While the government is trying hard to fight corruption, sports organizations such as the National Olympic Committee of Zambia (NOCZ) still have an enormous task of fighting corruption ahead of them. For a long time now, reports have indicated that some NOCZ members have been found wanting and they have been left without external investigation from bodies such as the Anti Corruption Commission of Zambia.
The allegation story of NOCZ committee member Chenda Chilufya’s involvement in misapplying of funds during the 2006 Melbourne Commonwealth Games shows how a “game of chance” is played at the NOCZ. This is not the first time Zambians are hearing stories of theft at the NOCZ office. There is strong evidence that in the past, some NOCZ members misappropriated funds and have never been jailed or questioned. Some members have also allegedly taken their wives, children and family members at the expense of athletes during Olympic Games since the 1980s. Their cases just went quiet.
We can not allow a situation where local and foreign based athletes are treated with no respect at the expense of traveling family members. As Zambians we need to fight for people like Amon Simutowe, the Nachula sisters and Easter Phiri, who are working so hard to be where they are now. Mirriam Moyo, the NOCZ president, who has been given the mandate to help develop sport in Zambia should understand the challenges all sports associations are going through now.
She must know very well how tough 2008 was for Zambia Basketball Association (ZBA) to hold the zone 6 club championship. ZBA had to pay for a playing surface from Zimbabwe due to a poor playing surface at the National Sports Development Centre (NASDEC). The Football Association of Zambia sent a team by bus to Namibia. The boys slept in the bus when they arrived in Windhoek. The Netball Association of Zambia has been struggling for more than ten years now to organize a proper league and to send a team to any major competition compared to the consistent Malawi national netball team which did very well at the last Commonwealth Games in Melbourne. There are many examples I can give but my point is that such funds could help struggling sports associations or help prepare athletes before they are sent to compete.
We can not remain quiet for a long time and watch our sports structures go down and then blame the government. We all know how such actions have lead to the collapse of national sports associations and yet we still want to hold the 2011 All Africa Games, and we still want to send athletes for major international competitions. We want to hold you (Mirriam Moyo) accountable when you send athletes and assure the nation that our athletes are well prepared and that medals will be won. We can not continue blaming associations when athletes are knocked out in the first round of the competition when you have not set up a minimum qualification standard for each sports code before they are allowed to travel.
For your own information Moyo, the IOC president, Jacques Rogge’s past speeches call for transparency, clean procedures, fair play and honest leadership from all its members. Chilufya must not just be dropped without explaining to the nation why he has been dropped when allegations of mismanagement of funds have been raised. Is this going to be another “NOCZ cold case”? You must by all means begin to put Chilufya on criminal defense. The NOCZ must also explain how they used funds (US$ 100, 0000) allocated to train athletes in 2006 for Delhi games.

Looks like our sports problems are more than just the effects of privatization. Looks like this Mr Edgar Musonda has some inside information and I have also head of Elias Mpondela misappropriating funds.Looks like these sports administrators are never held to account. Only Teddy Mulonga has been been held to account as far as I know on that CAF saga in ..can’t remember the year

This story should have bn published sometime back and not now.The author has not brought on board any new case,he is talking abt 2006 when we r in 2009.This kind of reporting does not help us at all coz i think most of the culprits are nolonger in NOCZ.We need to improve on our reporting as wel.

Guys there is a Nyanja saying which goes like this: Mulandu su uwola. Meaning a case does not rot. If these guys were not prosecuted back in 2006 and the evidence was there, then they can be prosecuted now. I think Chiluba’s case were committed longer than this and we are still on his case and in another thread the govt has the guts to even say they are happy with the pace..my foot

Action speaks louder than words. We are tired of hearing this and that, without taking the necessary action against the culprits. After a few months, we all know that, this will be a dead issue. It will only refurface again after the olympic games,whenever they will be held.

Sports association leaders have been chewing money for a long time now. This is very rampant in the so called minor sports (such as Chess, netball, athletics,and others) because the officials know that few will complain and ofcourse there will be few listening ears as compared to misapplication of funds for the chipolopolo boys. As Zambians we should demand accountability from president RB to a street kid or adult (all levels). The fight against corruption should not be left to govt alone (thats why they do it selectively), it should be a Zambian battle by the Zambians for Zambia.

I was in Kitwe this festive season for christmass and I was appalled by what I saw concerning the state of the roads in residential areas. I know the local council cannot afford tar (which they can if they are serious), but at least just grade the roads for people to drive their cars from place to place. Honestly how can a country like ours take years and years just to include a 50 + 1 % Presidential vote. How does a country like ours afford sell all that it had for a song. The other day I was reading about Nigeria privatising one of its companies for not less than US$ 1 billion, while we were busy giving away ZCCM Luanshya division for a song. If you were to travel to Copperbelt you might think that maybe you are in a war zone.:((

Surely and seriously somebody do something about our once sparkling copperbelt province.We dont need miracles from our leaders, all we need is commitment and political will from politicians. Not only is our economy a sinking Titanic but the leaders elected as well. They cannot come up with a good plan to solve problems instead they are creating more problems. All walks of life has been affected becoz of our govt. Our country was better off before independence than now.Our leaders are a shame to the society!! [-(
Zambia has no specific policy on sport and issues related to managing it. The problems of corruption have been in sport since the bloody eighties and no administration has set out logical and strategic guidelines to sustain the delivery of sport. The people running ‘Sports’ bodies have been in office for donkeys years yet we expect change. The only solution should be to dissolve these bodies and adopt a system that will be transparent/accountable. ‘The Zambia institute of Sport’ for instance. Such a body could oversee all sports bodies in relation to funds, training etc. We need a system that can monitor progress,evaluate and implement initiatives that work. :-w
#81, Thats what we need to do. Revisit our sports policy and see where there are gaps. Most countries do that on a regular basis and that helps them to keep pace with other countries aiming to be the best in the world. I hope the National Sports council elections will help bring change. Good thinking # 81.
#30. I think LT is not late to report now. The story is quiet new in Zambia. It is only on Friday that Chenda Chilufya was dropped by Moyo and it is only last month that NOCZ found out that funds well not well spent.
# 9. I agree with # 83. LT is just reporting on what has just been said. I was in Zambia last week and this story was on. Well done LT. We need to highlight challenges in Zambian sport and bring in forward thinking people.
The first Performance appraisal on this Govt by the Zambian people will be held on 1st Feb 09 based on the 3 months probation period.The second performance appraisal will be held 1st May 09 based on the 6 months probation period afterwhich the Zambian people will decide based on the outcome whether to ask them to resign honourably or if the performance is positive then a yearly performance appraisal will be conducted on 1st November of each year until the elections in 2011.This will apply to every Govt that will ever rule Zambia.LT please come up with topics relevant to these assessments on the due date to give an opportunity to Zambians to fairly & objectively assess the Govt.
We have wrong sport polices, visionless and corrupt sports leaders who expect of athletes what they don’t expect of themselves. Lets send an official letter to the Presisent so that a Task force on corruption and visit Moyo and her type. Good observatiosn Ba Muzo
