A Human Resources Specialist with the Ministry of Health has been arrested by the Anti Corruption Commission (ACC) for theft of public funds totaling over K30 million.
Anti Corruption Commission (ACC) Public Relations Manager Timothy Moono confirmed to ZANIS in Lusaka today that Major Chirwa, 41, of plot 10045-1 Godfrey Kangwa Road in Lusaka’s Nyumba Yanga, and based at the Provincial Health Office in Lusaka, was arrested yesterday for one count of theft by public servant contrary to sections 272and 277 of the Penal Code Cap 87 of the Laws of Zambia.
Mr. Moono explained that particulars of the offence are that on dates unknown but between 1st November 2005 and 30th November 2005 at Lusaka in the Lusaka District of the Lusaka Province of the Republic of Zambia, Chirwa being a person employed in the public service as a Human Resource Management Specialist at the Central Board of Health, did steal a total of K39,280,110 cash from the government of the Republic of Zambia by purporting that he had paid out fuel refunds to various participants of the annual health worker’s meeting held from 10th November 2005 to 11th November 2005 when in fact not.
Chirwa has since been released on bond and will appear in court on 10th December 2008.

These ACC guys, looking so disgruntled and frustrared are so excited at persuing the small guys who are just victims of malice, and yet they have no where to start from in persuing the real big corrupt politicians. Its a shame really to be hearing of arrests of small monies. We need the big monies that politicians are busy plundering while you are looking.

This is really sad development in Zambia especially that we are busy fighting corruption yet others are busy being corrupt in the same Govt. I even wonder why it takes the Anti Corruption Commission so long to discover all these thefts. The case will also take ages before the guy is convicted. Its really a shame coz these people let us down too much. Shame on Chirwa!

This is interesting. Chirwa is innocent until proven guilty by the courts of law.
However, I think we have a weak accounting system that requires to be helped in my country Zambia. There is no discipline regarding the behaviour of people. What pride is in stealing or insulting?

just as well, Major. the Government refused to apply the law when Central Board of Health was disolved. They insisted that Contracts of former CBoH employees would continue running after disolution. Run with Who? And how? All the Government tried to run away from was paying peoples heft benefits. at least Major you paid yourself. But todate, the Government and Ministry has refused to give people their entitlements due after disolution. what a shame, that the Government can not follow the law. the Lawyer a Malupenga was paid billions for representing the employees yet the employees have never been paid. Big kabwalalas!
