K50 million CDF increment insignificant, says MP Kapeya

Parliament heard yesterday that the K50 million increments to the Constituency Development Fund (CDF) to make it K650 million is not enough to develop infrastructure in constituencies.

Mpika Central Patriotic Front (PF) Member of Parliament (MP) Mwansa Kapeya implored Finance and National Planning Minister, Situmbeko Musokotwane, to increase the CDF from K650 million to K1 billion.

Contributing to the 2010 national budget debates in parliament, Mr. Kapeya expressed sadness that before the budget presentation, government has projected a K400 million increment to the annual CDF allocation but it has only increased the fund by K50 million.

The MP said with only K50 million increment to CDF, developmental projects in constituencies will not be fully implemented because of inadequate funds.

Mr. Kapeya however commended government through the Ministry of Local Government and Housing for releasing the funds to councils on a yearly basis saying constituencies have scored tremendous developments in terms of infrastructure development.

  2. Ba Mwansa Kapeya gratuity wasn’t enough, you want to deep your fingers in this money too.
    Tell us how much would be enough, will k5 billion be enough so that you get your 10% cut eh! Efficiency is the word ba kabusha wesu.

  3. This MP needs to learn how to be economical. It is very much possible to enhance infrastructure development within a minimum sum of available funds if you plan properly. Come to Europe and see how some ancient towns have managed to maintain good infrastructure despite minimal financial support from the government.

  4. 1-3 have long names and am the only one with the shortest one.Anyway 50 m increment is not bad at all if it is put to good use

  5. Take some money from the expenses spent on the presidential challenger(corporate jet) and use them to provide public goods(Roads, bridges, create jobs, etc)

  6. You guys are unreal. How do you expect real development from $138, 000? There are some houses in Zambia selling at $500, 000. The MP is absolutely right, this a drop in the ocean. SAD.

  7. #6 chinondo, Do your math right. K650 M = $141, 000 (K4,600 to $1). Yes its not enough to invest in infrastructure but you can still make a noticable difference.
