President Banda calls for action on AG’s report

President Rupiah Banda has advised controlling officers to take note of irregularities reported in the Auditor General’s report and ensure that measures are taken to bring the culprits to book.

Speaking when he officially opened the Auditor Generals’ building in Kasama today which was built at a cost of K2.6billion , Mr. Banda said those found wanting should be dealt with accordingly..

President Banda said there is need to make sure that corruption in government institutions is wiped out.

Mr Banda said the opening up of the Auditor Generals offices is an illustration of his administration’s resolve to promote good governance, accountability and transparency.

Mr Banda said on account of his commitment, government supports institutions such as the office of the Auditor General and other agencies in the government that promote accountability and transparency in the utilization of public resources.

He pointed out that a strengthened Audit function of government is important in that it assists in enhancing accountability for public resources.

Mr Banda said it is therefore imperative to have a strong , objective and technically competent office of the Auditor general.

He said government within the overall Public Expenditure Management and Financial Accountability Reforms (PENFAR), committed itself to enhancing the institutional capability of the office of the Auditor general.

Mr Banda said government’s political will to improve the governance of the country and the implementation of various reforms have necessitated the work of the office of the auditor general to be acknowledged by the international community.

And speaking earlier Auditor General Anna Chifungula commended government for providing an enabling environment which has enabled her office to effectively execute its duty of ensuring accountability prevails on the expenditure of public resources.

Mrs. Chifungula said the expanded logistical support to her office has improved its performance .

She however said her office face a number of challenges which include staff recruitment for provincial and district offices because the new recruits were reluctant to be posted to the new offices.

She added that the retention of highly qualified auditors is another challenge that her office is facing.

Finance and National Planning Deputy Minister Chileshe Kapwepwe said the construction of the Auditor General building is a measure of government’s commitment to the fight against corruption.

Ms Kapwepwe said government will offer all necessary support to institutions of good governance.

She said the Auditor General office will receive priority from the ministry of Finance as the office assist government to account for public resources .

Northern Province Minister Charles Shawa said the provincial administration was extremely happy that the AG has established itself in the province.

  2. I am afraid this is just publicity and the report will be disregarded, Mr president you have undermined the Task Force by saying you think they talk long to conclude the cases. There is a backlog of court cases against this government that have gone under the bridge. My point is, what will you do about it, we know cases are takjing almost 5 years to conclude by which time, yourself will no longer be the president and the momentum would have been lost. prime example chiluba and his disciples !

For the first time and probably the last time i will try and give RB some benefit of doubt on an understanding that he doesn’t kick me in my teeth and go back to his old ways of corruption and defending the corrupt. RB dont forget that some of us where weaned off in MWAMUKOLO and know nothing else but ICIBWATO so don’t take my one-off support for you for granted, it can be withdrawn anytime without a second thought.

    Its interesting to note that whereas the Auditor General’s office has continued to expose irreguralities (especially in govt dept) , we are rarely (if any) seeing any action taken against the so called culprits. Can someone tell me what this means? At this rate, would it be wrong then to say that the AG’s office is irrelevant? I mean, whats the point of the office if all we get are stories and no action?:-?

At a time when zambians are eager to fight this beast called corruption.Someone calling himself”SomeOfUs” is daring Zambians to consider the benefits of corruption.This is retrogressive especially that even a pre-scholar knows the benefits of corruption which are unfortunately negative.#33,here are some of them:retarded economic growth,poor social infrastructure(shcools,hospitals,transport etc),the widenig of the gap between the poor and rich,hey,the list is endless.So as a Zambian positve thinking is a prerequisite and stay well in SA coz i hear there is Xenophobia.

Am glad we are going in the right direction,a long time ago,the Office of the AG was just ”an office” but in the last few years it has been instrumental in bringing to light irregularities in the operations of the govt.The office now has well trained & dedicated officers in all provinces,it’s been decentralised therefore operations are smooth & efficient.
    The AG does his job to report on findings,it’s up to the relevant authorities in the judiciary to act,it doesn’t matter how long it has taken for plunderers to face justice but we definately can see the efficiency & the power of the AG’s office so well done for letting people know this office exists & works.

