Parliamentarian urges Govt introduce stiffer punishment for defilers

Share

Patriotic Front Munali Member of Parliament, Mumbi Phiri, has advised government to institute policy measures that will spell stiffer punishment for defilers in the country.

Mrs Phiri observed that defilement cases have increased hence the need for measures that would discourage the vice.

Mrs Phiri told ZANIS in an interview in Lusaka today that defilement was a serious threat to the country’s social and economic sector and should, therefore, be fought at all levels.

She also expressed disappointment at parents, who still do not report cases of defilement to relevant law enforcement agencies.

Mrs Phiri said there is need to turn defilement cases cases into un-bailable cases as a deterrent to would-be offenders.

She also urged members of the public not to take the law in their own hands when dealing with cases of defilement because there are established institutions to deal with such cases.

  2. # 1, The Mwine yachepa and if so they will be able to mustabate, Kuvitenda chabe so that they miss out on everything for life!

  3. Castrate them and let them go freely since they will be harmless to young ones. But publish their names in the papers so that we know that they are now toys to be played with.

  4. Sometimes authorities should look on the size of the girl’s body cause some of these Fima girls look like 18-23years with big hips you can’t tell she is 16yrs unless you ask. Sometimes you find them in the Night Club around 23hrs even participating in drinking strong Liquor. As a guy what can you do after 6 strong beers?
In my opinion to defilers take them into forest and shoot them there than wasting how TAX payers moneys at state Prison cause already they have injured the future of the Girl.

That problem can easily be sorted out. Before you pick, always ask for the Reg. Simple. No reg., no business! The only problem is when you are drunk, its difficult to tell the person from the picture on the reg. Don’t ever say, “as long as you look similar, its ok. Lets go”.

  6. Castration is not the answer. People became very dangerous when they are castrated. They have no mercy For human being , they are bad news. Check the way rebels’ behave.

  7. # 21, this is no time for mistakes my brother. let the men just take charge of themselves. sex is sweet but have it at the right time with the right person or else you will loose it for ever. if you pick these girls from the beer hall, chances are likely that you will also get yourself infected. the best thing is to marry if you are ready and when you really want please run of to your wife. she will gladly give it to you. **== imagine bakaku juba, there will just be the zip to show but imagine the pain of imagining and you cant have it.

  8. #26 Anonymous. I didn’t say that’s what I do. Let me tell you my Brother God as given me a very beautiful God fearing wife, I don’t do such dirt work I respect her. What I was trying to say is to put my self in there boots because these culprits the reasons they give after committing the crime it is similar reasons.( Like- I didn’t know)

  9. umfweni, you are married and wachaya ka defilement. baku putula, would you blame the wife for geting it somewhere else. Kabili you dont have. shibateni amenso and imagine it is not there! maweeeeeeeeeeee, **== and if you already have children, whats the explaination to it. you know life naiwama sana, elyo iweme,
    Ba Moze better BA.

  10. # 32, Ba JacK SparroW…… first and foremost, BEAUTY IS IN THE EYES OF THE BEHOLDER and therefore I am not going to talk about da spouse here. So dont even tell me about what God has given you because God has given everyone families and there is no person that is ugly, handsome, beautiful otherwise we would be fighting for the same people.
I understand every bit of your posting on # 21 and I can only say you have highly misunderstood me. I didnt say YOU, I said, the MEN SHOULD JUST TAKE CHARGE OF THEMSELVES. If you think I meant what you think I meant, then am SO SO SORRY. And once again, MEN TAKE CHARGE dont be deceived by the legs… they are just thighs **==

  15. Implement Child Protection Policies that should be followed by all public sectors especially bars/night clubs. Entry to such places should be restricted to the over 18yr. with valid IDs. The problem we have is that though such policies might already be in place, following them through is the biggest challenge Zambia has. Whether this is simply mismanagement or simply the issue of politicising everything ‘Kaya’ mwandi!! Where is the department for social security?

  16. Once again Iam so sorry if my languege will offend pipo,Iam just think aloud,Jahmen will say thinking highest.Iam so sorry [-o<[-o<[-o<[-o<

Women defilers have not wrecked havoc the way men have. And one punishment, detention, seems to work for women. Besides, whats there to castrate in women that could be perpetrating the vice?

