How come they terminate his project yet they have been in govt for almost 20 years and no proper road has been done by the MMD. When are we going to promote our locals? I agree with # 8, Zambia Army, ZNS are trained in setting up mobilization routes for their war machinery and one of the methods is railway construction which the Zambia Army Mechanical Engineering division in Mufulira can do. They have shown that they can construct bridges and roads before and i bet they cant fail to do the job.

  8. Its so sad again how these fools are reacting to all things. Kavindele wants to help Zambia but Levy and Mulongoti are jealous. Where are we going? We need to build our nation. Making a rail to connect that province is part of our development. Why are we like this as Zambia when it comes to development? Is is that we are so cool living that under developed country? Go kavindele go. Lets build for the generation to come after us

  9. GRZ needs an integrated transport network stratagy. This involves road, rail, river & air. Mr Kavindele’s case is the question of who shouts the loudest. My understanding is that all copper mines lumwana included have signed long term contracts with road transporters without looking at adverse impact of these big tracks on our road network. And as business-man Enock need some numbers from mine to throw his into his business plan. If both mines and trackers are run by foreigners (white, Indian and Chinese) what chance does Kavi has. Zero!!. Hence the Need for Govmt to be neutral and not to be seen to aligned to one camp. Kavindele needs support from Govmt and other stakeholders (mines).

They fly to South Africa when they get sick as if we dont have doctors and nurses in zambia but when they reach there they still find zambia doctors and nurses working in those private hospitals. I guess we have competent zambians who can do the best job as long as they are given the opportunity and ecouraged, (what is UNZA and CBU for )its there to manufacture graduates who can work for our people. The people we mistrust back home they are the people performing wonders in other countries.

Mr Monk even you can do this job given all the approvals and support from Govmt. All you (Monk) need to do is to procure all the vital skills and services in Zambia or abroad. Let’s support our own people to embark on big project like this one. If the Govmt or some colleagues feel this is a ‘big’ project, let Kavindele and Govmt form a private-public-partnership (PPP) managed by Kavindele. This way Govmt may influence issues on this project in ‘public interest’.

  15. It is my conclusion that we Zambians are petty, small minded and vindictive. No wonder they use live bullets on students. If the government had good intentions they would have worked with EK to try and get this project off the ground. Unfortunately Levy and his underlings have been placing obstacles in Kavindele’s way all along, culminating in this announcement by the minister who, with due respect, is just being used. Now that they have knifed EK, they will probably invite their Chinese friends and name the railway line after Levy. This is why smart Zambians keep their money abroad – to protect it from these vindictive and hateful people.

  18. Kavindele is just an opportunist and to some extent disruptive. He jumps onto projects he cant finish hoping to be bought off.. Remember that building at Kabwe round about.. Woodgate etc. He has been fighting for GSM licence and since it has been issued he did not nothing..till CAZ re-advertised it.
    Come on guys..this Kavindele is just useless and we need to push these projects ahead. Kavindele was pushing the mine owners to put money in the Rail line..Let us be serious.

  19. The Kavindele issue is a reflective of Govmt attitude to ’empower’ Zambians in real sense. To #21 HK, Kavindele is a business man and can only commit to a prfittable venture. Kavindele has not asked monies from mines, but gurrantees that mines will use the railline once commission. I tell U we have many Zambians struggling with beauracratic red-tapes to get projects approved. When it come to foreign companies our Govmt officials runs around to have papers cleared in record times. We’re saying Zambians must be give preference like other countries do. In some countries even business plans on paper are sold for million US$. HK if you come-up with $100m project I expect GRZ to support you.

I salute him for persevering and wining ahard fought modification. Someone told me the same controversial land has been given to another developer(most likely foreign someone with data please comment)

He came to site and started selling imported Thai rice probably ordered from some wholesale in Lusaka. The is just a razor wire fence and 3 to 4 houses. No minister talks of revoking or enter re-issue whatever the legal jargon is

  31. It is clear that most bloggers on this site are essentially gropping in the dark. Soon after Levy got into office after the 2001 elections, there was a loud demonization of Kavindele by LPM. If only Zambians can have more memory to recall the issues of Kavindele’s embattlements with the oil issues then they would understand that LPM has never trusted Kavindele. neither do I trust Kavindele or LPM. These two people are all competitors for our public resources for themselves. This is why the Task Force is styled on LPM’s personal concepts instead of the parliament fashioning its operational sphere.

Sometime back, Kavindele reported that the rail project was in two phases: phase one would run from Chingola to Lumwana while phase two would be constructed in partnership with the Chinese and would run from Lumwana to Angola. [Zambia Daily Mail, sometime in March, 2008]. My hunch is these tricky Chinese have pushed him out of the whole deal…watch this space, more news coming soon to a blog near you, once I confirm my hunch…

I dont think that these two are competitors of public resources, rather the bedfellows differ on ideology as to how best our resources can be put to good use. The issue that irks mwanawasa is that kavindele would want a personal interest in every transaction conducted which as we know is not in line with levy’s principles even though he had him as his vice-president from 2001-2003. With the oil issues levy had a point it was government who initiated those projects and then this guy being the opportunist he is started courting controversy unnecessarily

What we ought to understand is that we dont want N/western to be controlled by one person as was the case with new york and rockefeller besides EK has just been granted a phone license and its fair to say that let him do one thing at a time he was given that railway contract a long time ago and upto now there has been no progress its only fair to suggest that he is being gluttonous.   42. Point of correction no.20 Waza Waza,actually EK has run down KB Davies Ltd in Chingola. The company is no more and workers stay for months without pay.The place looks very filfthy and all office windows are covered with cobwebs. Now how can he build a rail line?? Shame!!!

  43. I have a very low opinion of Dora Siliya, she says things without thinking through them, they have terminated the contract with kavindele, what next? Has it occured to her that the same problems (anchoring clients, financing) will be the same problems whoever they want to give this project to will face. Let the Government come in a tell the mining companies to make an undertaking that they railway line will be viable because they will use it before they start misdirecting themselves.

  46. It is clear that this GRZ has no “balls” to develop the country. If Kavindele is unable to construct the rail line, why not repossess Zambia Railways, reconfigure it so that it becomes a strong firm with strength to construct the railway line to NorthWest Province? Why is it that the MMD have no vision for a better Zambia with institutions and companies that we can call our own? Why is it that public companies are not seen as part of development of the country? China, India, US, Canada, etc all have public companies. It is clear to me that LPM and his economic hooligans are drank with private money.

  47. no.56 that is reckless talk, and talk u can only expect from a grade nine student zambia railways is functioning (with problems yes) however n/west rail was not in business at all. we have public companies and shares in private companies which are consolidated in a holdings company the name which i can’t remember but i will present it soon. how can u say this govt has no balls u talk as though u have this government by its balls and yet ur hands are not big enough. U cant compare zambia to ur above mentioned countries we are 3rd world for crying out loud how do u know maybe after u die that generation will conceive public companies zambia doesnt exist because u exist.
