Bishop Mambo urges NCC to adopt Article 149

A Non-Governmental Organisations (NGO) has urged the National Constitution Conference (NCC) to seriously review and adopt Article 149 in the Willa Mung’omba Draft Constitution that has the provisions of the Presidential running mate proposal with a view to avoiding the costly running of the Presidential by-elections.

Chikondi Foundation President Bishop John Mambo says there is need for NCC to adopt Article 149 that provides the adoption of the Vice President as a running mate of a Presidential candidate in case a calamity befalls the President.

Bishop Mambo, who is also Nyamphande Orphanage President, told ZANIS in an interview in Lusaka today that NCC plenary should adopt Article 149 as it will play a crucial role in bringing political stability as well as help to foster economic development in the country.

The Lusaka-based Clergyman said there is need for the NCC not to dilute the provisions contained under Article 149 in the Willa Mung’omba Draft Constitution as this would help to prevent political divisions and fighting’s in the country’s political parties.

Bishop Mambo, who is a former CRC Commissioner, said that the NCC should work-out special modalities that would answer to the needs and aspirations of the Zambian citizenry in the final constitution.

He observed that if the new constitution is to stand a taste of time, NCC members should ensure that the views of the majority Zambian were reflected in the final constitution.

Bishop Mambo was reacting to the NCC which yesterday deferred to the full NCC plenary the Article 149 in the Willa Mung’omba’s draft report on whether a Republican Vice President should be a running mate to a Presidential Candidate or be appointed by the President.

And Bishop Mambo has thrown-out calls by some opposition political parties to institute an independent body to audit the National Constitution Conference (NCC).

Bishop Mambo said there was no need for some opposition political parties to start calling for an independent audit body because the NCC had not misapplied funds and that its mandate was costly for it to misapply funds allocated to the exercise.

The clergy has since called on the opposition to fully support NCC to enable it execute its duties with the stipulated time.

    Great stuff Bishop Mambo. Your EXPERIENCE as a CRC COMMISSIONER is really useful at this stage.

    Economic development will come due to many factors especailly that a sitting President will not fire the Vice President anyhow and at his will. Also, by-elections will be avoided and the money used for REAL ECONMIC issues the country will be addressing.

    How many are the referred to opposition parties here? Isn’t it PF/Sata only?

    Why is PF suddenly trying to disturb the NCC’s operation when it indicated that it does not support the NCC?

    Why is PF against Zambia having a Constitution that limits the powers of a President? It appears the Undereducate won’t stop until he has a an exact chance former President Chiluba had for his advantage. Shame!

    He also made it clear that “my Kingdom is not of this world” so I think there’s a limit to which church & politics can tarry.

As Bishop Mambo has aptly observed, Article 149 must be adopted in totality if the constitution is to champion our aspirations and defend the citizens’ rights from political whelms and practices. Apart from the article being cost-saving in nature in eventualities of death or incapability of the President, it gives power to the toothless Vice President under the current system. Experience has taught Zambia that Vice Presidents are nothing but carders who can never express divergent views from the president. This compromises the contribution to national development. True to say that as a second in command, the office of the Vice President must be a constitutional office.

  9. Some of these clergy men are too political in our Zambia!No wonder ka father fimofimo was qoutioned last time. Do clergy men in other countries participate in politics like in Zambia? I am very suprised. No wonder others even ask the people in their churches to give reasonable denomination of currency during offerings as the kwacha does not appriciate only in the churches. Ati mukwai na muchechi kwacha naipona! Let clergy men stick to what they are known to do best. Look at ba Nervers…..Better Zambia shall be saved than politicking.

  16. Bishop Mambo is corrupt thats why he cannot support the idea of auditing NCC.Facts are there that that man championed the 3rd Term for Chiluba and received quite a lot of money by then.He was also sent to Namibia for a holiday by FTJ.
    Through his wolf in a sheeps skin,he ended up becoming sick.
    That man is no better than VJ or Daka in terms of healthwise.
    Can he keep his Necrotised tissues before they start falling off.
    How many innocent people has he infected?
    He is not the right person to talk about certain issues especially accountability.
    He is as confused as Maestro a fake physicist.

  19. I find it u unnecessary to over-debate this issue. If the reason for a running-mate it to avoid a costly election, should anything happen to the President, then if there are counter arguments to this lets make it simple: Let the constitution say that should the President not be able to carry over the functions of the Office, then the Vice President will be automatically be sworn-in to complete the term of that President. Simple, eeahhh!!

  22. Why cant NCC be audited? Can some body educate me. Bishop i think is dull in the head. Why doesnt he want the NCC to be audited? Is it a holly organisation?

  23. The Bishop is talking on behalf of the NGO not the Church. I think Christians have every write to comment on Politics and even to participate as private citizens, it only becomes an issue when the Church as a whole make a political stance. :-w:-?

Hey, people, the position of vice president is a big one. there is no way people can be taken from negleted farms without them having a clue or dream to be president or vice, this will continue giving us cadre mentalities we’re seeing in RB, no clue what so ever. He is busy giving petty answers to serious questions. we need to know the top two before we vote. All those opposing this are just shallow minded. Just food for thought, when did this system start in the USA:)>-
