NCC awaiting report on Convicted chairperson Dick Kwanga

National Constitutional conference spokesperson Mwangala Zaloumis during a briefing when she announced the expulsion of six members from the NCC in Lusaka.

The National Constitution Conference (NCC) says it is still waiting for a report from Kaoma District Council on the fate of its chairperson Dick Kwanga who was last week convicted by a Kaoma magistrate court of stealing K53.5 million Constituency Development Funds (CDF).

Mr. Kwanga who is MMD Longe Ward Councilor in Kaoma was last week convicted by the Kaoma magistrate court together with Kaoma Council treasurer Gift Ngenda and a local businessman, Nawa Mangolwa and handed a three-year suspended sentence.

NCC spokesperson Mwangala Zaloumis said in an interview with ZANIS in Lusaka today that the NCC cannot terminate the membership of Mr Kwanga who is one of its commissioners without an official complaint from the institution he is representing.

Ms. Zaloumis further said that the NCC was not aware of the conviction of Mr. Kwanga and would wait until a report is forwarded to them.[quote]

She was reacting to a story carried in yesterday’s Post newspaper that said the councilor was still attending the NCC deliberations after his conviction by the court of law.

Mr. Kwanga was on Tuesday last week slapped with a three-year suspended sentence by the Kaoma magistrates’ court after he was found guilty on counts of abuse of authority of office, conspiracy to defraud and theft by servant.

The three convicts have been ordered to refund the embezzled CDF by April this year failure to which a warrant of distress would be issued against them.

  1. Madam Chairperson, This is B,U,L,L…S,H,I,T, and you cannot be seen to be supporting thieves.
    Why should a convicted criminal be allowed to make a constitution for the country? Are you people all so compromised and useless that you have to keep the MMD cadres in the NCC for voting purposes.
    This is so annoying and no wonder the MMD Chairman emblezled CDF funds and he is still in his position.
    Shame on you and shame on the compromised judiciary.

  3. Its very sad that our country is controlled by fools like these! One bad apple uum! I dont think so. This comes back to Bwezani and his body’s’. I dont think NCC should even think of changing the “Rule of Laws” just to cut off Sata. The new law should be everyone wishing to be president should at least be wealth a (US)Million dollar to prevent he/she from stealling from the Zambian people. Another clause should state ” they will be no immunity to any public official or president if found to be a thief, such as Bwezani, Chituwo, Mutati, Shikapwashya, Siliya and many more on the list” Bwezani do u really think the World Bank, the Western Countries will help the poor Zambians when they know u are stealling their money, You were recently exposed on the ministry of health funds ” Shame…

  4. Having leaders of this caribre like this woman called Mwangala Zaloumis is detriorating, insulting and dissapointing to our country.Why should a convict be allowed to continue serving on such important issues like NCC? This is B.S and pain in the butt.

  5. Let’s get serious Zambia. How do you convict someone of stealing public funds and just give him a suspended sentence? The next day he is proudly drafting the country’s constitution?

    What message are you sending out for the rest of the citizenry out there? Crime pays! We will see how the Judiciary shall control the nation of criminals it is currently creating… ever heard of Dr. Frankenstein?

  10. This woman is amazing. I thought she was above board. Where in the world did she see a convict deliberating on constitution making. And what report is she looking for and from who. Madam have respect, do not mistake quiteness for foolishness.

  11. What do these idiots take us for? Honestly,are we serious as Zambians? As educated as you are madam chairperson and you fail to make a decision. Fuck you all commissioners for letting us down.This is sickening,stinking and bull shit to you all at NCC
