Local Authority warns developers

Ndola City Council has warned all would be developers in the city to abide by Council approved boundaries failure to which they risked their buildings being demolished.

Council Spokesman Mr. Roy Kuseka told ZANIS in Ndola that the council would not hesitate to demolish any structure in the city that was not built in conformity with council guidelines.

Mr. Kuseka said he was saddened by the presence of some buildings in the city which were built to completion without leaving any space to the public road users thereby posing a danger to public health.

He said some buildings put the lives of the people occupying them in danger as they were being built so close to the roads.

He wondered how one named woman built her extension structure beyond her approved space into the road

Mr. Kuseka said the council will not hesitate to pull down such structures especially that they were posing a danger to public life.

He warned other developers who were making extensions to their buildings in residential areas even after buying houses from the council to seek advice from the local authority

He said council was mandated to ensure that city development was being done in line with the country planning act and certain pieces of legislation which were in place.

The council spokesperson added that the trend of people ignoring council approval before embarking on building works would only prove costly on their part .

Rules must be followed, people are quick to cry foul when such structures are demolished and yet they are the ones at fault.So dont demonise the council when such properties are demolished because the aboove report says some people encroach into roads, ”surerly?”they expect their wrong to go unpunished!I dont think so.

  3. The council has always advised people against building without permission.There are good reasons for that mainly, the designs must comply with Fire, Healthy and Safety standards. A structure has to cover a certain size say 30% of the plot size. This is good for air circulation and in case of fire, the firetender should easily have access around the building to srtop it from spreading to other buildings. The only problem with the local authority is they apply double standards.This story could be a typical case of hitting just the small fish. I know of sum1 in Itawa who used the rd tarmac as slab for his hse extn. Noting ever happened. Do u remember this story Ndola City council? A Mr Phiri?

  4. The question is where was the council when the builders started laying the foundation? Where was the council all this while till the builder finished his work? What manner of supervisory role does the biulding dept of our local councils play? These and many questions need answer. The buck stop with them not the developers coz they gave them the consent to build in the first place I reckon.

  5. The departments of City Planning and Engineering of Local Authorities has a leading role in seeing that cities develops in a desirable manner. It is surprising that in most cases, the developments we see coming up are actually submitted for approval and are approved by the councils. The question is what development vision do the council have and what are they doing to control developments in their areas. There is no need to complain after the buildings are complete and in use

  6. Where were you when they started building. I thought inspectors are supposed to be checking the progress of the buildings from time to time until they are completed.

  7. This Council rhetoric is not only familiar but is now stale. As many of you have observed here, surely a building structure is not just something one produces from the pocket in a matter of minutes, its a process, and one which is difficult to conceal. Where was the Council? Of course clamouring for tea and biscuits in those endless meetings of theirs that never yield anything apart from augmenting corruption.

    It is this Council that is very corrupt and allowing people to do all sorts of things.

  9. The state of building control in Zambia is a real joke. Some people think that they can implement changes by making statements from time to time. Statements like these arenot enough. People need to know for sure that if they build illigal structures, the structures will be pulled down – no exceptions. That way people will think twice before putting up illiegal buildings.
