Teta accuses Sata over LCC budget approval

Local Government and Housing Minister Benny Tetamanshimba has accused Patriotic Front (PF) Councillors of infringing on the rights of Lusaka citizens by refusing to approve the K154 billion Lusaka City Council 2009 budget.

The Minister said he will next week make a final decision on the alleged disapproved LCC budget.

Mr. Tetamanshimba pledged to defend, protect and improve the welfare of Lusaka residents against water borne diseases such as cholera as well as improving sanitation in the City.

Mr. Tetamanshimba was speaking to ZANIS in an interview in Lusaka today.

Lusaka City Council is run by PF civil leaders allegedly refused to approve the budget for the local authority.

“PF Councillors are selfish and I know its their party president Mr. Sata who instructed them not to approve the K154 billion council budget,” Mr. Tetamanshimba lamented.

last month Local Government and Housing Minister appealed to all Local Authorities in the country to present their annual budgets to his office for approval.

  2. These councillors should explain why they are refusing to approve the budget because these people are suppose to act above partisan politics.

  3. :(:( its sad to have Cutmashimba as a minister. the muntu is very illiterate. ku six clocko alabwafya. Look this is no a jungle or MMD where you just bosa bo bo bo and they clap. we are a party of laws not of kaponyas. we lead by laws. we refused as PF to attain to this issue for two reasons. 1. the meeting needs not less than 24hours notification to convene. 2. we first need a chairperson the new mayor to chair according to the policy. now listen and stop gathering sympath eyo tawakamone. we agreed to meet again and do according to the law or policy. the budget will be passed but we are the ones to control it. you will not come to dictate your work is national not lusaka mayor forget:d/:d/:d/:d/:d/:d/:d/

  5. if what is in the budget does not present the interest of the people,PF Councillors have the right to disapprove the budget.otherwise Teta would want to benefit from this budget.

  6. Teta is just a black skull of modern politics. If you ask why did the Councillors refuse this K145Billion? The ans is simple, this will not help achieve any meanful purpose to alleviate problems facing Lusaka. Teta needs to learn to work in bi partisan way and if he wants to dictate he will be a failure. Masebo was intelligent and used her beauty to charm PF Councillors. MMD is toothless and brainless. No wonder we find ourselves in shambles.

  9. Maybe the budget does not represent the interest of Lusaka residents besides does the local housing n government only include lusaka? what budgets to other cities have? The government should improve water and sanitation in other cities sha! where the water that serves lusaka is coming from they don’t have proper resources..No wonder lusaka is overcrowded diversify away from lusaka.

    But i supect its cheap politics at play here.

  16. This Teta/ PF madness is making me sick. Why cant these guys put politics aside and concentrate on developing Lusaka. Are we going to continue talking about politics throughout at the expense of development? These animals must agree on something, and very soon, and move with work. Challenging each other will not help

  17. #33 Please read #23. The council has NO mayor and as much as folks cried about electing RB the PF would like the same sambalance of order by having a Mayor. What is so hard about that? Teta is just being naive and antagonistic. His arrogance and lack of willingness to work with fellow elected leader show how inmature he is as a leader. Maybe this explains why LPM marginalized him when he realized that he had give power to a lout.

  19. Teta…what is the problem. You have stopped council to ellect mayors but you want them to approve the budgets. Under whose authoritY??? Teta please we are begging you to start thinking normally. You want your freinds(former mayors) to continue sitting on the NCC why??..Their term is over so the new mayors will take over at the NCC.

  20. It would be helpful if someone could please explian why the PF councillors have refused to approve the budget and also background on this issue, so I can then make an informed comment!

  21. To understand how PF would run gov if Sata was prez, look at rebel MPs saga and then look at how councils they are in charge run. I think we still don’t have a mayor in Lusaka after 2 have been forced out. It seems the only work they do is shuffling their staff.

  22. What were the reasons for refusing to approve the budget. The reader of this article needs more information to make a decision.
