Chief Macha, of the Tonga speaking people, has urged government to train Traditional leaders and their retainers (messengers) to become knowledgeable on legal instruments on traditional leadership.
And Home Affairs minister Kalombo Mwansa has announced that government is to construct a fully fledged police station in Chief Macha’s area to enhance security.
Speaking at his palace when Dr Mwansa called on him, chief Macha said most chiefs were ignorant about various pieces of legislation that they were supposed to administer.
“I have fear that one day, our subjects will drag a chief to court because we make serious decisions whether right or wrong which hinge on peoples’ rights. [quote]
” We need to be oriented to the chiefs’ Act, Messengers Act and several others that we administer,” he told the minister.
He said the need for chiefs to be acquainted with basic law and other legal instruments is to save them from embarrassment because they preside over serious matters in their chiefdoms for which some of the aggrieved subjects could drag them to the courts of law.
“I must confess that some of the decisions we make are illegal because we do them out of ignorance. There is danger that some subjects can sue and a chief will be dragged to court because he is not above the law,” he said.
Chief Macha said the Home Affairs ministry must also provide basic training to chiefs’ messenger on security and protection.
He said the present scenario in which messengers were ignorant of security posed grave danger to chiefs.
“You find that when a messenger wants to salute you, he does it in a strange way as if he wants to beat you up. I have been frightened by some salutes of my messengers because it is like he wants to beat you,” Chief Macha said.
Chief Macha said personal protection of the chiefs was in the hands of their retainers, hence the need for their adequate training.
He said village vigilantes also need to be trained on how to make effect arrests on suspects to avoid violation of human rights.
In reply, Dr Mwansa said the concerns raised by chief Macha were serious and that government would study them.
He said chiefs were custodians of some Acts which are supposed to be enforced by them.
“The fact that you are not knowledgeable about the very Acts that you are supposed to administer is not good enough. Working with the ministry of local government, we will see how to address this,” Dr Mwansa said.
And Dr Mwansa said government will fund the construction of a new police station in chief Macha’s area because of increased economic activities in the area requiring proper security.
The minister who was accompanied by district commissioner Laiven Apuleni said government was thankful that chief Macha had offered land earmarked for the construction of the police station and camp.
He said government will work hard to ensure that funding for the proposed police project is sourced.

LT check your title….I think the word “train” is missing.
Having said that, I like this Chief Macha, he is always full of sense.
Greetings Engine Bbuloko.
I also like this chief. I have read a lot of sensible statements from him.
BaKasonde, you corrected the headline. I was just wondering ka.
This chief is very much related to Hakainde Hichilema !! It may even be Mr Hichilema talking here.
quite interesting, however, i wud suggest that chiefs as well as retainers shud have some level of formal education.i think illiteracy is the main problem for most chiefs and their retainers so that even training them will prove futile.Thank God chiefs like this man is seeing the need to acquire some level of education.
It is rare to find an intelligent and unbiased chief. This chief is very knowlegeable and his contributions are always spot on. However, I nearly sued chief Macha because after reading this article my chest is painful due to uncontrollable laughter he has induced into me. It is about the messenger saluting as if he wants to beat him. On a serious note I am in a process of sueing chief Sipatunyana for grabbing land from dad which was given to him in 1983 when dad became headman. He was given money by someone who claimed that it was his land. Chief Sipatunyana is very corrupt just like Nyama soya and he is poor too. He lives in Kalomo town instead of going to the village where the subjects are. Chief Macha of Choma and chieftainess Mwenda of Mazabuka are very good leaders.
Number 4, jamaco. HH comes from Monze and chief Macha is from Choma. They are not related at all. The truth is that chief Macha is down to earth and very eager to have development in his chiefdom. He leads by very good example starting from issues of hygiene to farming. I grew up in Chief Mapanza who shares the border with chief Macha and you can always notice the intelligence in the way this chief Macha operates.
Hi Bloggers,
# 4 Jamaco, point of correction, chief Macha is from choma, while Hichilema is from Monze….They are only related by tribe…. He actually speaks a lot of sense because i hear he is very wise and knowledgeable
#6 Kashimani, I know chief Sipatunyana, David is his first name and he used to work for the council in lusaka, growing up, one of his daugthers was my friend…. sad that he grabbed land from your dad.

Good lucky Enginebbuloko and stripper, you have used tonga language in very interesting and technical manner. I have never heard of kunze a chuulu to mean what you two were organising. Enginebbuloko is a very interesting character the way he phrased that. Mebo ndili ku mangalande. To you stripper, the painful thing for me is that chief sipatunyana’s late father had married my aunt but the way this chief behaves is very shameful indeed. I feel ashamed that he is my chief
