ZCC nods government duty hike on fuel

The Zambia Competition Commission (ZCC) has welcomed government decision to hike duty on fuel from five percent to 25 percent.

ZCC Executive Director Thula Kaira said the move is necessary in protecting the energy sector which is key for the development of the country.

He explained that government should always be there to protect the local industries if the nation is to see growth in different sectors of the economy.

Mr. Kaira told ZANIS in an interview in Lusaka that Indeni oil Refinery Company and TAZAMA pipeline Limited are capable of producing enough fuel to supply the local market demand.

“Indeni is very capable of supplying oil that can be enough for the local market.” he said.

He explained that there is no need for Oil Marketing Companies (OMC) to import fuel when there are companies within the country that produces the some commodity.

He noted that OMCs can only import fuel when there are not enough stocks to meet the local demand.

“OMC should only think of buying fuel abroad when Indeni and TAZAMA do not have sufficient stocks.” he said.

He said Indeni and TAZAMA plays an important role towards the development of the energy sector, hence the need to promote the companies by buying all the oil products in the country.

The ZCC Executive Director pointed out that people in the energy sector should develop the mentality of ensuring that they utilize what is in the refinery reservoirs before thinking of importing it from some way else.

Mr. Kaira observed that government has been facing a lot of challenges in producing fuels that ends up in reservoirs and does not save its intended purpose.

He has further challenged OMC in the country to embrace the decision and help government develop the energy sector.

Last week Government increased duty on fuel from five percent to 25 percent saying the decision is aimed at discouraging dealers from importing finished petroleum products but buy fuel from TAZAMA and Indeni and prevent them from collapsing.

  10. I only hope that this will not trigger fuel pump increases.In most countries a litre is less than a dollar but why is it so expensive pa ZED.

The first Performance appraisal on this Govt by the Zambian people will be held on 1st Feb 09 based on the 3 months probation period.The second performance appraisal will be held 1st May 09 based on the 6 months probation period afterwhich the Zambian people will decide based on the outcome whether to ask them to resign honourably or if the performance is positive then a yearly performance appraisal will be conducted on 1st November of each year until the elections in 2011.This will apply to every Govt that will ever rule Zambia.LT please come up with topics relevant to these assessments on the due date to give an opportunity to Zambians to fairly & objectively assess the Govt.

  13. Am a big fan of be Zambian buy Zambian but I’ve been let down too many times. How Zambian am I supposed to be? Okey fuel, Zambian or not I will still buy but at what cost?

  14. This is a fantastic move by govt in order to protect the local industry (Indeni).
    This should be the same about many other areas of our economy. We should do the same about cheap goods from south africa; why should we import vegetables from South Africa when we have plenty here. why should we import fresh milk from RSA when we have plenty here.
    So for some goods we need to simply raise import tax to hinder their impotation so that we can ecourage growth of our local firms. For some other goods we simply need to burn them, eg. why should we import tooth picks from China and other countries instaed of making our own. I can assure you that even street kids if helped can produce tooth picks.

  15. You guys have no idea. Fuel at less than $2 is very good price for a nation that does not reserves and has only one refinery built by KK. Friends Zed needs another pipeline from say the Eastern board West Africa offshore or Brazil Pre-salt oil.

    We also need another refinery more central say around the Mazabuka/Kafue area close to power and good water supply.

    Good planning is needed. Indeni is more than capable of meeting Zed’s energy needs but who owns it? Total, an OMC more likely to benefit from imported refined products than Indeni refining Middle East Oil (Iranian/Iraqi I suspect – where no Multinationals operate)

  16. I heard that fuel in Botswana is around 3.200 Kwacha per litre. So we are still paying way to much here in Zambia! And I believe with the OMC’s not being able to import finished product we will have queues in due time again because INDENI will shut down again for maintenance work sooner or later.