  24. the acc should pick up issues of corruption from the AG’s report. controlling offices have failed to discpline these guys and sometimes they are also involved as they approve these payment. the recent arrest of former PSs and other high ranking officers is a clear testimony to this

  25. Accountability in Zambia will be meaningful only when we Zambians participate. Participation would mean us demanding for the information and requesting responsible offices to act on them.

    The President has been singing that alot of money was spent during the funeral of LPM. Can someone from the government please provide that information to Zambians? It would be great to have it in print!

  27. Zambia is currently changing the passports. There is always a big crowd at the Passport Office. One day I found a police woman counting money and having some forms. I asked her whether it was her responsibility to hold the money. All I was answered was that she was assisting someone because the cashier had closed.

    The system there is rotten. There is need to have an overhaul of staff. It will be wise to rotate the Police officers so that they do not become familiar with the situation.

  28. While still at it, the mind sets of Zambians have changed for the worst, I believe because of corruption. Everyone is looking for money. How they get it, is nobody’s bees wax. The talk is sweet but highly contagious and one needs to be careful at all times, relative or no relative. Streetism has penetrated at individual and institutional levels, educated or uneducated. What’s worse is that those who are educated, are using their education to perpetrate their evil and they say they are smart. Whistle blowing, behind the scenes wickedness is the inthing. Change of mindsets should be priority number one for any President, but this has to begin by uprooting the root cause.

  29. The use of the Task Force is painstakingly expensive and moreso that the cases are dragging. I do not know how much mandate they have to prosecute as it was formed by the President. But this was not taken to Parliament for ratification so that it is formed by an Act of Parliament like the ACC, Police and other institutions. It seems there is a technical error here. Why can’t the government dissolve the Task Force and continue using the ACC, Police, AG etc? What are your views friends?

  30. JM, I am not a constitutional expert and do not know the nitty gritties of the Zambian constitution but what about EXECUTIVE POWERS, are they not enshrined in it? Since the late also dissolved the PHI as an illegal entity, perhaps your point is valid. What I understand is that when a president makes pronouncements on certain critical national issues, those pronouncements can be gazetted as law. The dragging of cases as I believe is political. How could the late send someone who woke him up at midnight to go to statehouse to prison? Now, we need to speed up by setting up special court sessions that will go on everyday for two or three months until the cases are disposed of as in the case of OJ Simpson and his criminal trial, remember Allan Marshal, Late John Cockran, the dream team etc. Thats what we need and we should push for that if we are true patriots.

  34. Kudos should really go to the lady at the helm of fighting this scourge called corruption.
    The AG is doing a very recommendable job and difficult circumstances,i wish Kalale and his tendem of crooks can take a leaf of advise from her!! these politicians can noty be expected to investigate themselves RB inclusive,just see how he has handled the Chungu case and you will shudder with fear of what will befall Zambia after three years.

  37. #59, thats not true. Whats happening in Zambia is not capitalism neither is it democracy, its shear insanity. Many of the tenets of democracy upon which you would expect to butress capitalism are totally absent in Zambia. For instance, you can not be a democracy in the midst of poverty, external threas such as those from neighbouring Zimbabwe, internal political instability not necessarily peace etc. Corruption is not synonymous with capitalism unless you do not understand the origin of capitalism and its principles. Capitalism revolves around an equitable distribution of part of the wealth created and owned by a few amongst the havenots. Not everyone should be excessively rich

  38. just talking will not fight corruption,mr banda himself must stop corruption then others will follow and it will be easier for him to fight corruption.But as thngs stand I fully doubt his ability to do that.just recall what happened during the elections,do you think he can change from that,maybe who knows.
