The Electoral Commission of Zambia (ECZ) has disclosed that it has met its targets with all logistics in place for the holding of the October 30th presidential polls.
ECZ Chairperson Justice Florence Mumba however said the ballot papers and other election materials are yet to be delivered to all the 72 districts throughout the country.
Speaking at a media briefing in Lusaka today, Ms. Mumba also said that the commission has been operating under pressure especially with accusations and suspicions from various stakeholders.
She however said that ECZ will continue to perform its duties within the provisions of the law despite the pressure from stakeholders.
Justice. Mumba said the commission also values the observations made by the stakeholders of the electoral process adding that ECZ remains open to address any concerns raised by the stakeholders.
And the ECZ Chairperson has also disclosed that the extra ballot papers will only be dispatched to polling stations in need of them with the consent of all the four participating political parties.
She said the decision follows consultations with the participating political parties that the extra 600 000 ballot papers will remain in the custody of the ECZ.
Justice Mumba has further said that the omitted registered voters in the 2006 voter’s register have been correctly captured in the voters register adding that all the participating political parties have been informed.
On the voting procedure during the October 30th polls Justice Mumba said all polling agents, monitors and observers will be able to observe the voting process and record the number of voters who will cast their votes.
She also explained that the announcement form for the election results for each polling station will be signed by the presiding officer and a polling agent from each of the four participating political parties.
Justice Mumba added that the polling agents and monitors will be obliged to sign the election results form and will each be given a copy for their records by the returning officer.
She also said that the results will be transmitted from the district centers in the presence of political party agents to the commission headquarters in Lusaka both electronically and by fax adding that the final election result will only be announced on receipt of all the results from the 150 constituencies in the country.

This ECZ Commission has been the most transparent ever in Zambia and Kudos to this woman so far and what she has put in place. All those who will lose should not blame rigging. Make sure you send you elections agents to all polling stations. We don’t want Kenyan or Zimbabwean style bloated coalition govts. Let show Africa how it is done. You lose just concede and hope for 2011 if you are below 70 and if not just retire.

May I remind the so called Chairperson that, this is as a result of ECZ’s careless and reckless conduct of elections in the past. How could they explain the difference in the No. of voters in Munali Const. Presidential votes were more than Parliamentary vote.
I dont trust this institute of GRZ, next time ECZ should not be allowed to conduct elections, just look at the number of partitions

The Electral Commission of Zambia is not transparent, thus the reason I wouldn’t waste my fuel and time to Q up and vote while the Commission has already determined the results.
E.g the commission went ahead to declaire the Late President as a winner while other polling stations had not completed the counting process. Their explanation from its director were that the uncounted votes were insignificant to affect the results. If some votes are insignificant why tell people to go and vote. Open up your eyes Zambians.
PF and UPND be alert on the electronically transmitted results this is where rigging will mostly take place the figures for RB will be manipulated and please demand for the release of rural results first.

I feel the ECZ chairperson should not even complain that the commission has been under pressure due to the accusations from stakeholders hence their work being made difficult. she should understand that the accusations are as a result of their(ECZ) carelessness and lack of doing its job. even a grade 5 knows that there is a party buying voters card, the lukuku’s issue is now even dead, the mealie meal & sugar is long gone without the ECZ doing anything about it. the use of government veicles for compaigns, pupils being forced to go and receive some leaders and many others are not being dealt with. How then do you expect stakeholders to keeep quiet. the elections are already unfair.

ECZ can we have results displayed at polling stations to allay any anormalies once transmitted as this is that time they occur. adequate lighting in all polloing stations these are days of transformers with your load shedding people just wait and see.
