No vote for insolent politicians-Luapula Chiefs

TRADITIONAL leaders in Luapula Province have resolved that they will not support political leaders who insult chiefs.

And Vice-President George Kunda has assured the chiefs and members of Parliament who attended the two-day consultative forum in Mansa that Government will implement the resolutions of the forum to promote development in Luapula.

Senior Chief Mushota, who read out the 14 resolutions from the just ended conference at Mansa Hotel yesterday, said traditional leaders will not support leaders insulting them irrespective of their political affiliation.

“As chiefs, we have resolved that we shall not support leaders who are fond of insulting us because when one chief is insulted, it is all chiefs that are insulted. This includes insulting chiefs from other regions,’’ Chief Mushota said.

He urged political leaders who have insulted chiefs to apologise publicly.

The conference also resolved that the people of Luapula Province will only support a presidential candidate associated with development in the province.

Other resolutions were that members of Parliament from the province should speak with one voice irrespective of political affiliation to help steer development in the province.

“We want our MPs to speak with one voice because that is the only way we shall develop the province and the purpose of unity should underpin development projects in the province,’’ he said.

Chief Mushota said the conference also resolved that the province be sensitised so that they can only vote for a leader who will bring development to the province.

He said the conference also agreed that MPs and traditional leaders in Luapula should work together for the benefit of the people in the province.

The conference also resolved to continue working with former President Frederick Chiluba whose contribution to the conference has been described as immense and helpful.

The forum also urged Government to speed up the construction of a bridge on Luapula river to connect Kashiba and Kasenga in Mwense and rehabilitate health, transport and education infrastructure in the province.

Other resolutions called for foreign investors to invest in the mining and tourism sectors in the province.

And Mr Kunda said Government will consider implementing the resolutions from the conference.
He was speaking when he officially closed the conference.

Mr Kunda commended the chiefs and MPs for their participation in the conference.

He said such an initiative should be supported by all key stakeholders because it is aimed at bringing development to the province.

“I wish to commend the conveners of the conference for their foresight in coming up an agenda focusing on the development of Luapula Province,’’ Mr Kunda said.

He also commended the chiefs and MPs for allowing Dr Chiluba to attend the conference.

Mr Kunda said Dr Chiluba has immense experience having served as head of State for 10 years.

He appealed to other provinces countrywide to emulate MPs and chiefs from Luapula Province in order to steer development in other provinces.

Mr Kunda said Government will consider the resolution and will include them in the Sixth National Development Plan which is currently being worked on.

He said Government is happy that the leaders of Luapula Province have taken an initiative to determine and prioritise the development needs of the province.

“This conference is historical and unprecedented. You have met with your MPs so that you can direct them on issues of major interest to the province,’’ Mr Kunda said.

He also said Government is committed to efforts aimed at improving the welfare of the chiefs countrywide.
Mr Kunda appealed to traditional leaders to seek dialogue when dealing with succession disputes to avoid wrangles.

He said Government will soon purchase vehicles for the traditional leaders who did not benefit from the initial empowerment programme.

Mr Kunda said the resolutions will be presented to President Banda and Cabinet so that they can be considered in the Sixth National Development Plan and next year’s national budget.

    A few weeks ago William Tekere Banda challenged to explain Given Lubinda to explain what he had done to one family near the airport. todate Lubinda has not responded. He has actually destroyed someones marriage, what a leadership???!!! The other day it was Willy Nsanda destroying his family.

  11. LUAPULA Province Royal Foundation committee chairperson Chief Chisunka has described as misleading assertions that residents of Mansa have rejected former President Frederick Chiluba.

    He said the assertions are an imagination of people who hate the former head of State.

    Chief Chisunka wondered how Dr Chiluba could be rejected by people in a province of his origins.
    He was reacting to The Post newspaper article on Saturday.

