Mobile phone licence and ZA saga at the heart of my attacks, Siliya

MINISTER of Communications and Transport, Dora Siliya says she will not relent in performing her duties as minister despite attacks from The Post Newspaper because of conflict of interests.

Commenting on attacks from the POST, Ms Siliya said the attacks were personal and would not stop her from protecting tax payers’ money from going to a few selfish individuals.

“I know where these attacks are coming from. The attacks are because I refused to grant some organisation a mobile phone licence and also because of the Zambian Airways saga.

“My message to them is that I shall continue doing what is right for the Zambian people,” Ms Siliya said.
The minister said she would not allow a few selfish individuals to hold Government to ransom through publication of incorrect media reports.

Ms Siliya has since appealed to Zambians not to be swayed by unauthenticated information on Government dealings, saying the truth would soon be known.

“The crusade against corruption should not be selective…the truth shall soon be known. Some people portray that they are holier than others when they are the same people after tax payers’ money,” Ms Siliya said.

She urged the media to be responsible in order not to mislead the country through lies and incorrect facts.

Ms Siliya said the continued misleading of Zambians through incorrect media reports was worrying.

And Ms Siliya said Government was owed a lot of money by Zambian Airways, saying the money could be channelled towards revamping operations of ZAMTEL.

She said she was also hopeful that the Ministry of Justice would soon conclude discussions on the possibility of establishing a commission of inquiry on how the US$6.5 million loan directors of Zambian Airways got from Development Bank of Zambia was spent.

“As the minister responsible, I am hopeful that the commission of inquiry will soon be put in place so that we know how tax payers’ money was spent because some people think they are clever when they are the exact opposite.

“I shall continue to challenge them even if they continue to fight me,” Ms Siliya said.

    I think this statement is very right. The money could have been used to revamp ZAMTEL and even Nitrogen Chemicals of Zambia. To add salt to the wound, this company wants us to throw more taxpayers money to it when the money can be used elsewhere. No bail out period. We shall start flying ZAMBEZI AIRLINES.

  8. I think that Dora might have a point here. Membe is seemingly trying to be too clever. I really doubt it, if his hands are as clean as he trys to potray them. However, one fact we cannot forget is that Membe has also been a champion of the freedom of speech. He has in the past managed to bring out a lot of critical issues that an avarage Zambian cannot bring out against pipo in power. Like Lenin/Stalin he is also now using the good cause he has been fighting against for his selfish interest, hence he must be checked and stopped at all costs.

  13. Cheap language from minister. 1. Dont perform GRZ as if you are doing stuff in your kichen. You do not just decide not to grant this or that. Follow procedure and dont potray things like you have absolute power. If these guys (Membes) are wrong, take them to court. Dont west money on enquiries. 2. Your failure to run NCZ should not be blemed on other comapnies. 3. If only one company applied for the tender (which I doubt), you could have simply readvatised. Why the hurry.   21. Dora and lupiya are together and they should be investigated. Zamtel can make money on its own without the influence of the Government. Govt gets alot of moeny from this company and the only way is let it operate without any influence. Where do they take money that they get from ZNBC, Zain & Mtn.   26. It is not good enough to just cry wolf. Dora needs to explain to the nation why Rupiah Banda’s sons are getting involved in these privatisations. She also needs to explain why ZDA and the Attorney General are being left out. Bringing up the Zambian Airways issue is a smoke screen and as we have seen, some people on this blog have already bought into this diversionary tactic. My only criticism to The Post is that they lack the killer instinct of a great newspaper. Too often they make accusations but fail to provide the smoking gun.

On the other hand, events in the past 19 years have shown that The Post fight all their public battles using a potent weapon called the truth. What’s different in this case is that, whereas The Post fought previous battles solely for the purpose of informing the masses, they are now fighting for their own business interests.

    However, I wish to resound my concern over the privatisation of Zamtel,contravening the contractual procedures in awarding evaluation contract to a foreighn company known only by the minister and his superiors should be condemed by all loving Zambians.There fight should not shadow us from the reality on the ground ,Tender Board was expected to champion to awarding of evaluation contract of Zamtel.From the hapenings at the ministry, we can pre conclude that there conflict of interest within the authorities.

I personally don’t think Zamtel should be privitised to anybody, telecomms business is growing because of the internet. I believe that someone big is pushing Siliya and Banda so that Zamtel goes into private hands. On the other hand, Mmembe has abused his position and now uses his media and other links for personal gain. Both Mmembe and Siliya are selfish criminals that don’t deserve any good.     Sorry if i sounded like saying all Zedians are Bad Law breakers and criminals, but you will agree with me that its sad that the Law makers and those that are empowered to enforce the law are the major culprits. It leaves very few options for Law abiding citizen to report such Vices in case they stepped on the time bomb! It is a question of looking over your shoulder to report a crime, in case you reported it to the boss of the criminal ring, who may map out a plan to silence you depending on how much incriminating evidence you have.

  53. I had interaction with Minister Dora when she worked at ZNBC. She discharged her duties to the highest level of integrity and she is certainly not a person who misled people the way Fred Mmembe and the group do. In this particular incident based on my personal experiences of both Ms Dora Siliya and Mr. Fred Mmembe of Post Newspapers, I hold Minister Dora to be a person of higher professional integrity than Fred.

  54. The truth in the end will be victorious. This Dora woman is an amazing piece of work and her ambition to be at the top will be her unmaking. She has twisted the truth and imbedded some nice lies of Mmembe to try and shift focus on her corrupt practices. Former Mrs Fulatya (possibly explains why they divorced) is one over ambitious person but going about it the wrong way – she should consult Reverend Nyirongo in prison on “Consequence of Abuse of Office”. The writing is on the wall and the people she is trying to protect will go unscathed as she pays the penalty on her own. If she has ears let her yield to advise and do the right thing.

    Looking at my past LT experience, I see nothing wrong about calling female minister ‘a cow’. Dora is a public figure subject to criticism and should learn how to deal with it.Other male ministers have been insulted and called bad names on this site and you never lebelled it as gender sensitive .
