Zambia to revise Deportation Act

Minister of Home Affairs Ronnie Shikapwasha has said the Immigration and Deportation Act will be revised to bring it in line with current business environment and ensure that is in harmony with other existing laws.

Shikapwasha said the current Immigration and Deportation Act chapter 123 of the laws of Zambia was perceived to have a negative impact on doing business in the country.

He said one of the major concerns was that the Act in its present form did not have transparent proceedures for processing permits and did not provide for the regulation of immigration consultants.

“Government appreciates the concern of the private sector that delivery of immigration services is cardinal in supporting investment and providing an ideal business environment in the country,” Shikapwasha said.

He said to this effect, the Department of Immigration had been part of the private sector development reform programme whose aim was to create a vibrant private sector and favourable environment for business promotion in the country.

Shikapwasha stressed that it was necessary to ensure that the Immigration Act was in harmony with other related pieces of legislation such as the Zambia Development Agency Act.

“This therefore calls for the review of the Immigration and Deportation Act in order to bring it in line with the current business environment and ensure that it is in harmony with other existing laws,” he stated.

He said apart from the business aspect, it was important to note that issues of immigration also bordered on security and that consequently, the proposed law should not just promote the business environment but also ensure that security considerations were taken on board.

  6. We have enough laws regarding immigration. What is lacking is the man power enforce these laws. What good will the new laws do if there will be no one to make sure they are at work?

It’s the Chinese and Indians and they pumped in a lot of millions of dollars in the mines that you failed to run due to incompetence. Today, no one walks with torn cloths as there are cheap alternatives. Besides, if u want the proper stuff, its also available, It just depends on the price you are willing to pay.

No. 12 The law of nature applys in every aspect of life. this people you are saying they are helping in economic recovery, it not true that they are helping no, it is the dictate of the prevailing enviroment where they are comming from. even here in zambia we have see it happening in the area of transport the routs which were considered to be not profitable people are going there whether the road is bad, he/she is trying to survive. even the chinese, indians are doing the same thing to survive.

We have Level 7 of chinese inverstors in zed. wen they come you give them tax free fuel, cheaper than avarege power tariffs. and they dont pay taxes on most things, yet you expect 3m pipo out of 10m of the population of zambia to foot the tax bill for the gov to run. they money that is made from copper sales doesent even to zambia what comes here is a small amount for operations you call you investment???   26. developed nations are focussing on immigration inflows in the light of global skills shortages with the baby boomers retiring and the zambian govt is focussing on deportations. when will this inward focussing end? we still make it extremely difficult for people to become naturalised zambians and therefore all the so called investors have a short term mindset with the ultimate aim of harvesting their investments completely.

  27. Interesting comments.Unrelated but somehow some similar news out of the UK is that a Zambian,Kanyata Mulenga(aged 26 or 33) has been found guilty of murdering a former world champion boxer Oyebola aged 46.
    The victim, Oyebola,a Door Bouncer was at a friend’s club when he spotted Mulenga & his friends smoking inside the club 3 weeks after the smoking ban came into force.He went over to ask Mulenga & others to stop smoking so a scuffle erupted after which Mulenga pulled out a pistol & short 4 times with 2 bullets catching Oyebola.
    Mulenga now faces a long jail sentence & if released deportation awaits the fool!

  28. #25 – princess in london. what do you want dual nationality for from a country that wants to “protect national interests”- presumably for the right to vote? You need to decide which nationality you will hold – the one that allows you easy access to any country or the one that requires that you carry bank statements, letters of support, tax receipts, medicals in order to get a short stay visa. If you want the right to buy land in zambia then simply buy an investment licence and you can do so and you will be better respected as an “investor”. Dual nationality is a long way coming baby.

  29. No 13. all we need is a good tax system and lets continue letting the chinese come as investors. The issue of safety is dependent on our mine safety and health inspectors. As a nation, our people are generally poor and cannot afford to venture into expensive projects such as mining. Hence, FDI through the chinese and indians should be encouraged. Your relative is better off getting hundred pin per month than being unemployed and begging you for money.

  35. #33 Torontian from Zed, thanks for that advise but every time I go to Zambia, they charge me £70 for a visa. Now that really hurts knowing i was born there and my family is still there. Apparently the British government have no problem with DN, the problem lies with my mother country Z which i love dearly. I visit at least twice a year and those £70 do add up.
