Zambian with dual citizenship arrested

The Immigration department yesterday arrested a British national of Zambian origin at Chirundu Border post for failing to pay for visa fees to enter Zimbabwe.

Immigration Department Public Relations Officer, Mulako Mbangweta who identified the offender as Martin Nkandu 28 said Mr. Nkandu later attempted to cross into Zimbabwe after he was denied entry for failure to pay the visa fee to enter that country.

She said Mr. Nkandu was later discovered to have dual citizenship which is currently forbidden under the Zambian laws after he was found with a green national registration card which he had not surrendered earlier after obtaining British citizenship.

Ms. Mbangweta said the immigration officials at the border post have since withdrawn the green national registration card from Mr. Nkandu.

Ms. Mbangweta said another British national was also arrested in a separate incident after he was found working for a named company as a workshop manager when he had obtained a permit to work as an agriculture system specialist at a named farm in Lusaka.

She said the offender Dominic Bedward John 42 has since been fined a total of K1 million kwacha for the offense while the named company he worked for has also been fined the same amount for allowing him to work without an appropriate permit.

Meanwhile, the Immigration Department Spokesperson has reiterated that it will not allow any Zambian wishing to travel outside the country with the old passport after February this year which government set as a deadline to stop using the old passport copies.

She has urged Zambians wishing to travel out of the country to ensure they apply for the new passport books which government introduced last year.

The Immigration Department also has warned of stern action against foreign nationals engaging in illegal door to door trading in residential areas.

MS Mulako Mbangweta, said the department has noted with displeasure reports of some foreigners from a named country, who are selling various merchandise in some residential areas in Lusaka.

Ms Mbangweta told ZANIS in Lusaka today that it was illegal for the foreign nationals to engage in trading activities because the department did not issue them with permits to trade in the country.

She pointed out that the department only issue permits to foreign nationals looking for investment opportunities and not to trade illegally in the country.

Ms Mbagweta has disclosed that the department has since deported five Egyptian nationals to their country of origin after they were arrested for illegal trade while four others were still in detention.

She has urged Zambians to desist from buying merchandise from such traders because it will encourage them to continue the illegal trade adding that people should instead report offenders to the department.

Ms Mbangweta said her department will not relent in arresting any foreign national engaging in illegal trade and described the practice as abuse of the country’s renowned hospitality to foreign nationals .

She said the department is on the alert and has since intensified patrols to arrest illegal traders of foreign nationals.

  1. Ms Mbangweta only mentioned Zambians travelling outside the country. Are Zambians who are outside the country allowed to travel back using their old passports? I have been trying to get a new passport via the embassy in the USA but it is such a drag- I dont have the energy and credit to do.

    I think there was a lot of poor planning regarding issuing of new passports.Not everyone will manage to obtain them by end of Feb(esp with the embassy’s attitude). I was informed i need to send my old passport to Zed, but my visa n work permit is stamped in there elo ma offica yama boma aya hell no…

  4. Why doesn’t Zambia allow dual citizenship? I don’t see any negative impact dual citizenship would bring. If anything I think it has more positive benefits as it would allow individuals to identify themselves with different countries.

  5. I hope this serves as a warning to all dual citizenship aspirants. Nothing wrong with having a foreign passport but if the law requires you to surrender your renounced documents, please comply.

  6. Does anyone know how the Dual Citizenship Constitution petition has gone? I do not see anything wrong with dual nationality, once legalised in Zambia. Obviously for Mr. Nkandu to try and enter Zimbabwe with no Visa was inviting trouble.

    The fact that he has dual Nationality, should have just triggered an effort from Zambian immigration for Mr. Nkandu to declare which citizenship he wanted to keep. Imprisoning him, will send a lot of shivers in the diaspora !!! I agree with #1 Nine Chale,…the Headline scares a lot in the diaspora !!!!

  8. Its because of poverty which has griped the nation, and first class recognition.E.g most people in Diaspora are not decided whether to come back home or stay wherever they are. Even if they were to come, where are they going to start from? there are no Jobs, Standards of living have gone high, business minded people are uncertain whether they will make it in business and are scared to invest their hard erned money. thats the reason why, most have resorted to dual citezenship. if it doesnt work in Zambia,they try their adopted countries.

    It may appear like a likely solution to many of our woes, but I see huge regrets in hindsight if it is to become legal. If you are too sKeptical about returning home, assume your new countries nationality chapwa. You can still always visit home.

So, it’s a case of leave things alone – you “foreigners” are not entitled and as a result the country remains UNDERdeveloped.   28. Zambia is one of the few couries in the world that has no respect for human resources, how can you disown your own people just because they have other passports. People get dual citizenship becase they don’t want to be paying visa fees every time they go on holidays while living overseas not because they don’t like being Zambian. Just how in the world do you expect to develop your country when you disown your own. Some of the children born to people living abroad will be great leaders of Zambia in different areas not just politics. Every government of the developed world has a primary aim of protecting and empowering their own but in Africa it is a different story, what a shame.

