Private funding was for my personal use, Chiluba

Zambia’s Second Republican President Frederick Chiluba said that the funds which the MMD party raised from well-wishers and private sources were meant for his personal use as well as MMD party activities.

Dr Chiluba said this when he started this testimony today in the magistrate’s court in the case in which he is accused of plunder of national resources.

Dr. chiluba testified that he was advised by former Zambia Intelligence Security Services Director General Xavier Chungu that money raised from private sources by the MMD party be screened and kept in the intelligence account.

Dr. Chiluba said this was meant to facilitate transparency and accountability of such funds.

He  further told the court that it was Mr. Chungu’s sole responsibility to manage and administer the account as Director General.

The former president testified that it has now become a golden rule for all political party’s NOT to disclose their source of funding.

He said no political party in Zambia has ever disclosed its source of funding since independence.

Dr. Chiluba further testified that many governments the world over use the intelligence account for activities that may be deemed illegal.

Dr Chiluba is jointly charged with Defunct Access Financial Services Directors Faustin Kabwe and Aaron Chungu.

The former president will appear before the magistrate’s court on Wednesday for continued trial.

Am not trying to justify what Chiluba did.But all am saying is that the man has suffered enough punishment for the past 10years.   23. He is just putting up smoke and mirrors, yes a political party doesn’t have to reveal it’s private donors as long as they are within the confines of the law.
    What the GRZ alleges however is that all monies paid to Chiluba from the intelligence accounts were taxpayers’ funds. What FTJ should do is; not disclose the donors but show payments made by MMD to ZSIS for managing and disbursement by Chungu.
    You cannot withdraw what you didn’t deposit! No wonder he doesn’t want Nchito to cross examine him by refusing to swear under oath of the bible prior to his testimony :-w

If the private donors were paying to see chiluba dance like chanda beu then we have no cart blanche to on the matter but if they were paying for use of public tools which seems like the case then we should know. Margaret Thatcher publicly condemned him and said that the necklace was a gift to the Prime Minister of Britain and she (Major’s wife) could only wear it if she held that office… Britain agreed with her.

  47. I think what Chiluba is basically saying is that it is the fault of the system, not of the individual. So he is admitting guilt, but saying the system should also go to jail if he goes.     Let’s not be blinded on the difference between public and private funds. Until we reach that level of distinguishing between the two, only then should be ready to hold public office. If Chiluba had abused his own salary, that is fine. There is a difference between MMD and Chiluba. This is exactly what nepotism can do, it will wrongly advice you (FTJ & Xavier Chungu).

  80. The point I’m driving at is that it will certainly cost the taxpayer a considerable amount for the case to be carried out as should be. FTJ is entitled to a fair hearing and this entails the due process of the law.

  81. It may seem a straight forward case on the surface for the offended Public but, the whole thing is dependant on his reservoir of cash.

    So far he has managed to prove that he is capable of going on. The lawyers will not just yet abandon him. He is keeping up.

    Just a thought, the proof of his plunderings lies in his capacity to keep up and since his lawyers are not showing signs of abandoning him, surely he must have the loot under his control.

Its source was from “MMD supporters & sympathisers” – including the kick backs from major mine houses whom LPM could not tax when it was necessary, just to benefit himself and the MMD. Can anyone tell me how the MMD will get balance remainging in LPM’s account now that he is dead? How different is it from FTJ’s schemes?

  85. It is on record that immediately after the arrest of Ftj the Zamtrop account was audited and it was established that during Ftj’s reign, this account had more money than what GRZ put in. So the question is where did the exta monies come from? food for thought.

  87. Are the alleged lootings of FTJ capable of adding value to our ailing economy? The moral implications of the case are obviously greater than the recoveries to be made whatever form they may be.

    Justice must indeed be seen to prevail, but in this case Justice has been lost in time.

Consider what he said in court yesterday…’Zamtrop account could even be used to kill people in the interest of the country.’ He is saying this to save his neck but does he understand what he is plunging the country into?
    We may as well be in order to question the death of Paul Tembo and the witnesses who were to testify in his death matter, Edward Shamwana, Ronald Penza, Baldwin Nkumbula who was with Castro Chiluba but (Castro)came out of the accident unscathed, Wezi Kaunda, Gibson Chigaga etc. He has said it!

  94. Dr. Chiluba weeps in court
    Second Republican President Frederick Chiluba Wednesday wept in court as he testified in a case where he is charged with plunder of national resources.

    Dr. Chiluba lamented that members of his family no longer walk with their heads held high because of the theft allegations levelled against him.

    He also said he was saddened that he has been subjected to ridicule and derogatory editorial comments in the Post Newspaper.

    Dr. Chiluba said he was denied natural justice when parliament endorsed that his immunity be lifted, without being summoned to exculpate himself.
