Katele Kalumba’s concerns

Government’s failure to tar the Kashikishi -Luwingu road has unsettled Chienge Member of Parliament Katele Kalumba.

Dr. Kalumba has also expressed concern on Government’s failure to release the 23 billion kwacha meant for road rehabilitation works in Luapula Province.

The MP expressed surprise at why the central treasury has not disbursed the funds in question to the region when it was budgeted for.

Dr. Kalumba who is also MMD National Secretary said this Wednesday when Luapula province Minister Boniface Kawimbe met civic leaders.

The lawmaker says roads in the region are impassable and this has affected the transportation of agricultural produce to the market place.

  1. At least PF has a campaign issue to take to Luapula concerning the under development of Luapula by ka Chiluba and the fake promises by nyamaSoya. At least LPM build Chembe or Sorry LPM Bridge. all turn coat PF MP’s in luapula will loose the By elections for failing to push for development. They were pre -occupied with fighting Mr. Sata for nothing. they will be taught a lesson.

  2. This is why tourism in Luapula can not progress. Simple things like an untarred road makes it difficult for people to get around. What ever happened to the air strip in Mansa? Why isn’t that functioning? Livingstone and Mfuwe aren’t the only cornerstones of tourism! :-w

  5. Yes. Having budgeted for that project is possible. But it is the issue of implementation. This requires the Project Manager who is Katele and other Project Staff (the community) to find out from the Finance Manager (Ministry of Finance) whether they can go ahead with the implementantion on an activity.

    So Katele should know as a lawmaker from what sources they are financing the road. Let him explain to the people that he has failed them as he is not following up matters for his constituency

    This road has remained untarred for a long time. Maybe the MP is not doing enough especially now that he is raising the alarm towards the end of the country’s financial year.Katele knows too well how difficult it is for govt to release funds around this time despite the project being budgeted for.

    Let someone else takeover the leadership in Chienge maybe things will change for the better.

  19. the man is so right. Its time that luapula was considered again for developmental projects. I think the problem we have is that the gvt tends to over-concentrate on particular parts of the country at each particular time. i mean under FTJ luapula had the best roads in the country and now i think the road to mongu is the best.

  23. He wants the MMD presidency and he thinks we have forgotten that he is a witch. How cheap can one get when he has been an MP for that area for 17years. The thief is just playing on people’s minds. Why can’t RB just tell him to shut up just like Levy Mwanawasa used to tell him and I quote: ‘Just shut up, you are the same people who were misleading Chiluba’! Levy was straight brave and very logical but people never understood him. Now Katele is talking, could he do it when Levy was alive?

  28. Katele, this guy with his blood uncle Chiluba have a lot of cases to answer for. The treasury has no money because of them. How Katele, Chiluba and Mwanawasa put the Zambian Oil sector in their pockets will come out when real corruption will be tackled by Zambian.This day is fast approaching. Katele, Chiluba are finished. People know who they are. They have never done anything in the interest of Zambia. MMD knows them, PF knows that these are self serving hypocrites and worse of all they can not even afford to form their own political party because they have even lost the political base in Luapula to PF. MMD chase Katele.

    I think you are misiformed. Chiluba did nothing for Luapula except for the toy feeling station he put at his village. the tarred roads you are talking about were built by Kaunda ( 1985-87).

    Nothing chiluba will be rememberd for in luapula. At least LMP build a bridge. So imagine from 1987 nothing have been done on roads in luapula..its terible

    Is it because Luapula did not vote for MMD??..But Luapula always votes are split between PF and MMD. There must be a different reason fo that i think.

  32. Zambians roads are among the most pathetic ones in Southern Africa! The L/stone-Zimba is an example and we cannot have a government that does not know what the word “priority” means or what “tourist capital” means too! How can you neglect a road linking the toruist capital and the captal of the country like that? I could not belive it when I drove on tbis road last week! Are we at war for a country to have a road like that?

    Katele is right because someone in govt is not doing the job. They all need to be booted out! The road Katele is talking about has taken GRZ six years to tar only 80 km! Now that LPM is no mre the people of Luwingu shold just forget!

  33. The state of the road after Nchelenge is an insult to the people who live there. I was shocked that there was not even a single borehole. The people still get their water from the wells. DO THESE POLITICIANS REALLY CARE FOR THE WELFARE OF PEOPLE? I think the policy of getting 4X4’s for the politicians must end. Let them also use public transport.

    Why is GRZ failing to release the due money? Please, reduce on the number people who unnecessarily accompany the President and then channel the money normaly paid to them to Mr MP K. Kalumba’s issue together with other’s!

  36. Is the K23bn sitting in an account somewhere? Are all the prerequisites in place for its release? Is there an agreed project plan with verifiable and enforceable milestones? Have the contractors been selected etc etc. There is more to this than writing a cheque. If Dr K wants us to pay attention, he should provide more facts.

  37. I thought this guy was finance minister and an MMD bigwig also MP for the same area he is talking about so what happend why didnt he use the tricks of hiding under a tree with a laptop with no battery. I think we have too many MP’s that are past there sale by date and Katele is one of them.

  38. Luapula is the province with the greatest potential for growth, loads of able and cheap labour (most densely populated rural province). Potential for huge clean renewable energy, minerals certainly present. Samfya beach will beat any in the Carribean.

    Good arable land with loads of free water falling from the sky, and even game parks to go with it all.

    But KK tried to improve the lot for the province, all major infrastructure is from those days. World banks reports on the province are very favorable and funding can be easy to put together. Zedians, in the recession GRZ will do well to spend on major infrastructure projects rather than nationalising mines for the chinese and indians

How can he question why the Govt is not releasing money for road rehabilitation in Luapula, the MMD Govt is his Govt. He is one and part of it.If he questions the Govt then he is questions himself. He is infact surppose to provide answers to that effect.

  41. All development projects in Luapula were shelved by Levy. One project that was left by Chiluba -Chembe Bridge was the only one he tackled just to seem like he was doing something for people of Luapula. Probably God punished him for his wrongs against Luapula people.

In everything the Govt does senior party and Govt officials who include Katele are consulted.This is hypocricy.He cant cheat us.I know what Im talking about.

    I see only two alternatives to nationalisation. One is that the mines are forces to reinvest all their profits in Zambia – no expatriation. However, that means they will own much of the infrastructure that is built, because it will be built with their money. The other is heavy taxation of the mines.

    The third alternative is that the government inflates the currency through borrowing or writing bonds, which means that every single Zambian citizen pays for it every time they enter a store, through higher prices of good.