  30. I hear that some of our new leaders have children who have confirmed US / UK / or other citizenship. Zambia only needs to change the law and all will benefit including these leaders. However, these leaders as well are secretly letting their children have dual national passports when the laws of Zambia currently forbid it.

  32. Good job Ms Mulako Mbangweta. Please, keep it up. We see a lot of police and immigration officials doing such work in countries we travel through and so it is about time Zambia also dealt with the foreigners according to our laws.

    On the Zambian with dual Citizenship, Martin Nkandu, 28, please allow him to choose which Nationality he needs to keep. Otherwise, I am also considering taking up another Citizenship since I seem to be in trouble getting a New Passport while I need to continue travelling in different countries to perform my activities as a Space Physicist.

Okay folks,if you have dual citizenship,you can keep two passports so long as when you travel to Zambia both passports(NRC) are not in your possession at the same time.As for the new passports,yes the Zambian Govt is ass backwards on this,If you have a collection of Visas in one passport,staple/carry that passport with the new one.Immigration in the States/Canada/UK/EU will not give you any headaches so long as you have a valid visa and a valid passport Eg.you can have a valid visa in an old passport,so long as you also have the new passport with you,or you can have a valid visa in the new passport.It is time for Dual Citizenship.

    We’re not disputing the freedom or right to become a citizen of another country, just abide by the law & surrender your Zambian passport.
    I’m pretty sure that Obama has no Kenyan passport, just like Arnie Schwarzenegger no longer has an Austrian one. There are plenty countries in the world, and no one is being forced to retain Zambian citizenship here. You can’t have it both ways.

  51. the problem with the passport office is that it has been short-changing people. by as late as august these corrupt chaps were giving people old passports. caribbean babe, the embassy should not mislead you intyo sending your passport to lusaka. the best they could have said is you sneding certified copies. it shows how ignorant our diplomatic staff are.

    Free advice. Dont temper to send your passport to Zambia. You will be looked up by the Bahamas govt, because you passport will be lost with the visa in it my friend. You see, you have a Bahamas Visa, which allows you to be in Bahamas for a period, its not the Zambian passport allowing u to stay in Bahamas.
    In my view, as long as your visa is valid, you can be wherever you are even with old passport, and go back home and surrender you old passport with the expired visa at Lusaka Int, Airport, but the issue comes in when your visa expires and you still want be where you are, because now you will need a new passport being talked about to get the visa.

If you are renewing your passport, got a lawyer to notarize copies of your current passport, and send those copies along with your application forms. The tricky thing about being in the Bahamas is you need a valid passport to maintain your work permit.

Nothing strange really,i know of many friends & relatives who have renounced their Zambian citizenship & when they visit Zambia are always in trouble when they overstay by even a day.As long as your surname remains a Zambian one after renouncing citizenship,Zambian Immigration authorities will give you hell,it may look like it’s for fun but they simply do their job.I still feel our govt should have allowed dual citizenship,i don’t understand the reasons behind their banning of dual citizenship but if they have valid reasons benefitial to our country then we should support them by all means.

  70. Zambians, more than 5 years ago, the world bank said that the money sent to the African countries by the African diaspora was far more than the money it lends to the African countries. Based on this information the Ugandan government engaged in a constructive dialog with its diaspora and a dual nationality was allowed for the Ugandan diaspora. What is the Zambians government doing? Scared of the diaspora? The Ugandan government has asked the diaspora to stay abroad and keep investing and sending money back home. This is what we call a government, not this bunch of Zambian party goers and selfish politicians.

  72. The points certain contributers are raising make it seem as if dual citizenship is the ultimate panacea or elixir for all of Zambias woes.. I beg to differ.There’s nothing wrong with assuming another countrys citizenship(in fat that is many peoples goal even when still in Zed).The issue is if whatever leads you to “change” your nationality is so gliterred and golden, why would you still want to hang onto you Zambian citizenship? They would still be many ways you can contribute to Zambias well being(if you want to). What drops my chin with shock, is the ‘arrested and passport withdrawn’ as the only punishment for such a deed? Ho much of a deterrent is that for anyone who has dual citizenship. The breach of duo citizenship is a grey area and judging by the punishment given, perhaps the logical thing is to allow dual citizenship anyway. Secondly because of the logistics involved in the passport fiasco, it will be insanity to stick by the February deadline, IMO at least another 2 years will be more realistic, considering the costs, inconvenience and time it will take to change the said passports. But critical thinking about choice reveals variables that can be based on personal circumstances. Although the issue dwells on investment, marriage/children with mixed parentage becomes problematic. What about guys like Katanga governor, Moses Katumbi, at one time we were told he was Zedian only to see him switching nationalities? Also we have Matthews Papa Kamwashi and Mwamba (footballers) who at one time even played and scored goals for Zambia 11.