    “As chiefs in Luapula Province, we are very disappointed with reports in The Post that people have rejected Dr Chiluba. How can we reject one of our sons, it’s not possible and the report is very misleading,’’ Chief Chisunka said in Mansa yesterday.

Resently my brother from the USA visted our relatives in Mansa….he told me that he had compaigned for the PACT. He sat with each person and told them why they should vote for the PACT. They have all agreesd to vote. About 8 young star who have turnes 16 will also vote. All together as relatives are about 30.   19. Resolutions were read out but shall not be implemented. Kunda is talking about including some of these in next year’s budget which will be full of campaign issues. I personally do not think that the government will do anything sooner or later. I wish they can but they have been promising too much; the Chipata mfuwe road, the roads in North western and western province are still undone and …. many more. Where will they get the money for such developments; school hospitals roads and bridges. Mmmm… I doubt it!

  23. If Chiluba had any conscience at all, it could have spoken to him to shut up. But it appears that even his conscience is dead. That is why he can declare himself a king and not a thief. If Chiluba has not stolen, why should he protest against the public’s demand for an appeal against his acquittal in the High Court and Supreme Court, if need be? If he did not steal, why should Rupiah stop the appeal?

  24. Today, Chiluba can tell us that Sata can’t be President of Zambia because he is just a former police constable in the colonial government. If he is interested in educated people leading our country, why did Chiluba choose to support Sata over Levy and Hakainde Hichilema who were university graduates?

    The truth is Levy and Hichilema did not offer him what he wanted. Chiluba is on record that he supports political parties based on what he can get out of them. Clearly, Chiluba is today supporting MMD not because it is the best party but because it has given him what he wanted desperately – freedom.

  25. We can’t talk about Chiluba’s ability to politically deliver Luapula Province to Rupiah and the MMD. We can only remind him that in 2008 when he went there on a similar mission, he lamentably failed to achieve his goal. Rupiah was rejected even in the village where Chiluba comes from. Only the other day, William Banda announced that MMD were dispatching over 2,300 cadres from Lusaka to protect Chiluba whilst in Luapula Province. If Chiluba is such a popular figure in Luapula, we wondered why thousands of cadres should come from Lusaka to protect him in his own village.

That is why he has been engaged as a consultant and sent to Luapula to go and corrupt more people. Corruption is the only thing Chiluba can effectively and efficiently accomplish.

Chiluba comes from Luapula but I am not related to him in anyway and he cannot change my thinking. As a Luapula chap all I can tell you is this, He Chiluba addressed the chiefs and the Memberes of parliament from Luapula and not me. We are going to change the leadership of this country come 2011 and Chiluba will be caged. He ate the money alone. Luapula is not the whole country even if Rupiya got all the votes minus mine, he still cannot win.

  38. Chiluba should not talk about Sata as just a constable in colonial days, how about a bus conductor, how do you feel? I am still here in the USA after 15 years just because of Zambia’s blind politics. After 44 years the country is still un developed. No good roads, proper sanitation just looking at the water going down many waterfalls but no electricity.What kind of leadership is this? We have so many Dr. who are members of parliament but what have they done to Luapula? and why uneducated like Rupiya to lead you?Something must be done quickly otherwise we are going backwards. Chiluba must know that even 50% of those who attended the meeting will not vote for Rupiya come next year.Chiluba was in Mansa and not at my home village where all my relatives will be voting for the Pact.

We live in a modern society so we shud rid ourselves of half naked uneducated migots so called imfumus to dictate the way modern governance shud be organized. I mean have they even heard of a simple word such as interest rates? How can we listen to them. Bwenzani for sure is educated but he is way past his ruling age. Sata too is very old. The Only Preson we are left with is HH. Chiefs shud keep their asholes closed or else we shall send them Catholic gay bishops to deal with them. We shouldn’t be take for rides us Zambia. I love my country, respect its judiciary, the executive under Mbezani and red lipped kunda in coordination with Mulongoti and Chiluba is very incompetent.
