Documents go missing

The Lusaka magistrate court has heard that three of the four documents used to buy a Toyota Land Cruiser valued at $90 000 are missing from the Zambia Air force (ZAF) file cabinet.

This is in a case where former ZAF Commander Sunday Kayumba is charged with abuse of authority of office.

This was after the matter came up Wednesday for continued defense before Chief Resident Magistrate Charles Kafunda.

Particulars of the offense are that on unknown dates but between 18th March and 24th April 2001 Lieutenant General Kayumba allegedly directed or authorized the buying of a Toyota Land Cruiser in breach of laid down procurement procedure.

ZAF Commanding Officer Central Equipment Depot, Colonel Davy Zulu, told the court that he could not find the accounts file, the Local Purchasing Order and the Certificate of Receipt after a thorough search.

Colonel Zulu said documents of such transactions are kept at both the CED and ZAF Headquarters adding that a search at both premises was in vain.

He also told the court that all transactions regarding the buying of equipment, including motor vehicles, are accompanied by the missing Local Purchasing Order.

But Lieutenant General Kayumba denied having directed or authorized the buying of the Land Cruiser Registration number AXX 1176 (ZAF 3471B).

The former ZAF Chief said it would have reflected in the correspondence with the supply department if he was to forego regulations.

The matter comes up for continued defense on February 6th, 2009.

  3. A lot of documents mysteriously go missing in Zed. Some comments on LT also go missing after a while. If you don’t believe me, just write “nambala one” on the next first comment.

  6. No evidence no trial. I blame the magistrates because even before the trial commenced all documents to be used as evidence are supposed to in custody of the magistrates. How is it possible that evidence of this sort must not held at Zaf . I hope the courts have some type of copies because what kind of courts expect a defendant to show up with evidence that will incriminate him.

  7. There is certainly some thing very fishy going on. It is clear that officer responsible for safe keeping of such vital documents had his hands oiled. There is need to probe all the office orderies, secretaries and whoever frequent those offices. Late Levy started the fight against corrupt leader, lets ensure that we continue with it without being deterred

    There is more to this story. A lot of things are happening right under our noses. they think we are too St$$$t to see notice it. How on earth can one explain the missing of such sensitive documents??? Tomorrow, they will come up with another lie. just wait and see…

If the court seriously want a copy of the LPO, they can get it from copy from the order book, supplier’s copy, court can ask supplier to avail copy of order.What the hell are the courts wasting time to send Kayumba to prison?
    Kayumba is a thief and corrupt general. All so called generas are corrupt. The only way to stop corruption in defence force is to terminate and cancel all employment contracts for generals. All current generals are criminals with wealth they cannot account for.

  24. Case should be thrown out, the arresting officer should have secured the evidence until it’s submitted into evidence. Why did they leave the documents at the scene of the crime? And these guys at task force command so much money!!!

  25. Now this is what they call perverting the course of justice. Anyway, since the documents were already presented to the courts of law, ther should be no going back. We should lock up the custodian of those documents together with Kayumba. The law is getting tighter. be real ma soldier and don’t steal like Chiluba who never had the disciplined training you received at tax payer’s expense.

    First it was General Songogo and now Kayumba both from ZAF though we had the former ZNS Commaander also done. What is happening to our Defense Force Commanders and probably their subordinates?

    Sad revelations indeed.

  30. A copy of the Purchase Order duly authorised by ZAF officials can be obtained from the Supplier just as the Good received note and invoice copy as well can be obtained from the Supplier

The justice system in Zed is corrupt, be rich & u keep away from entering the galos quickly, be poor they get you in with impunity. only when there is pressure from the populace are we seeing convictions of big fishes.We are waiting & I repeat we are waiting for the big one. The locking up of FTJ. That day it will be a holiday in Zambia.Please the Judicially dont temper with our anticipated salivating appertite. Conviction will be sweet,The short man looted a lot.

  34. Nanga ku Toyota Zambia? Balibe back up? obviously they should have recieved a purchase order or something bearing the signature of the authoriser who in my opinion could have been the man in charge. if GRZ has lost their copy am sure the car dealer could have his.
