North Western Province Minister Joseph Mulyata has been incensed by the roads development department in the province for abandoning earth moving equipment in the bush at the expense of working on roads in the area.
He said it is painful on part of government to see equipment on which government spent a lot of money being abandoned in the bush without any caretaker to look after the equipment.
Mr. Mulyata was speaking when he found the earth moving machines marooned at Kisasa area in Solwezi west constituency along the road leading to senior chief Musele.
Mr. Mulyata, who was heading to pay a courtesy call on Senior Chief Musele accompanied by provincial Administrative officer Kabinga Nondo, Solwezi District Administrative officer, Benson Kapumo and a team of Journalists, said it was sad to find the equipment lying idle in the bush when some areas of the road are being washed by the rains.

That equipment is not under the roads development agency but under the provincial buildings engineer, under a unit called rural roads unit (RRU). Levy is the only person who had a vision for those peaces of equipment but now we are on auto pilot, sorry to say.
What is government doing owning this equipment. Governments cannot run businesses, road construction or otherwise. It was always going to be a waste of money. I thought we had learnt something from the Kaunda years.
The road construction equipment I believe is the one that was once marooned in Tanzania pending clearance. It was a grant( or was that a loan?) from the Chinese government. Basically each province is supposed to have some of these equipment so that roads can be graded, however, it is clear that we do not have the capacity for utilisation. The Minister is simply shooting himself in the foot by vetting is anger in the media when his Permanent Secretary is fully aware but as usual ignorance precedes them and some poor chap will be used as a scapegoat. It will not surprise me if it islater announced that the budgeted amounts were either insufficient or never released -parked when fuel finished
