Speaker of the National Assembly Amusa Mwanamwambwa says any member of the National Assembly who will be found guilty of divulging information to the media will either be suspended or imprisoned for the period not exceeding 12 months or a fine.

Speaking in Parliament today, Mr. Mwanamwambwa said he is concerned with the behavior of some MPs who are giving out information contained in the proceedings to the media before tabling them in parliament.

Mr. Mwanamwambwa further said that he is concerned of some reports that he is receiving that some members of parliament giving out information contained in the proceeding before tabling them in the house to the media saying doing so was losing and diminishing the standards of the house.

He explained that Standing Order 15 of the National Assembly Act states that the Clerk should have custody of all votes or proceedings and that violation to the Standing Order 15 is gross contempt of the house and parliament respectively.

Mr. Mwanamwambwa said parliamentary documents must be treated confidential to the public until the proceedings are tabled before the parliament.

He warned that Members of the National Assembly who would be seen to be giving information to the media will be subjected to libel should there be remarks of defamation uttered from the public.

The Speaker further said that rushing to the media before proceedings are tabled in the house constitutes contempt of the house as Act 89 of the Constitution Cap 1 mandates all Members of Parliament to take an oath in order to preserve the constitution of the country.

Mr. Mwanamwambwa warned that any future violation of parliamentary rules and Laws will constitute stern action as it was the only way of restoring dignity and standards in the house.

He said stern action will include suspension of any Member of Parliament seen divulging information contained in parliamentary proceedings and votes before tabling them in the house as Act 87 provides privileges of the house without undue influence from the public.

Mr. Mwanamwambwa has since called on Members of Parliament to maintain rule and order in order to preserve the dignity and standards of the august house.

    Vice President George Kunda has announced that some prosecutors currently on the Task Force on Corruption may soon be removed.Mr. Kunda told parliament Friday morning that government will soon revise the institutions that are spearheading the anti-corruption fight and remove individuals that may not be suitable considering ‘recent’ happenings in the country.He was responding to a question by Patriotic Front MP for Kantashi who wanted to know whether the saga involving Zambian Airways and its directors will have credibility implications on the work of the Task Force.

But Mr. Kunda caused laughter in parliament when in responding he said “I thought the PF supports the Post and Zambian Airways”.Task Force chief Prosecutor Mutembo Nchito is a shareholder and CEO of Zambian Airways, while the Post Newspaper is a shareholder in the Zambian Airways and Post owner Fred Mmembe is also a director.The vice president said that the fight against corruption will continue but there will soon be changes and some people maybe sidelined.And Vice president Kunda also said that government will make monetary provision this year to address the problems being faced by Nitrogen Chemical of Zambia.

She talks on top of her voice with her loud big mouth. More especially when she is in Raphsody`s. She wants everybody to hear what she is talki ng about and reminding all trhat she is Minister.

  12. What do you expect from the our MP’s a good # of them are not educated enough to uphold appreciate Ethics of confidentiality. Mere words no one will be caged becouse no journalist will disclose the source of leaked info as they are not obliged to do so. Press freedom eeshi! no wonder they can also insult other defenceless people without being accountable for there action.

UPND MPS are always quite and dont talk because they have no media despite their discipline and competence. Sata paid the post some money to be on the front page despite being incompetent and his Mps take advantage of the same. Ncito, Nchima and Membe have no integrite and can not fight corruption. Membe,s support for Sata is questionable and the dual are going to be history soon. He cant be compared to the assasinated Sirilankan journalist. Please, Membe change so as to add value to the proffession.

  23. Amusa is an old tick sucking out tax payers money. How can we have one speaker serving almost four government administrations? We need new blood, I don’t think that this old man is the only one who can do the job of speaker. I’m sure he must be biased somehow having held that position for a very long time. When are we going to have generational change of leadership? Amusa and the rest of his generation need to step down to give way for the younger generation.