  19. # 39 Matworld – Nice guy! indeed we have them but not at the rate as the men. unfortunately they could just be jailed(for life) kabili palibe something something cho juba. the damage the men do to girl/child is irrevesible underneath + HIV infection, they women can infect too. Listen to this “there was a man in Livingstone’s Maramba Compound, “take ba neighbours 6 year old who was playing on the Veranda to buy sweets at about 16.00 hrs. when mumy returned girl was missing. Looked around all evening, the family couldnt sleep, early bells the reported to the police. At 5 AM a woman was going to the fields (Kumunda) heard child crying in the bush – followed the cries and shocked at what **==

I like the bit about mendo che. There is more to a woman than just legs and so if a man bases his choice on legs only, then he is headed for trouble.

  21. child bleeding, torn up to the anus, bruised badly. she picked picked the kid, rushed her to the clinic, police notified and family went to verify if it was their child. kid told them niba tatebake chite bavala skipa ya yellow. police went to look for the man, he had left home for work but indeed upon search, yellow t.shirt was found. child has undergone more than 6 operations trying to fix the anal passage, urinary passege, the veginal part will never be there. the mother has often lived in the mothers shelter at UTH for more than months when the child comes for the operations. all the man has gotten himself is a 24 year jail sentence in L/stone. **==

  22. matworld n ba moze.

you guys just have a way of making me laugh ati bwanji?nayopa nkani iyo yanikulila ine…

nway its true a stiffer punishment is needed, coz if people are really in need of sex(sorry to say)n cant control themselves let them find themselves wives or they can hook up with prostitutes who are ever ready, why abuse young children…

  23. Bloggers

defilment is defilment, no matter whether the perpetrator is a man or woman. Anonymous, take another example where this boy was brutally defiled by a much older sex starved woman and has had to undergo three operations to try and give his sexual organ (cant use the original term..LT mwaziba Che) its orinal shape! that boy is constantly in oain three years after the ordeal. Lets be fair. For women, ni kushokela. shut it completely!!

  24. G Baby

Aya ma facts! Waseka mwana! Vimachitika ivi vintu. We have crazy men and women out there i tell you. Looking at them, they seem normal, but akasanduka!!! mawee, you cant believe it. The interesting thing is that defilers are people like you and me, by the way.

  25. matworld

dont go just yet.these are real issues of life and need to be addressed.lets discuss and see the way forward waziba…

  26. The problem with defilement it affects the physiological mind, you will find that those people affected they don’t do well in so many activities. They are ruined

For the women mwana it is difficult to charge them you know how biology is , for them it needs proper evidence to charge them and some times you can’t trust male arresting officer cause he can take u- turn and start benefiting , you know how men the way they behave after seen it on the silver plate.

  27. BA MOZE

    i feel you well well

Thats very true and mwandini we need a lasting solution to this, when the punishment is stiffer it will threaten people from defiling the young ones,so whats the stiff punishment now? :-?:-?:-?

  28. Ba Moze mwanipaya =)):))=)):)):))=)):))=)):)) maybe tuff stuff can do or even stitching. we may laugh but its a real and serious issue. imagine ni mwana wako.

wanisekesa boyi. Ati after seeing it on a silver shani?? :))
when you say proper evidence, be specific coz even for men you need proper evidence, waziba ka?

Honestly, these things look lighter when it has never happened to you. Take this scenario where Hon. Mumbi is advising the public not to take the law into their own hands; Imagine your young little daughter has been defiled and by Gods Grace, you apprehend the chap. Would you escort him to the police or what? just imagine. For me, the answer is straight foward: The chap is dead!!!

  32. Matworld

You have to promise never to reveal my name. I will give it to you. Who knows, this could be the start of a great friendship!! :)>-

  33. Ba Moze

Nangu walimbwenamo mudala wandi sure,Why should I do such a thing?Iam a very matured, resposible and loving chap.I cant do such a thing to you mudala.I have other pipo’s adresses on this blog as well.so no worry big man.

  34. # 63, sorry Ba Moze, didnt catch you so soon. but obviously, the man would be dead before the police arrive. ma ma ma ma dont even say, ndaba mumala mwafunda nakufunda, mwabila. **==

  35. this idea of picking muma tarven, do you recall that ka grandmama from Linda Compound in Lusaka? mu ziba chabe muma neon lights, with a ka wig and polished faced, the young man thought ni pamene apa. Kuseni didnt he run for his dear life, kupeza nika mbuya :o**== more dizzy maningi

  36. Good but parade them on TV like what Brenda used to do armed robbers.Crime reduced like no man’s business.I know some one is going to say human rights…. :)]:)]:)]^:)^^:)^^:)^

  37. Get to the root cause of this problem. Castrate them. If you take them to prison, fellow inmates will be in problems.

  38. I would also suggest that those so called “witch doctors” who give such advise to these culprits be locked up too. We will definately see this trend slowing down.
